The proposal for the establishment of an IOC Sub-Commission for Africa, which was prepared by the IOCEA and IOCWIO Chairs, was circulated to IOC Member States in Africa through Circular Letter No2393 of 19 May 2011. Proposal for the Establishment of an IOC Sub-Commission for Africa and the adjacent island States Mission The IOC Sub-Commission for Africa and adjacent island States is an intergovernmental subsidiary body of the Intergovernmental Oceanographic Commission of UNESCO responsible for the promotion of international cooperation, and the development and coordination of the Commissions marine scientific and research programmes, the ocean services, the ocean observing systems, capacity development and related activities in the region by taking account of the specific interests and priorities of Member States from Africa. Objectives To promote international cooperation and coordinate programmes, projects or other activities adopted by governing bodies of the Intergovernmental Oceanographic Commission of UNESCO among the interested Member States and or in the marine scientific community as necessary, and make, if appropriate, recommendations to the parent body to this effect. Prepare a detailed plan of action for implementation of the adopted programmes, projects and other activities. Coordinate the implementation of adopted programmes or activities taking place in the region. Background The IOC Executive Council at its 43rd Session (816 June 2010, Paris, France) requested the IOC Executive Secretary to include in the agenda of the 26th Session of the Assembly a proposal for the establishment of an IOC Sub-Commission for Africa, building on IOCEA and IOCWIO, in accordance with IOC Guidelines for the structure and responsibilities of the subsidiary bodies of the Commission, and for the establishment of decentralized offices, and also requested the IOCEA and IOCWIO chairpersons to prepare such a proposal, with the support of the IOC Secretariat. The Executive Council further requested the IOC Executive Secretary to include in the draft programme and budget for 20122013 (draft 36C/5), a feasibility study of the establishment of an IOC regional office in Africa (Resolution EC-XLIII.8). The Sub-Commission, so established, shall operate within the framework of the general policy and the budgetary guidelines of the Commission to increase the effectiveness of its action for Africa. The establishment of the IOC Sub Commission would be a change in the character of IOC Sub Commissions from their current goal - regional implementation of activities in specific regional oceans/seas (Caribbean, West Pacific, etc) and turn them into more standard UN regional bodies that serve as regional caucus and lobby organizations with mostly political goals. The programme and activities of the Sub-Commission shall be carried out within the budgetary allocations established by the Commission, or from such additional resources and support in kind as may be made available by unesco or by other United Nations organizations cooperating with the Commission, or by Member States of the Commission, or as may be received from other sources in accordance with the financial rules of the Commission. Justification The Intergovernmental Oceanographic Commission of UNESCO has two Regional Committees in Africa: The IOCs Regional Committee for the Western Indian Ocean (IOCWIO), established in 1979 by the Assembly at its Eleventh Session through Resolution XI.9 as the IOCs Regional Committee for the Cooperative Investigations in the North and Central Western Indian Ocean (IOCINCWIO. The name was changed, at the request of IOCINWIO-V, to IOCWIO by Resolution XXII-10 of the Assembly at the Twenty-second Session. The IOCs Regional Committee for the Central and Eastern Atlantic (IOCEA), established in 1984, by the Executive Council at its Seventeenth Session through Resolution EC-XVII.7. These Regional Committees coordinate and facilitate the development and implementation of IOC activities in their respective regions. The focus of the two Committees is on enhancing national capabilities in marine science and ocean services through cooperation between the Member States from the region and with those from other regions. Member States in these regions participate actively in various regional and international marine programmes such as ODINAFRICA, GOOS-AFRICA, GLOSS, LME programmes/projects, capacity building, and multi-hazard Early Warning Systems, with good results. The lack of regional secretariats has been recognized as a hindrance to the development of IOCEA and IOCWIO. Project Offices were established for IOCWIO (at KMFRI, Mombasa, Kenya from 2000 to 2004; and UNESCO Nairobi Office from 2004 to 2009), and for IOCEA (at NIOMR, Lagos, Nigeria from 2002 to 2004). The establishment of an IOC Sub-Commission for Africa will improve the visibility of IOC, facilitate coordination between the member states in the region, and between the sub-regions of Africa, and ensure the efficient