DECISIONS/ACTIONS REQUIRED FROM THE COMMITTEE The Committee is requested to: Decide on actions to take for work plan items that were not completed during the inter-sessional period. ----- APPENDIX: DRAFT TEXT FOR INCLUSION IN THE SUMMARY REPORT OF IODE-XXII This Agenda item was introduced by the Technical Secretary, referring to Document IOC/IODE-XXII/6 (Implementation Status of the IODE-XIX Work Plan) and Document IOC/IODE-Off-2012/3 (2012 Officers Meeting: Summary Report). He recalled that the IODE-XXI Action Sheet was reviewed during the IODE Officers Meeting that took place at the IOC Project Office for IODE between 30 January 3 February 2012. The Officers had made a comprehensive review of the status of the implementation of the action plan at that time and had recommended remedial actions for incomplete action items. Mr Pissierssens reported that nearly all action items of the work plan had been implemented and that, in response to emerging issues a number of new action items had been implemented as well. The Committee decided to discuss action items that had not been completed under the relevant agenda items The Committee congratulated the Officers and the IODE Secretariat for the hard work in ensuring a high level of implementation of the IODE-XXI work plan. ANNEX I: REVIEW OF THE IODE-XXI ACTION SHEET PROGRESS REPORT ON THE IODE-XXI WORK PLAN This report includes all action items adopted by IODE-XXI, their STATUS at the time of the 2012 Session of the IODE Officers (30 January- 3 February 2012) (yellow) , the decisions of the Officers (blue) and any follow-up action between February 2012 and October 2012 (green). Red color indicates that no action has been reported. References to agenda items marked red or green refer to IODE-XXII agenda items. Resolutions adopted by IODE-XXI Recommendation IODE-XXI.1: THE UNESCO/IOC PROJECT OFFICE FOR IODE IN OOSTENDE, BELGIUM STATUS: The Secretariat had received information that the renewal of support by the Government of Flanders for the IODE project Office has been approved. Arrangements for the renewal of the MoU will be taken shortly (probably February 2012) Recommendation IODE-XXI.2: ESTABLISHMENT OF THE IODE STEERING GROUP FOR OBIS (SG-OBIS) STATUS: The IODE Steering Group for OBIS has been established. It met for its first Session in Oostende, Belgium between 8-9 December 2011. The Group elected Mr Mark Fornwall as its Chair. The report will be made available shortly. >> The Officers instructed the Secretariat to add a reference to the election of Mr Fornwall as Chair to the IODE web site. >>> Status: Dr Fornwall has been identified as leader in the IODE SG-OBIS. The SG-OBIS also recommended electing an SG-OBIS co-chair. Bruno Danis was nominated and elected in June 2012. His role is updated in Ocean Expert. Recommendation IODE-XXI.3: ESTABLISHMENT OF THE IODE GROUP OF EXPERTS ON OBIS (GE-OBIS) STATUS: IOC Circular Letter 2398 was issued on 10 August 2011. Fifteen Member States submitted nominations. Four long-term members were selected from Barbados, USA, Ukraine and Kenya. Recommendation IODE-XXI.4: THE IODE OBJECTIVES STATUS: the objectives of IODE in the web page IODE is have been updated. Recommendation IODE-XXI.5: ESTABLISHMENT OF THE IOC PROJECT OFFICE FOR IODE/OBIS AT RUTGERS UNIVERSITY, N.J., USA STATUS: The P-4 ALD position for an OBIS Programme Specialist was advertised on 20 September 2011 on the IODE web site as well as in various other web sites (see  HYPERLINK "http://www.iode.org/index.php?option=com_content&view=article&id=285&Itemid=100016" http://www.iode.org/index.php?option=com_content&view=article&id=285&Itemid=100016 . The original deadline was 15 December 2011. This was later changed to 15 January 2012. As a result of the decision by the USA to stop payment of its assessed contribution to UNESCO after the UNESCO GC of October 2011 it was concluded that establishing the Office was not opportune at this time. This was confirmed in January 2012 when the impact of the USA on the UNESCO and IOC budget became clear: a reduction of 80% on the operational budget. This (the postponement of the establishment of the Office) was communicated to Rutgers and to the Chair of the SG-OBIS on 15 December 2011. In order to avoid immediate expulsion by the USA of Dr Edward Vanden Berghe IOC provided 2 months of salary to Rutgers University covering January and February 2012. The Chair of the SG-OBIS subsequently consulted with the SG-OBIS membership in order to formulate recommendations