Part A Implementation of Resolutions adopted by the IOC Assembly at its Twenty-sixth Session (Paris, 21 June5 July 2011) Res. XXVI-Title of the Resolution Implementation 1Strengthening IOC Regional Subsidiary BodiesThe 1st Session of the IOC Sub-Commission for Africa and the Adjacent Island States (IOCAFRICA) was held on 23 May 2012 at the United Nations Office in Nairobi. An IOC Regional Office for Africa has been established within the UNESCO Office and it acts as the Technical Secretariat for the Sub-Commission. The work plans of IOCEA and IOCWIO were implemented until their dissolution during the 1st Session of the Sub-Commission. Notwithstanding the overall reduction of the Regular Budget envelope, thanks to UNESCOs Emergency Fund, the decentralization rate for 20122013 is 23%, above the original 21%.2Eleventh Session of the IOC Sub-Commission for the Caribbean and Adjacent Regions (IOCARIBE)IOCARIBE Member States are actively participating in the Regular Process for the Global Reporting and Assessment of the State of the Marine Environment. The first regional workshop is being organized at USA invitation. IOCARIBE Member States should appoint experts to ensure that the first cycle (20102014) benefits from the regions expertise. The Caribbean Large Marine Ecosystem (CLME) project is entering its final year of implementation. The CLME Transboundary Diagnostic Analysis was published and released to countries, and its Strategic Action Programme is being prepared and its endorsement process should start before the end of 2012. Arrangements for strengthening the IOCARIBE ANCA-HAB Group constituency by actively involving the national institutions have been made. The production of the last two out of 16 sheets of the International Bathymetric Chart of the Caribbean Sea and the Gulf of Mexico (IBCCA) is being completed. The Caribbean Marine Atlas is available online ( HYPERLINK "http://www.caribbeanmarineatlas.net/" www.caribbeanmarineatlas.net/) and national marine atlases for Jamaica and Barbados are being developed. A series of activities are planned for implementing the actions agreed for IOCARIBE-GOOS, Integrated Coastal Area Management, Nutrient and Sediment Discharge Reduction Initiative. Talks with Panama authorities have being held on the possibility of hosting the 12th Session of IOCARIBE. IOCARIBE Member States have been actively working in preparation of Rio+20 Summit; SIDS, in particular, have arranged several regional meetings to discuss their position on Green Economy, and the importance of the ocean and climate change for their economies.3IOC Sub-Commission for Africa and the Adjacent Island StatesThe 1st Session of the IOC Sub-Commission for Africa and the Adjacent Island States (IOCAFRICA) was convened on 23 May 2012 at the United Nations Offices at Nairobi, Kenya. The IOC Regional Office for Africa was established at the UNESCO Regional Bureau for Sciences in Nairobi, Kenya and the IOC Coordinator in Africa posted there from 1 March 2012 to serve as the technical secretariat for the Sub-Commission. The implementation of the IOCEA and IOCWIO work plans continued, with the implementation of activities planned in the framework of the ODINAFRICA, GOOS Africa, Tsunami related activities, and the project on Adaptation to Climate Change in the Coastal Areas of West Africa. 4 Review of the IOC Advisory Body of Experts on the Law of the Sea (IOC/ABE-LOS)By this resolution, the Assembly decided to re-establish the Open-Ended Intersessional Working Group to Review IOC/ABE-LOS and requested the Executive Secretary to distribute again the Questionnaire on the IOC Advisory Body of Experts on the Law of the Sea (IOC/ABE-LOS) to IOC Member States. The Assembly agreed that the original deadline for responding to the questionnaire should be extended in order to give enough time to the Working Group to collect and analyze new responses and provide recommendations to the Executive Council at its 45th Session (Decision 4.8 of the Assembly at its 26th Session). The IOC Assembly tasked the Intersessional Open-Ended Working Group, composed of experts designated by Member States, with collating and analyzing the responses and, on the basis of this analysis: (i) prepare a report as a review of IOC/ABE-LOS; and (ii) suggest a mechanism to identify and prioritize