implementation of IOC activities in Africa through a permanent secretariat. Terms of reference The main purpose of the IOC Sub-Commission for Africa is to promote international cooperation and coordinate research programmes, services and capacity building in the Africa region, in order to acquire knowledge about the nature and resources of the ocean and coastal areas and to apply these for the improvement of management, sustainable development and the decision-making process of its Member States. The Sub-Commission shall be responsible for the promotion, development and coordination of the IOCs global scientific research programmes and ocean services in the region of Africa and adjacent island States. The key components of the structure of the Sub-Commission will include: Member States Scientific research programmes and projects Board of officers Regional secretariat IOC Sub-Commission for Africa shall also be responsible for the science base, the gathering of knowledge, the implementation of regional scientific programmes, and encouraging information and data exchange in the region. These elements are crucial for the sustainable development of any Africa Member States. IOC Sub-Commission for Africa will pursue the main line of action of IOC/UNESCO, and in particular: Define regional problems, set priorities and look for solutions, which call for international cooperation and coordinate marine related activities; Cooperate with relevant organizations, agencies, and institutions with the view to ensuring complementarily, and stimulate cooperation; Cooperate with other subsidiary bodies of the Commission on technical matters of common interest; Assist with identification of training, education and mutual assistance needs in the region with emphasis on those related to the programme of the Sub-commission. IOCEA and IOCWIO have different and specific characteristics that may require them to be retained, as two separate Regional bodies under the IOC Sub Commission for Africa. The study for the establishment of an IOC Regional Office that was proposed during the Forty-third session of the Executive Council should come up with suggestions on how the two Regional Committees will relate to the IOC Sub Commission for Africa. Membership and Composition Membership of the Sub-commission will be open to Member States of the IOC in Africa and adjacent islands States, and other interested Member States. Member States will be required to make a formal declaration of their wish to be a member of the Sub-commission, and to nominate a specific National Focal point to provide liaison between the national activities directly related to the Sub-Commission. Nevertheless, invitations to all sessions of the Sub-Commission will be sent to all Member States. Officers of the Sub-Commission The Chairperson and a Vice-chairperson shall be elected by the Sub-Commission, and shall serve in accordance with the Guidelines for Structure and Responsibilities of the Subsidiary Bodies of the Commission. Secretariat for the Sub-Commission An IOC Regional Office shall be established to assist in the implementation of the activities of the IOC Sub-Commission for Africa. The main purpose of the IOC Regional Office shall be to assist with the implementation of all the programmes and activities of IOC in the regional context. It will serve as a Technical Secretariat for the IOC Sub-Commission for Africa. It shall: Serve as the Technical Secretariat for the Sub-Commission and for the regional committees as and when required by coordinating regional components of the global programmes and activities of the IOC; Promote the development and use, at the regional level, of ocean services and related supporting activities, coordinated or maintained by IOC; Facilitate the exchange of scientific data and information and the transfer of knowledge resulting from marine scientific research, especially to developing countries in the region; Assist with the identification of capacity-development (formerly Training, Education and Mutual Assistance/TEMA) needs in the region, especially those related to the programmes of the Sub-Commission, when appropriate, and promote the required capacity-development activities; Report on the progress of the Sub-Commissions, IOCWIOs and IOCEAs programmes to the Chair of the IOC Sub-Commission for Africa, the IOC Executive Secretary and participating Member States, on a regular basis; Organize major scientific/technical conferences, including meetings of the corresponding Sub-Commission, as defined in the Programme Work Plan; Liaise and maintain links with all IOC programmes and relevant IOC projects; Establish and maintain links with other relevant organizations, institutions and programmes in order to promote cooperation with the Programme; Seek partnerships and potential sources of funding to strengthen Programme implementation. Finance The IOC Sub Commission for Africa will be funded from the IOC regular budget and extra budgetary contributions.
