REPORT ON ACTIVITIES CARRIED OUT DURING THE INTER-SESSIONAL PERIOD The MBLWHOI Library was added to the group of sponsors in preparation for a meeting at IOC Headquarters on 2 April 2010. The Library has been working on the same issue in parallel to the SCOR/IODE data publication activity, so it was decided to combine the activities. The 2 April meeting was designed to advance two use cases: (1) data held by data centres and (2) the digital backbone for traditional journal articles use case, both of which have been developed over the past two years by the SCOR/IODE activity on data publication. The meeting noted progress in the two use cases and made plans for future cooperation between data centres and libraries. The group decided to directly contact IODE data centres to get them involved in data publication: A Data Publication Challenge for Ocean Data Management (see Annex I). An enthusiastic response was received; many centres want to get involved in data publication, but none seems to know where to start. Roy Lowry (British Oceanographic Data Centre, chair of the project) made a presentation at the 22nd International CODATA Conference in October 2010 in Cape Town, South Africa on Data Centre-Library Co-operation in Data Publication in Ocean Science (see abstract in Annex II). Lowry presented an update on the SCOR/IODE/MBLWHOI Library project, as well as experience of BODC in their pilot projects on publishing an ingested dataset and on providing a data publication service. This meeting was an important event to reach the data management community outside the oceanographic domain. The conference established a CODATA Task Team on Data Citation and Publication. Helge Sagen from the Norwegian NODC has agreed to serve on this group to ensure it takes into account the requirements of the established oceanographic data management community. Lisa Raymond (MBLWHOI Library) made a presentation at the October 2010 meeting of the International Association of Aquatic and Marine Science Libraries and Information Centers (IAMSLIC) Annual Conference in Mar del Plata, Argentina. Raymond presented on the MBLWHOI Library activities on data publication and citation funded by the Jewett Foundation, the Librarys pilot project on serving as the digital backbone for traditional journal articles, and the Data Publication Challenge document. The presentation was very well received by members of the marine libraries community, and generated contact by the Freshwater Biological Association (U.K.), Cemagref (France), and the Rosenstiel School Library (Univ. of Miami, U.S.A.) for more information on the data publication project as well as general information about the role of libraries and data management. The librarians are particularly interested in how the MBLWHOI Library is using its institutional repository to accept datasets. Lisa Raymond also presented a poster at the December 2010 American Geophysical Union Meeting in San Francisco, California, USA on Data Publication: Addressing the Issues of Provenance, Attribution, Citation, and Accessibility (see Annex III). The poster presented the history of the project, the Data Publication Challenge, an example showing how provenance is generated, and the cultural and technical challenges related to getting data publication accepted and practiced in the oceanographic community. This meeting was an important event to reach the oceanographic community. Ed Urban arranged a meeting of the University of Delaware Morris Library with the Dean of the universitys College of Earth, Ocean, and Environment (CEOE) in December 2010 to discuss the possibility of a pilot project using the Morris Librarys DSpace archive to store data related to papers published by faculty and staff from CEOE. The Morris Library and CEOE have agreed to proceed with activities that will contribute to the digital backbone for traditional journal articles use case. Roy Lowry has submitted an abstract to the IODE50 workshop to explain the paradigm difference between data centres and digital publication and engage the IODE community in addressing this issue and becoming actively involved in data publication. 2. PROPOSED WORK PLAN AND TIME TABLE FOR THE NEXT INTER-SESSIONAL PERIOD The leaders of the SCOR/IODE/MBLWHOI Library project will meet once in 2011 to assess progress on the pilot projects and results of the Data Publication Challenge, and to plan the next phase of the activity. The meeting will be documented with an IOC Workshop Report. This meeting will pay particular attention to the relationship between this group and the CODATA Task Team. Three members of BODC are working to find ways that a typical IODE data centre systems architecture may be integrated into the scientific publication paradigm. The primary issue under investigation is how to express the continuous nature of data dynamically managed in a relational database management system in the quantized manner required for citation. A trial dataset of typical complexity has been assembled and discussions are underway with the IODE Project Office to establish OceanDataPub , a parallel D-Space facility to OceanDocs for the digital curation of static snapshots of dynamic data entities. The BODC group is also working to document best practice for the physical composition (e.g. file formats) and semantic description of the content of such snapshots to ensure confident re-use of the data in decades to come. The work in BODC is funded as a part of the UK Natural Environment Research Council Science and Information Strategy, but is directly aligned with the objectives of the SCOR/IODE/MBLWHOI Library Group. The MBLWHOI Library will be working closely with the Biological and Chemical Oceanography Data Management Office (BCO-DMO), an NSF-funded data centre, to publish datasets related to the digital backbone for traditional journal articles use case. BCO-DMO seeks to enhance citation with the assignment of DOIs. This research should be well underway by mid-2011 as we plan to present at EGU in April. 3. REQUESTED FUNDING FOR THE NEXT INTER-SESSIONAL PERIOD We expect that US$10000 should be sufficient for the activity. SCOR has budgeted US$5000 for the meeting. Meeting costs can also be minimized if IOC provides meeting space in Paris or Ostende, although we may also seek a host from one of the national oceanographic data centres, such as the British Oceanographic Data Centre in Liverpool, UK. It may also be possible for some participants to fund their own travel. 