issues of high interest to the IOC and its Member States. After the Assembly, the IOC Vice-Chair for regions, Prof. Adot Blim Blivi, was elected the new Coordinator of the open-ended intersessional working group. The IOC Executive Secretary sent Circular Letter 2410 on the Extension of the deadline for responding to the Questionnaire on the IOC Advisory Body of Experts on the Law of the Sea (IOC/ABE-LOS) in order to implement the mandate given by the Assembly. Up to 30 November 2011, 10 responses were received; therefore, the current number of responses is 24.5Preparation for the 2012 United Nations Conference on Sustainable DevelopmentResolution IOC-XXVI/5 and its Annex - IOCs Special Contribution to Sustainable Development, has been transmitted to the UN Conference on Sustainable Development Secretariat as an input to the preparation of the Zero Draft Outcome Document, as well as to all IOC Member States and collaborating organizations. IOC has played an advocating role in the negotiation process through the preparation of the inter-agency report A Blueprint for Ocean and Coastal Sustainability (together with UNDP, FAO, and IMO). Several Side events have been organized to inform decision makers on the priorities of the IOC in the context of Rio+20. IOC will organize an Official Ocean Event at Rio+20, on 20 June 2012. IOC will also be a co-organizer of the Ocean Day Advancing Ocean and Coast at Rio+20 and Beyond, on 16 June 2012, led by the Global Ocean Forum. 6Data Buoy Vandalism: Incidence, Impact and ResponsesAt DBCP-XXVII (Data Buoy Cooperation Panel) the Working Group on Data Buoy Vandalism reported on the activities implementing Resolution XXVI-6 taken on behalf of the IOC and WMO. A questionnaire designed to capture statistics on vandalism has been circulated to DBCP members and while several members responded in great detail, the general response was disappointingly low. Future DBCP country reports will include an annex to address buoy vandalism information. Work is progressing on maps of vandalism occurrences, including an economic analysis of the complex nature of costs due to vandalism of equipment replacement, man and ship time, data loss and lost economic opportunity. The impact of piracy on buoy deployments and maintenance will be included in the studies. The UNGA December 2011, Resolution A/66/L.21, Oceans and the Law of the Sea noted the 2011 Report on Ocean Data Buoy Vandalism Incidence, Impact and Responses (WMO-IOC/DBCP Technical Document No.41.) The UNGA urged States to take necessary action to cooperate with IOC, WMO and FAO to address damage to ocean data buoys.7Global Coordination of Early Warning and Mitigation Systems for Tsunamis and Other Sea-Level-Related HazardsThe TOWS-WG (Working Group on Tsunamis and Other Hazards Related to Sea-Level Warning and Mitigation Systems) held a one-day meeting on 15 February 2012 back-to-back with the Japan-UNESCO-UNU Tsunami Symposium. Membership of the TOWS Inter-ICG Task Team on Hazard Assessment Related to Highest Potential Tsunami Source Areas has been completed with Kenji Satake (Japan) nominated as Chair, but the team has not been able to meet. IOC coordinated 14 international tsunami survey teams immediately after the off-Tohoku Earthquake and Tsunami in Japan, following the request of the Japan National Commission of UNESCO. The IOC Manual on Post Tsunami Survey has been updated and is expected to be published in the 3rd quarter of 2012. IOC was represented at the last IUGG (International Union of Geodesy and Geophysics) Tsunami Commission meeting (Melbourne 2011). IOC participated in the Tim Hampton Lecture Series CTBTO (Preparatory Commission for the Comprehensive Nuclear Test-Ban Treaty Organization) Past and Future Contributions to Emergency Preparedness: Fukushima Case Study (12 March 2012). The Executive Secretary contributed an article on IOCs tsunami activities and collaboration with CTBTO for the special issue of the CTBTO Newsletter commemorating the 15 year anniversary of CTBTO. IOC participated in ESCAP Meeting on Reducing Tsunami Risks (Tokyo, 1618 December 2011). The TOWS-WG chair has attended all ICG meetings during the reporting period. IOC meetings have been announced and information has been circulated through established procedures to chairs of ICGs, WGs and