towards the continuation of OBIS. The Steering Group stated we suggest for IOC/IODE to consider separating the roles of Project Office program administration from the maintenance of the technical infrastructure. This separation may provide a wider range of alternatives for maintaining OBIS. Furthermore, we request that we be included in a more active and transparent advisory role in the strategic decision-making process and selection of leadership positions.. It was therefore agreed to split the work of the OBIS manager into 2 positions: one, to be located in Oostende (P-3) dealing with programme coordination, management and strategy, and a second at Rutgers University dealing with technical matters (quality control etc). The Secretariat reported that negotiations are on-going with Rutgers to find a solution. At the time of the meeting of the Officers the P-3 position was about to be recruited. It was expected that the position would be occupied by April/May 2012. >>> The P-3 Position has been recruited on 1 May 2012 with the hiring of Mr Ward Appeltans. Regrettably it was not possible to continue working with Dr Edward Vanden Berghe at Rutgers University. He has left the University on 1 September 2012 and is no longer involved in the work of OBIS. As no OBIS related expertise remained at Rutgers University the establishment of a Project Office there has remained an open case. All OBIS secretariat duties are now taken care of at the IOC Project Office for IODE, Oostende. Recommendation IODE-XXI.6: ESTABLISHMENT OF THE IODE STEERING GROUP FOR THE OCEANDOCS PROJECT STATUS: the Steering Group was established and its first meeting was held 24-27 January 2012 at the IOC Project Office for IODE, Oostende. Recommendation IODE-XXI.7: PROGRAMME AND BUDGET FOR 2011-2013 The Officers decided that decisions on the revision of the Programme and Budget for 2012-2013 would be made under the relevant agenda items (agenda items 4-12). ACTION ITEMS EXTRACTED FROM THE IODE-XXI SUMMARY REPORT 3.3 FINANCIAL AND IN-KIND CONTRIBUTION REPORT 37 The Committee thanked China for this kind offer and instructed the Secretariat to discuss the administrative arrangements with China. STATUS: DONE China has offered the secondment of Ms Du Qiongwei for a period of 8 months in 2012. Arrangements are being made for the secondment which is planned to start early February 2012. >>> The secondment of Ms Du Qiongwei was limited to 5 months. A second secondment was requested by the Secretariat with a request for full funding. No reply was received. 4.1 REPORTS OF NODCs, DNAs AND MARINE INFORMATION CENTRES 51 The Committee instructed the Secretariat to make the following modifications in the survey mechanism for the next Session: (i) ensure that a PDF version of the survey is available online; (ii) ensure that a PDF version is generated after filling the online survey; (iii) provide a quantitative and trend analysis (including maps and charts) of the results as compared to previous inter-sessional periods; (iv) indicate whether distributed data centres respond faster or slower than centralized data centres; and (v) examine responses looking for patterns based on type of data centre (centralized or distributed), by region, or ease of connection to the Internet. It was noted that in the case of distributed centres it may be difficult to provide accurate aggregated information. STATUS: ONGOING to be prepared by IODE-XXII 5.2 PROPOSED REVISION OF THE IODE STRUCTURE TO ACCOMMODATE OBIS 88 The Committee instructed the Secretariat to prepare the additional required documentation as described in INF-1193 and to submit these, together with the relevant Recommendations to the 26th Session of the IOC Assembly. STATUS: DONE IODE Group of Experts on Biological and Chemical Data Management and Exchange (GE-BICH) The Committee decided that a new Circular Letter should be issued. Member States that already nominated a candidate by 10 March 2011 will not need to re-submit and their nominations will be taken into account. The deadline for the nominations will be end of May 2011. STATUS: DONE The Committee urged GE-BICH to explore further collaboration with other projects, such as the SeaDataNet 2, which will have a strong biological component. 