The IOC Manual ( HYPERLINK "http://unesdoc.unesco.org/images/0006/000684/068481eb.pdf" IOC/INF-785; 1985), revised in 1989 (PartI), is divided into three parts, devoted to: (i) Constitutional and Other Formal Texts; (ii) Subsidiary Bodies of the Commission: and (iii) Coordination and Information. Given the many changes in the work of the Commission since 1989, the Executive Secretary will propose a new structure and content for the IOC Manual as an electronic publication facilitating ease of access and updatability. Decision proposed: paragraph 5. The purpose of the IOC Manual is to provide the Member States, organizations, institutions, subsidiary bodies and persons wishing to collaborate with the Commission at large with references on the constitution and structure of the Commission, as well as the modus operandi for an effective running and development of the Commission. The manual reflects the common understanding reached by Member States and the Secretariat since the Commission was established and facilitates and supports the operation of the Commission. As such it provides a necessary background to any potential development of the IOC. The content of the IOC Manual reflects the specific nature of the IOCs being established as an intergovernmental commission with functional autonomy within UNESCO and does not contradict UNESCOs general rules. Twenty-five years after its establishment the IOC undertook in 1985 to compile various basic texts, agreements with partner organizations and international programmes as well as agreed guidelines into a unique publication titled the IOC Manual, a source that was meant to be easily accessible and exhaustive to the extent possible. Over the ensuing 25 years the IOCs status and functioning have been under constant review and examination with recommendations from: FURES (19871990): Ad hoc Study Group on Measures to Ensure Adequate and Dependable Resources for the Commission's Programme of Work DOSS (19911996): Ad hoc Study Group on IOC Development, Operations, Structure and Functions DOSS-2 (19962000): Ad hoc Study Group on IOC Development, Operations, Structure and Statutes External Evaluation (19992000) Working Group on the Future of the IOC (2008) As a result, substantive parts of the IOC Manual have been updated and published separately whereas some guidelines that have not been updated are still referred to in the current paper copy of the IOC Manual. Today the content of the manual looks dispersed and incoherent and no longer constitutes an efficient tool for the secretariat, IOC constituencies and partners. Besides the need to update and harmonize the content of the IOC Manual, the manual needs to evolve towards a flexible Internet-based resource. Although this task certainly falls within the prerogatives of the Secretariat, Member States need be closely associated with this process. Compiling all existing texts, some of them which have never been associated with the manual, aligning and showing them in a structured and visible way, may call for simplification in certain areas and further regulation and reflection in others (e.g. membership of regional governmental entities such as EU, definition of regions in the context of IOC, development of an observer status at IOC). In the process the Secretariat will call Member States to provide or update information and may solicit technical assistance as well. The purpose of this document is to propose a new structure for an Internet-based manual, identifying sources of existing basic texts, and areas of improvement and completion. Some parts of the manual are of a quasi permanent nature such as the IOC Statutes, Rules of Procedure, and agreements with other organizations; as such they are autonomous texts. Some other parts of a less permanent nature are constituted by guidelines mainly elaborated as needed by the Secretariat with advice from the IOC governing bodies. New strategies (human resources, fundraising) developed by the Secretariat are meant to also fall into the same category. Additional texts and guidelines are identified for future additions to the manual. Some other information needs regular updating any time or at each ordinary session of the IOC Assembly such as the nominative list of Member States, electoral groups, members of the Executive Council, Officers, collaborating organizations, subsidiary bodies, secretariat staff, etc. To some extent the IOC manual should provide references to UNESCO/IOC and non-IOC texts that constitute the framework of its activity and programmes, although formal adherence to those non-IOC legal texts is not a condition for membership (see Article 4 of the IOC Statutes Membership). It implies some levels of hierarchy in the proposed structure. Some areas, though mentioned, will be password protected. Texts of different natures and at different levels of the manual will be linked to each other as appropriate. The IOC Statutes and Rules of Procedure will be published as stand-alone publications. The Secretariat will also publish off-prints of other sections of the manual as necessary. The proposed structure as it is or amended by Member States during this session of the Assembly will be implemented by the Secretariat and reported upon at each session of the Executive Council and Assembly. Considering that different parts of the IOC Manual have been developed over twenty years, there may be inconsistencies that need to be resolved and harmonized. In the updating of the manual the Executive Secretary could work with the Officers and other knowledgeable persons familiar with the Commission (for example, past Chairpersons) to identify such inconsistencies and propose their harmonization based on the rules of procedure and practices of the Commission and UNESCO. To this end, the UNESCOs Office of International Standards and Legal Affairs (LA) could be consulted and Member States may be invited to provide expertise or other contribution to develop specific tools. Decision expected by the Assembly The Assembly will be invited to: (i) comment on the proposed new structure for the IOC Manual; (ii) accept the concept proposed in this document; (iii) request the Executive Secretary to work with the Officers to produce an updated version of the IOC Manual as a comprehensive electronic compendium, and report progress at each session of the Executive Council and Assembly.