member states. Efforts to build capacity in support of tsunami warning and mitigation systems have continued. Overall, implementation has been impacted by the present financial situation. The secondment of Dr Ulrich Wolf (Germany) ended on 1 October 2011 and the secondment of Dr Masahiro Yamamoto (Japan) ended on 30 May 2012. Employment of two administrative consultants ended in the third and fourth quarter of 2011.8Strengthening and Streamlining GOOSThe Fifth GOOS Regional Forum was held at the invitation of EuroGOOS in Sopot, Poland (3 October 2011), strengthening links to the GOOS Regional Alliances at implementation coordination mechanisms of GOOS. The new GOOS Steering Committee was finalized by the appointment in January 2012 of ten expert members, adding to the five expert members appointed by the IOC Member State electoral groups through the final tenth session of I-GOOS. A virtual meeting via email was held during the period March-May 2012, in preparation for the first physical meeting 2022 June 2012 at IOC. The GOOS secretariat has maintained relationships with the UN Framework Convention on Climate Change (UNFCCC), the Group on Earth Observations (GEO/GEOSS), and is developing new ones with the Convention on Biological Diversity (CBD).9Designation of IOCWMO Regional Marine Instrument CentresThis resolution adopted a procedure for the designation through JCOMM of Regional Marine Instrument Centres (RMICs), to assist WMO Members and IOC Member States in the calibration and intercomparison of oceanographic and marine meteorological instruments. The resolution also approved the first two centres in China and the USA. These two centres are operational and performed training and capacity development activities. Further adoption of RMICs for other regions will be done through JCOMM.10International Oceanographic Data and Information Exchange (IODE)The memorandum of understanding between IOC and the Flanders Marine Institute (VLIZ) for the renewal of the host agreement for the IODE Project Office in Ostend was signed in April 2012. By Circular Letter 2398 of 10 August 2011, the Executive Secretary invited nominations of Long-Term Members of the IODE Group of Experts on the Ocean Biogeographic Information System (GE-OBIS); as of 24 April 2012, 17 applications were received and 4 long-term members were selected. Concerning the hosting of the Project Office for IODE/OBIS, management tasks were distinguished from technical/scientific tasks. A temporary position was created at the IOC Project Office for IODE, Ostend (starting date 1 May 2012), whereas a contract was established between IOC and Rutgers University for technical tasks related to the OBIS database. Concerning Member States participation in IODE, Mexico established a National Oceanographic Data Centre (NODC) in June 2011 while Argentina decided to use the Ocean Data Portal (ODP) for its national distributed data system. IOC programmes like Integrated Coastal Area Management and Marine Spatial Planning (ICAM/MSP) and Harmful Algal Blooms (HAB) use OceanTeacher for the management of training material. IODE and JCOMM collaborate through the Data Management Programme Area (DMPA). 11Tenth Session of the IOC Intergovernmental Panel on Harmful Algal BloomsThe Work Plan of the IOC Intergovernmental Panel on Harmful Algal Blooms (IPHAB), including IOC-SCOR GEOHAB, has been implemented within the limits of the reduced budget. The two IPHAB Task Teams on Biotoxins and Algal Taxonomy, and the four regional HAB groups are fulfilling their terms of reference. Plans are made for a joint IOC-ICES-PICES conference on HABs and Climate Change in 2013, and another key initiative is the preparation for an international workshop to identify research need and solutions in relation to HABs and their potential impacts on desalination of seawater. GEOHAB is in a dynamic period leading up to a synthesis conference in 2013. In 2012 two major open science meetings will be held on HABs in stratified environments and fjords and coastal embayments respectively. Capacity building activities are essential to the IPHAB Work Plan and are implemented as foreseen as they are solely based on extrabudgetary funds, in-kind contributions through the IOC Science and Communication Centre on Harmful Algae (IOC SCC) and cost recovery.