6.1.2 IODE Group of Experts on Marine Information Management (GE-MIM) 107 The Committee decided to include more MIM elements in the next version of the IOC Strategic Plan for Oceanographic Data and Information Management. STATUS: NOT DONE This will be covered by the meeting of the IWG on the Strategic Plan (1-2 March 2012) >>> Done 112 The Committee encouraged GE-MIM to enhance its collaboration with ODINs in order to strengthen activities at the regional level. STATUS: DONE Published as  HYPERLINK "http://www.iode.org/index.php?option=com_oe&task=viewDocumentRecord&docID=7196" IOC/INF-1288 (28 April 2011) 6.2.2.2 Cooperation with SeaDataNet 162 The Committee welcomed the intentions of SeaDataNet-2 to include IODE as a direct partner in SeaDataNet-2, and urged SeaDataNet to collaborate with the IODE Project Office to ensure pertinent training material and other documentation should become part of the OceanTeacher resources. STATUS: NOT DONE- Ms. Sissy Iona reported that within SDN2 there are several actions that interconnect with the work of IODE like submission of standards, training material, portal etc. There will be number of joint efforts. Mr Mikhailov reported that the task for ODP and SDN-2 interaction (technical specifications, software data exchange) was to be carried out under RIHMI-WDC and IFREMER contract of SDN-2 activity. Detail consideration is planned on ODP Workshop (Feb, 2012) and next SDN TTG meeting (March, 2012). >>> see Agenda Item 7 6.2.3 Data Publishing (SCOR/IODE) 167 The Committee suggested that information on the planned meeting be widely distributed to encourage wider participation by IODE centres in this work. The Global Climate Observing System (GCOS) recognizes the Global Temperature and Salinity Profile Programme (GTSPP) as one of the international operational activities that provide essential, sub-surface climate variables of temperature and salinity profile data. GTSPP provides timely and complete data with documented quality flags and implements internationally agreed quality control and overall management of ocean data fully in accordance with the GCOS action plan. >>> see agenda item 5.2.6 6.2.6 GOSUD 193 The Committee recommended that national representatives support the project by distributing this report in their country and to identify potential contributors either by providing data to the project or by providing scientific or data management expertise that could enhance the quality of the GOSUD dataset and /or enlarge the network. First priority should be given to data derived from research vessels or merchant ships that operate on regular lines. STATUS: NOT DONE - No active action has been done since IODE XXI to identify potential contributors. However, based on individual proposals the GOSUD network is still on the way of a smooth extension. Ie Japan, through VOS Nippon private foundation- provides on a regular basis data to GOSUD. Methods to elaborate delayed mode datasets are on the way to be implemented at the GDAC level. >>> The Officers requested the Co-Chairs to contact Mr Loic Petit de la Villon on this matter. >>>> Not done 6.2.7 Marine XML 201 The Committee urged national experts to register in the SeaVox mailing list through contacting Dr Lowry. STATUS: DONE - In the weeks following the meeting there was a clear positive response to the request and Dr Lowry was contacted by several interested parties from the IODE community who have now been added to the SeaVoX list bringing the total membership up to 107. Of course, any further interested parties are still welcome to get in touch. >> no further action required 202 The Committee instructed the chair of ETDMP, working closely with GE-BICH and as appropriate with the above noted groups, to determine the most appropriate mechanism for taking over the work of the SG-XML. This would include preparing Terms of Reference for the Pilot Project, changing the status of the project to a permanent status, and determining which of the ETDMP Task Team for ODS or the ETDMP Task Team for Metadata was the most appropriate group to carry the work forward. It was recalled that the ETDMP is a joint JCOMM/IODE body so decisions should be approved both by JCOMM and IODE. The Committee was informed that the next JCOMM Management Committee is scheduled for September 2011. The conclusions and recommendations by the ETDMP could be considered by the Management Committee at that time. Consequently, the work described should be completed before September 2011. See agenda item 5.1.3 6.2.9 OceanDocs and Aquatic Commons 221 The delegate from France informed the Committee that France had performed an inventory of publications prepared after French scientific research cruises. The inventory is available in electronic