ACTION PROPOSED The Expert Team is invited to review and comment as appropriate ______________________ REVIEW OF GUIDANCE DOCUMENTS A number of meetings of the Document Review Working Group (DRWG) have been held at IMO Headquarters the week following COMSAR. The most recent, the 11th meeting was also convened at IMO Headquarters in London, from 29-31 January 2013, i.e. in the week following COMSAR 17. Document Review Status Report The on-going holistic review of WWNWS documentation was completed at the DRWG 10 meeting. All documents have been adopted by IMO and the current intention is to ensure there is 100% consistency between them and not to propose any significant changes. The extensive week-long review sessions following COMSAR during the last several years have achieved the quality documents which are available today. The intention is to finalize this current round of editorial reviews at WWNWS 5 in 2013, and, after seeking IHO and WMO endorsement, submit to IMO appropriate sub-committee in 2014. IMO resolutions A.705 (17), as amended and A.706 (17) as amended It was proposed that the term In-force bulletin be deleted from A.706(17) and be replaced by In-force Warning, and the In-force Warning (list) would include all warnings currently in force, vice the last six weeks per current guidance; warnings are removed from the In-force bulletin list, and no longer broadcast, as they are published in the Notice to Mariners or through some other medium. At DocRev 10, NAVAREA I introduced a revised graphic to A.705(17), Section 1.2 for the maritime safety information service of the GMDSS. The new graphic properly separates SAR from maritime safety information and more accurately depicts the flow of MSI via NAVTEX and SafetyNET. The new graphic was approved. Status: revised editions endorsed by COMSAR 17 and passed to MSC 92 for approval and submission to Assembly 28 for adoption. Joint IMO/IHO/WMO Manual on MSI NAVAREA I created a document on The inconsistent procedures NAVAREA Co-ordinators follow with respect to In-force bulletins. The paper reviewed relevant guidance from A.706(17) and the Joint Manual on MSI and provided documentation, by NAVAREA, depicting inconsistencies and listed those NAVAREAs that did not provide In-force bulletins: NAVAREA V, VI, IX, and X. It proposed providing further explanatory notes in the Joint Manual regarding In-force bulletins and much closer adherence to the guidance documents concerning In-force bulletins. Lastly, NAVAREA I recommended that In-force bulletins list ALL messages still in force, not just those issued in the last six weeks. It was agreed there remained a need for In-force bulletins and it was agreed that In-force bulletins shall: Be part of the numbered NAVAREA Warning series, and be issued via SafetyNET as an individual numbered message which remains in force for one week; Include the DTG of when it was prepared; List ALL warnings still in force, not just those issued within the past 6 weeks; Include details of where mariners can obtain copies of those messages which remain in force, but are no longer being broadcast, as they are more than 6 weeks old; and Have commas separating the list of in-force warnings It was recommended the SafetyNET manual Annex 4, Part A be reviewed and updated in accordance with the proposed changes. NAVAREA X introduced a paper on proposed navigational warning text regarding AIS Aids to Navigation for inclusion in the Joint Manual on MSI. The discussion involved real, synthetic and virtual AIS AtoN. It was recommended placing the examples in Section 1 with clear definitions for each type of AIS AtoN to avoid confusion. The examples will model IALA standard language to make it as clear and versatile as possible. The DRWG 11 finalized examples for AIS Aids to Navigation. The separation of MET data and NAV data within the document was discussed, at present each have a distinct section. Despite the recommendation of combining both types of data to re-enforce the joint manual status, it was decided to keep MET and NAV data separate. Status: editorial review completed at DRWG 11, version 6 posted on the website in preparation for WWNWS 5. IMO International SafetyNET Manual Review completed in 2009, approved by COMSAR 14 in 2010, adopted by MSC 87 in 2010 and issued as MSC.1/Circ.1364. Entered into force 1January 2012. IMO NAVTEX Manual Review completed in 2010, approved by COMSAR 15 in March 2011, adopted by MSC 89 in May 2011 and issued as MSC.1/Circ.1403. (Only in English at time of preparing this report, French and Spanish to come). Came into force on 1 January 2013. IMO resolutions MSC.306 (87) and A.664 (16) Performance Standards for Enhanced Group all Equipment Review completed in 2009, approved by COMSAR 14 in 2010, adopted by MSC 87 in 2010 as Resolution MSC.306(87). Note: MSC.306(87) applies to equipment fitted after 1July 2012, A.664(16) applies to equipment fitted before 1 July 2012. IMO resolution MSC.305 (87) Guideline on operational procedures for the broadcast of maritime safety information concerning acts of piracy and piracy counter-measure operations Approved by COMSAR 14 in 2010, adopted by MSC87 in 2010 as resolution MSC.305(87). It has been recommended that NAVAREA VIII and IX should be added to the direct distribution list concerning acts of piracy to facilitate more efficient processing of information and dissemination to mariners. COMSAR Circ.36: Broadcast of warnings for tsunamis and other natural disasters With the release of the revised NAVTEX Manual, which came into force 1 January 2013, this circular has been cancelled in accordance with the submission made at COMSAR 16. IMO resolution on Met-Ocean services A draft resolution was prepared by COMSAR 15 in March 2011, endorsed by MSC89 in May 2011 and adopted by Assembly 27 in November 2011. Inmarsat SafetyNET Users Handbook This is an Inmarsat publication which is currently under revision. Inmarsat expect the 5th Edition to be available by the end 2012.