4. TEXT FOR THE ACTION PAPER Dr. Moncoiffe will introduce this Agenda Item by referring to Document IOC/IODE-XXI/document number (SCOR/IODE/MBLWHOI Library Project on Data Publication). This activity assembled 18 experts in April 2010 to review progress on the projects pilot projects, on assembly and publication of ingested data sets and creation of a digital backbone for traditional data publications. A Data Publication Challenge for Ocean Data Management was issued to IODE national oceanographic data centers and also shared with the data management, library, and oceanographic communities through presentations at meetings specific to each community. Annex I A Data Publication Challenge for Ocean Data Management The paradigm for many data centres has been to ingest data from multiple sources into a common schema, add value to that data through quality control and metadata creation and then serve that data as dynamic datasets in response to filter queries. The process of adding value to the data is both time continuous and time consuming leading to a culture where the best available version of the data at the time of a request are served. The need for easy access to the data behind scientific publications and a desire to give scientists greater credit for their creation of data and information has led to the development of the data publication paradigm. In this, data set is a static concept with a permanent identifier that points to an unchanging data object, which has a formal citation. Any changes to the dataset are implemented by the creation of a new data object with its own permanent identifier and citation. This paradigm has been developed by the digital library community and a minority of data centres such as Pangaea. It is particularly well suited to e-Repository technologies such as DSpace. The Scientific Committee on Oceanic Research (SCOR), International Oceanographic Data and Information Exchange (IODE) of the Intergovernmental Oceanographic Commission, and the MBLWHOI Library are working to bring the technological, data, metadata and quality expertise of the data centres to the data publication paradigm. We challenge the existing data centres working in the data serving paradigm to establish the capability for the publication of value added datasets according to the data publication paradigm, either through internal infrastructure development or through the development of partnerships with scientific libraries. Data centres interested in taking up this challenge should report their interest to the SCOR/IODE/MBLWHOI Library group through the IODE Secretariat by the end of July 2010 and submit a description of how the paradigm is to be implemented, such as the text of a Memorandum of Understanding with a digital library, by the end of September 2010. The proposed infrastructure will then be requested to accomplish the following goals and report on progress by February 2011: Establish cooperation with a scientific group interested in data publication. Select a research paper ready for submission to a journal as a test case for data publication. Assemble the base datasets for the paper and confirm that their quality is adequate for publication. Publish these datasets with permanent identifiers resolving to a permanent digital object with discovery metadata in a suitable repository. Publish aggregated and transformed datasets behind the figures and tables in the publication such that each figure/table may be reproduced and its source data cited. The SCOR/IODE/MBLWHOI Library group will synthesize the results and draw conclusions from these activities to present to the data management and library communities. Often, there are insufficient incentives for data submission, only punishments for not submitting data, resulting in low submission rates and even when submitted, a bare minimum of metadata. This issue is not unique to the ocean sciences, but several ocean science organizations have begun an effort to stimulate the submission and availability of ocean data. The Scientific Committee on Oceanic Research, International Oceanographic Data and Information Exchange (IODE) of the Intergovernmental Oceanographic Commission, and the Marine Biological Laboratory/Woods Hole Oceanographic Institution Library are working together to develop and execute pilot projects related to two use cases (1) data held by data centres are packaged and served in formats that can be cited and (2) data related to traditional journal articles are assigned persistent identifiers referred to in the articles and stored in data repositories, such as DSpace repositories provided by libraries and IODEs OceanDocs system. This presentation will report on the results of collaborations of data centres and libraries to store, serve, and publish ocean data in a way that makes it possible for data providers to cite their data in their curriculum vitae and makes their data more available for use by other investigators. The work is inspired by a June 2008 SCOR/IODE Workshop on Data Publishing. The goal is to identify best practices for tracking data provenance and clearly attributing credit to data collectors/providers for data published in journal articles. To improve efficacy of data directly associated with a scientific article those data must be discoverable, citeable and freely available on the Internet. Resources, standards, and workflows must be defined to support publisher and funding agency mandates. For the data to be discoverable, appropriate metadata, defined using community accepted metadata standards, must be associated with the data source. Data will be made citeable by the assignment of a persistent identifier as well as provenance and attribution metadata. The availability of the data will be assured by submission to a data repository that has stability and permanence. In April 2010, project participants were challenged to develop and execute pilot projects related to two use cases in which: (1) data held by data centers are packaged and served in formats that can be cited and (2) data related to traditional journal articles are assigned persistent identifiers referred to in the articles and stored in institutional repositories, such as DSpace. The MBLWHOI Library team chose to focus on data that support published articles, particularly the data used to create the figures and tables. Several published papers were identified and used to test the MBLWHOI Library model based on open archive technology.