form, and France is willing to share it with OceanDocs. The Committee accepted the kind offer. STATUS: NOT DONE - Marc Goovaerts has not received these scientific research cruise inventory as of this date. >>> The Officers requested the GE-MIM Chair to contact Mr Loic Petit de la Villon on this matter. Status: NOT DONE Ms Pikula has contacted Mr. Loic Petit de la Villeon on this matter several times. She corresponded with Marc Goovaerts to see if he had received this cruise inventory. Mr. L.Petit de la Villeon has not acted 6.2.10 OceanExpert 228 The Committee proposed that the over 4000 institutions referred to in the OceanExpert database should be linked to the SeaDataNet EDMO codes. STATUS: ONGOING - Adi Kakodkar is investigating this and hopes to have an answer by the end of March 2012. STATUS: ONGOING - A SeaDataNet II training course will be hosted and organised at the IODE PO between 2-6 July 2012. The OceanTeacher platform will be used to host the courses outline and training materials. The input/upload of previous SeaDataNet courses into OceanTeacher will be discussed at the same time as preparations are done for the July course. >>> The Officers requested the Co-Chair (Ms Iona) to call on SeaDataNet to loading of SDN training materials in OceanTeacher. >>> NO NEWS see agenda item 6.1 245 The Committee also remarked that training materials from other projects (e.g. Black Sea Scene, Cruise Summary Reports, and other ODIN regional training documents), when available, should also be provided to OceanTeacher. STATUS: NOT DONE - The Steering Group for OceanTeacher decided that OT will provide the necessary information on how to upload Cruise Summary Reports (CSR) to interested authors. Furthermore, OT informed COMET that OT can make COMETs training materials available on its website. >>> NO DECISION >>> NO NEWS 247 The Committee recognized that internet connectivity and bandwidth problems persist in some countries, which hinders access to OceanTeacher content. The Committee instructed the Steering Group for OceanTeacher to investigate possibilities for making the digital library and/or the classroom available in offline version. STATUS: ONGOING >>> see agenda item 6.1 The Committee, taking into account the needs of start-up data and information centres, instructed the Steering Group for OceanTeacher to consider developing case-study materials as well as step-by-step training materials (e.g. for the setting up of databases). We can then work from that. >>> see agenda item 6.1 7.2.1 ODINAFRICA 254 The Committee commended ODINAFRICA on their accomplishments and encouraged the member states to explore the possibility of providing the expertise [for development of scenarios, forecasts and predictions, as well as outreach and communication tools] required. STATUS: NOT DONE - No offers of the required expertise has been received. We welcome proposals of institutions/experts who can be approached on this. >>> The Officers requested the ODINAFRICA coordinator to contact Member States to repeat the request. >>>> NO NEWS 255 The Committee was informed that ODINAFRICA will be holding a Symposium on the Contribution of Ocean Data and Information Management to Sustainable Development, 4-6 October 2011, Saly, Senegal. The Committee urged ODINAFRICA participating countries as well as other IOC Member States to participate actively in the event. STATUS: DONE - The ODINAFRICA Scientific Symposium was held in Saly-Mbour, Senegal from 30 November - 01 December 2011 and attended by more than 90 participants from 24 countries. The theme of the symposium was the "Contribution of Ocean Data and Information to Sustainable Development in Africa". There were 30 oral presentations and 53 posters presentations under the following topics: (i) Coastal and Ocean Circulation, (ii) Ecosystem Health and Coastal Hazards, (iii) Management of Coastal Resources, (iv) Coastal Erosion, (v) Climate Change, and (vi) Marine Data and Information Sources. Following the success of the symposium a second symposium is planned for 7-9 May 2013 in Maputo, Mozambique. >>> completed 7.2.2 ODINCARSA 265 The Committee commended ODINCARSA for developing a work plan that included performance indicators and requested that all the ODINs prepare similar work plans for future sessions of the Committee. Reports submitted should also indicate how the indicators have changed during the reporting period. The Committee noted that the ODINCARSA Marine Information Management has done a good job