In 1977 he did a Hydrograph Master course in the Hydrograph School of the Peruvian Navy. As he obtained the highest qualifications, he was given a scholarship in order to do a System Analysis Master Course in the Catholic University of Peru. In 1979 he was granted a scholarship by the US Navy School in Monterrey and completed an Oceanography Master’s degree in 1981. In 1982 he started working in the Oceanography Department of the Hydrograph and Sailing Service of the Peruvian Navy. In 1982 he participated as a connection Navy official during the expedition organized by the French oceanographer Jacques Cousteau on the Calypso ship along the Amazon river. The same year he participated in an expedition to Antarctica on the invitation of the Australian Government. In 1982, he actively participated in research and follow-up projects regarding the extraordinary El Nino phenomenon (1982-1983). These works resulted in a large number of international scientific events and the first prediction program for this phenomenon meant for application to the Peruvian economy. This program was presented to the Central Reserve Bank of Peru and successfully used in decision-making on the occasion of the 1984 agricultural campaign. This Peruvian experiment was used afterwards as a proof of the usefulness of climate prediction projects related to El Niёo and repeated in other spots affected by this phenomenon. From 1983 to 1987 Mr. Soldi was Director of the Oceanography Service of the Navy Ideography Department. During 8 years, he was in charge with the Peruvian tsunami alert system. In 1988 and 1989 he participated in the first and second Peruvian expeditions to Antarctica and was in charge with the oceanography program. He also participated in negotiations in order to have Peru become a consultative member of the Antarctic Treaty. He participated in the modernization of the automated mareograph network along the Peruvian coast. From 1990 to 1991 he was Commander of the Humboldt scientific research ship, on which he made 6 scientific research cruises along the Peruvian coast and one to Antarctica. From 1991 to 1998 he was Director of the Environment Department, Technical Chief and Hydrograph Deputy Director, and he participated in five other expeditions to the Antarctic continent. During that period, he represented Peru at the Intergovernmental Oceanographic Commission (IOC). As the exceptional El Niёo phenomenon occurred again in 1997-1998, another intensive research program was developed in Peru, as well as prediction and mitigation programs related to the consequences of this phenomenon. He participated in the design and application of the oceanographic seamark observation project financed by the World Bank and developed in the south-eastern Pacific (Naylamp) with a view to monitoring and predicting the El Nino phenomenon in Peru. In 1998 he was in charge with the application of the electronic chart program in the Hydrograph and Sailing Service of the Peruvian Navy. In January 2000 he ascended to Rear-Admiral of the Peruvian Navy and was named Hydrograph and Sailing Director. He occupied that position until the end of 2001. He was also in charge of the application of a program financed by the World Bank and related to the reduction of the consequences of the El Nino phenomenon. In 2002 he was named Director of the Peruvian Navy School. From 2003 to 2004 he was named Navy Attachщ of Peru to the Organization of American States. In January 2005 he retired after having served the Peruvian Navy during 35 years. In August 2006 he was named President of the Directive Board of the Peruvian Sea Institute (IMARPE), a position that he still holds today.