in populating OceanDocs. STATUS: ONGOING - action required by IODE-XXII >>> NO NEWS see agenda item 6.2.2 7.2.3 ODINCINDIO The Delegates of India and Thailand confirmed their willingness to support any activities to revive ODINCINDIO, including the organization of a meeting of representatives from the region during the 26th session of the IOC Assembly. The Committee instructed the Secretariat to make the arrangements for this meeting. The Committee designated India as the Interim Coordinator for ODINCINDIO. STATUS: NO ACTION - Dr Pattabhi Rama Rao (by email) informed the Officers that No action has been taken since IODE-XXI. The action was linked to the action listed in Para 269. No information has been received from the secretariatabout the meeting of representatives from the region during 26th session of IOC Assembly (it had not been possible to organize a side meeting during IOC-XXVI). It was proposed to take a survey of training requirements from ODICINDIO member states before theIOGOOS Annual Meeting scheduled in Nov 2012 and to discuss the action plan during the meeting. Further, INCOIS as part of its proposed International Training Centre for Operational Oceanography would like toextend the coursesof IODEto a limited number of participants from the ODICINDIO through the Telepresence Facility at INCOIS. INCOIS have already initiated activities to test the connectivity between INCOIS and IODE Oostende as part of the Global Class Room concept for the Marine GIS Course to be organised at IODE Project office during March 19-23, 2012. 271 The Committee noted that the INCOIS proposal for a regional training centre for operational oceanography could provide the impetus required for re-activation of ODINCINDIO. >>> The Officers regretted that it had not been possible to revive ODINCINDIO after the IOC Assembly but also welcomed the planned establishment of ITCOocean which could be a stimulus to restart ODINCINDIO. >>> NO NEWS : see agenda items 6.2, 6.3, 6.4 7.2.5 ODINWESTPAC 283 The Committee approved a work plan to accelerate the development of ODINWESTPAC with the following elements: (i) re-confirmation of the national focal points for data and information management. The Committee requested the IODE Project Office and the secretariat for the IOCs Sub Commission for WESTPAC to assist in getting the member states from the region to identify/confirm the national focal points for data and information management to reconstitute the coordination working group for the ODINWESTPAC; (ii) Survey on training requirements for the region, and availability of trainers from the region and the topics that they are able to cover; (iii) organization of ODINWESTPAC Coordination working group meeting, to be hosted by China in August 2011; (iv) organization of training course(s) based on regional requirements, as identified during the survey, and approved by the ODINWESTPAC regional coordination meeting; (v) training on Ocean Data portal, and support for the development of ODP nodes in the region; (vi) organization of the second regional coordination working group meeting in 2012. STATUS: NO ACTION - No information had been received from the ODINWESTPAC coordinators (Mr Wenxi Zhu, Prof. Lin Shaohua) >>>> The Officers, while noting with regret the lack of progress with ODINWESTPAC, noted that the secondment of Ms Du Qiongwei to the IOC Project Office for IODE starting in February 2012, would provide an opportunity to re-activate ODINWESTPAC. In this regard the Officers requested the Secretariat to send regular progress reports. The Officers also requested that the secondment should focus on activating participation of China (and the WESTPAC member states) in OceanDocs). >>>> It was not possible to activate ODINWESTPAC during the internship of Ms Qiongwei. See agenda item 6.2.4 7.2.6 ODINBlackSea 290 The Committee stressed the need to ensure that the ODINBlack Sea products can be accessed through the ODINBlackSea website. STATUS: DONE 7.3.1 ITCOocean 319 The Committee strongly welcomed the initiative of India and called on the Assembly to accept the offer, stressing that the proposed Centre complies with the IOC Capacity Development Strategy which focuses on self-driven initiatives, and that the Centre will contribute substantially to the regions capacity in operational oceanography and related data and information management. The Committee further welcomed the proposed close collaboration between the Centre and IODEs OceanTeacher. STATUS: the proposal was adopted by the Assembly. The MoU/LOA between IOC and INCOIS is being prepared. >>> The MoU has not yet been signed by both Parties. UNESCOs legal affairs department expressed concerns. This matter is being further discussed. 7.3.2 Emerging needs in Capacity Building 324 The Committee decided that: both the top-down and the bottom-up approach should be continued; that surveys to ascertain training needs be conducted prior to the IODE committee meetings and these surveys be incorporated in the national surveys prepared prior to IODE Committee Sessions, and that the results be presented at the IODE Committee Sessions; that the surveys should be organized in October/November to allow time for any required national consultation on the requested information; STATUS: to be prepared for IODE-XXII >>> DONE see 6.1 and 6.4 The Committee further instructed the Secretariat to undertake a survey of potential clients of the training courses to find out their numbers (and demography) and what percentage has benefited from the training. STATUS: NOT DONE - The new Alumni system available at the IODE website (http://iode.org/index.php?option=com_oe&task=countryReports&Itemid=100005) gives reports of courses attendance by country/year/course-training event. Data on demography (age and sex) is available but reporting on that is not automatically available. A survey of potential OTA clients has not been done yet. This survey will need the collaboration of all MS through both NODCs and Libraries. Other potential OTA clients will need to be surveyed (POGO, GOOS, COMET, EUMETSAT, etc). >>>> NOT DONE. 326 The Committee further identified the need for preparing a long term (5 years) training plan and tasked the IODE Steering Group for OceanTeacher to carry out this work. STATUS: The 2nd Session of the SG-OceanTeacher was held in Miami, 11-15 April 2011. In this capacity he was able to provide a report on IODE to leading experts in ocean science. The Committee requested the IODE Co-Chairs to contact Dr Albert Fischer at the IOC Secretariat to inquire if another data management expert from IODE would be considered for an invitation to the next OOPC meeting. STATUS: DONE - The secretariat contacted Dr Fischer in May 2011. He responded: OOPC doesn't have a formal ex-officio IODE slot in its Terms of Reference, but would be happy to rely on your advice for the best representative that can sit between the worlds of data management and use of data in the climate community. 339 Following the example of IPY and SCAR, the Committee recommended that papers should be presented at scientific conferences describing where data are archived and how they are available through the IODE system. The terms of reference of the Group were defined as Description of the new IODE data and information system and its linkages with other systems (one part will focus on WDS). It was noted that the Group would also deal with the revision of the IOC Strategic Plan for Oceanographic Data and Information management. The membership was discussed under Agenda Item 11. STATUS: ONGOING - The ad hoc Task Team for the RNODC/DB (ISDM Canada) and SOC/DB (Meteo France) integration had recommended that the two Centres become Global Data Assembly Centers (GDACs) for all drifting buoys in a similar role that the Argo and OceanSITES GDACs server for their programs. During the MCDS Workshop, the ad-hoc group discussed how existing entities could be organized within the new MCDS. From the IODE perspective it was pointed out that IODE intension is to re-address the issue of the former RNODCs. The ad hoc Task Team would like the Officers to consider a new name/function (such as IODE Global Data and information Assembly Center-GDAC). Also Meteo-France proposed to become a Real Time DAC or GDAC for surface marine observations (drifters included) This was agreed at JCOMM 4. Rec. 7.2/1 (JCOMM-4): (2) Implementation of a modernized scheme for the management of surface drifter data within the MCDS, replacing the former RNODC/DB and the SOC/DB 8.4 IODE DATA AND INFORMATION CENTRES QUALITY MANAGEMENT AND CERTIFICATION 370 The Committee established an inter-sessional working group that will identify a set of quality management criteria for IODE NODCs taking into account those defined for the WDS. The initial membership of the Group will include Argentina, Australia, Belgium (both NODCs), Canada, Chile, China, France, Germany, Greece, India, Japan, Korea, Mexico, The Netherlands, Russian Federation, Tanzania, Turkey, Ukraine (both NODCs), United Kingdom, United States. This group will communicate by email. The Committee designated Mr Greg Reed (Australia) to lead the work of the Group. STATUS: ONGOING The Secretariat participated in POGO-13 in Honolulu, Hawaii, 9-11 January 2012. IOC was well received and cooperation was invited on CofE Bermuda and OceanTeacher Academy in general. POGO also expressed interest in cooperating in the planned OTA Global Classroom. A formalization of the cooperation is planned. >>> NO formal agreement established yet 9.6 COOPERATION WITH EUMETSAT 393 The Committee welcomed the cooperation with EUMETSAT through joint training courses and recommended the creation of a discussion forum and possibly to organize a meeting involving EUMETSAT, ODIN coordinators/technical experts and ODP technical experts to further discuss the possible cooperation between EUMETSAT and IODE. STATUS: NOT DONE - A EUMETSAT training course was organised and hosted at the IODE PO in 5-9 December 2011. This was a specially IT demanding training course, but also a very successful one. The possibility of organising another training course is under discussion (eventually end of 2012), and the extension to other initiatives such as GOOS has been proposed. The creation of a discussion forum and the organization of a meeting involving EUMETSAT, ODIN coordinators/technical experts and ODP technical experts should be prepared before the IODE-XXII. >>> The Officers decided that setting up of a discussion forum was not necessary and closed this item. 9.10 IOC OCEANOGRAPHIC DATA EXCHANGE POLICY: IMPLEMENTATION BY MEMBER STATES AND COOPERATING PROGRAMMES 400 The Committee expressed concern about the 16% of respondents who answered dont know and the 23% who answered no and noted that answers like dont know possibly resulted from partial application of the Policy whereas the no could possibly refer to non-IOC programmes. The Committee instructed the Secretariat to contact Member States who answered dont know and no in order to qualify their answer. The Committee also instructed the Secretariat to improve the survey further by including comment boxes in the cases of no and dont know answers. See agenda item 8.4 10.1 IODE WEB SITES, BROCHURES, POSTERS AND PUBLICATIONS 407 The Committee was informed that a QC manual had been received from MyOcean which had been offered for publication by IODE in the IOC Manuals and Guides series. The Committee requested the Secretariat to publish this document as soon as possible. STATUS: NOT DONE we were informed on 20 April that the manual had to be reviewed by Gary BRASSINGTON, chair, Expert Team on Operational Ocean Forecast Systems (ETOOFS), before we print it as an IOC manual. No information was received since then. Within the framework of GMES FP7 European Project "MyOcean", a document has been prepared on the real-time quality control checks of Temperature and Salinity in operational oceanography. The document is describing existing methods and procedures that are already applied in major National and International Projects, Data Centres and Institutes and its purpose is to uniform the existing QC among the operational community.( The idea is to publish it as an IOC manual and guide. Then we will include it in the JCOMM catalogue of practices and standards ( HYPERLINK "http://bestpractice.iode.org/" http://bestpractice.iode.org/) contributing thus to WIGOS.( So, last May a email message was sent to Gary Brassington, the Chair of ETOOFS, asking for approval but with no reply. In this regard it was recalled that the IODE Co-Chair had sent two reminders to Dr Brassington. Status update: As several messages (May 2011, Jan 2012, May 2012) have been sent to Gary Brassington, JCOMM/ETOOFS Chair asking for reviwing and for formal approval before publishing the MyOcean document as an IOC M&G, and no rsponse was received, the next action before publishing it, will be a message by S. iona to Sylvie Pouliquen, the Leader of the MyOcean In Situ Thematic Assembly Center who provided the document, to inform her about the delay and the status of the publishing. 417 The Committee decided that the Proceedings of the IODE 50th anniversary international conference should be published including the full papers as well as extended abstracts for posters. IOC STRATEGIC PLAN FOR OCEANOGRAPHIC DATA AND INFORMATION EXCHANGE (2012-2015) The Committee established an inter-sessional working group, which will have the objective of updating the Strategic Plan.
