WORLD METEOROLOGICAL ORGANIZATION _______________________________________ INTERGOVERNMENTAL OCEANOGRAPHIC COMMISSION (OF UNESCO) _______________________________________ Expert team on maritime safety services FOURTH SESSION TOKYO, JAPAN, 27 FEBRUARY TO 2 MARCH 2013ETMSS-4/Doc. 5.2 Submitted by: Secretariat Date: 20 Feb 2013 Original Language: ENGLISH Agenda Item: 5.2 Status: DRAFT 1 TITLE \* Upper \* MERGEFORMAT Guidelines for marine volcanic ash advisories Summary and Purpose of Document To present and excerpt of the actual situation on volcanic ashfall advisories in use a the NWS ACTION PROPOSED The Expert Team is invited to comment and suggest on appropriate guidelines for inclusion in WMO 558 Volcano / Volcanic Ash Headlines. Reference: NWSI 10-311 OCTOBER 31, 2012 When a volcano near an offshore zone has a confirmed eruption, or is in a heightened active state, it should be briefly mentioned in the synopsis. The volcano should be identified by name and location (example: the lat/lon position, and/or mountain range, and/or a distance from a major population center). If the volcano is in a heightened level of unrest, the specific threat level may be included. If the volcano erupted, state the most recent eruption time and if ash or debris has been reported or is suspected on the ocean surface in the offshore area. Volcanic Ashfall Advisories: Forecasters should include an Ashfall Advisory headline without the word WARNING if a confirmed volcanic eruption or a volcano in a state of heightened unrest could significantly impact marine operations. If issued, include in the paragraph the name of the volcano, its location (either the lat/long position, and/or mountain range, and/or a distance from a major population center). If there was an eruption, state XXX Volcano erupted and the most recent eruption time as there can be several eruptions per day. If volcanic ash or debris has been reported on the surface of the ocean, include this in the advisory text, as well as the appropriate office name and phone number for further reports. Below, are two templates: Examples: ASHFALL ADVISORY MOUNT RAINIER VOLCANO (AT POSITION 46.8N 121.7W)( IN THE CASCADE MOUNTAIN RANGE OF WASHINGTON)( 60 NM SE OF TACOMA) IS CURRENTLY IN A STATE OF UNREST AND COULD ERUPT WITH LITTLE NOTICE. MARINERS TRAVELING IN THE VICINITY OF MOUNT RAINIER ARE URGED TO EXERCISE CAUTION. IF MARINERS ENCOUNTER VOLCANIC ASH OR FLOATING VOLCANIC DEBRISYOU ARE ENCOURAGED TO REPORT THE OBSERVATION WITH THE OCEAN PREDICTION CENTER BY CALLING 301-683-1520. OR ASHFALL ADVISORY THE ALASKA VOLCANO OBSERVATORY CONFIRMED OKMOK VOLCANO [AT POSITION 53.4N 168.2W] [IN THE CENTRAL ALEUTIAN ISLANDS] [70 NM SW OF DUTCH HARBOR] HAS ERUPTED AT 1437 UTC 9 FEBRUARY. VOLCANIC ASH MAY BE REACHING THE SURFACE NEAR/IN THE VICINITY OF UMNAK ISLAND. ASH HAS BEEN REPORTED ON THE SURFACE OF THE OCEAN 30 NM S OF UMNAK ISLAND. MARINERS SHOULD EXERCISE CAUTION. IF MARINERS ENCOUNTER VOLCANIC ASH OR FLOATING VOLCANIC DEBRISYOU ARE ENCOURAGED TO REPORT THE OBSERVATION TO THE KODIAK WEATHER SERVICE OFFICE AT 907-487-9730 OR HF RADIO CALL SIGN KWL38. Information on CONUS based volcanoes can be obtained from the Washington VAAC next to OPC or from the Cascades Volcano Observatory (VO). http://vulcan.wr.usgs.gov/ Information from volcanoes in Alaska can be viewed on the Anchorage VAAC webpage at vaac.arh.noaa.gov or the Alaska VO at HYPERLINK "http://www.avo.alaska.edu/" www.avo.alaska.edu/ Forecasters are highly encouraged to participate in the NWSChat room "volcanochat" during events, as personnel from all concerned NWS offices should be represented. Information exchanged in this venue is shared among all participating offices. When any headline is added or dropped, there should be coordination with the affected WFOs or with the Volcano Observatory to ensure consistency. In the Offshores, forecasters should use the following headlines, in the priority order given, if appropriate criteria are occurring or are expected to be met. 1. Hurricane Force Wind Warning 2. Storm Warning 3. Gale Warning 4. Heavy Freezing Spray Warning 5. Volcanic Ashfall Advisory In the High Seas forecast these paragraphs are hierarchical in order listing the most intense system first followed by other systems in descending order of intensity: 1. Hurricane(s), 2. Hurricane Force Wind, 3. Tropical Storm(s), 4. Storm(s), 5. Gale(s) 6. Freezing Spray 7. Volcano Concerning OPC and ashfall advisories When? When a Volcano Observatory and subsequent Volcanic Ash Advisory Center (VAAC) have labeled a volcano in a state of unrest, OPC may begin issuing advisories after coordinating with the affected WFO to ensure consistency. How will OPC know this? The Washington VAAC (NESDIS located next to the SDM section), Anchorage WFO or other affected WFO will inform the lead forecaster whenever a volcano is in the state of unrest or an eruption occurs if the volcano is located in or near OPCs AOR. OPC may receive first notification from the Alaska Volcano Observatory (AVO). Coordination with the affected WFO during an ongoing event will ensure a consistent message and issuance frequency. When to stop? If an eruption has ceased, keep issuing ashfall advisories for 24 hours to allow dispersal. Use the pass down log (PDL) or write a note to your relief at the end of a shift. This should be coordinated with the affected WFO. How do you know an event has ended? At the end of the event the VO will usually issue one last statement: This will be the final statement on this specific event. If activity resurges, a new statement may be issued accordingly. In addition, the alert level for the volcano will drop to a lower level. What do I do with any reported observations? Contact the appropriate Volcano Observatory as soon as you can, and share the first several reports with them: Alaska Volcano Observatory 907-786-7497 HYPERLINK "http://www.avo.alaska.edu/" http://www.avo.alaska.edu/ Cascades Volcano Observatory 360-993-8999 HYPERLINK "http://vulcan.wr.usgs.gov/home.html" http://vulcan.wr.usgs.gov/home.html Examples: The NESDIS meteorologist stops by OPC and states that Okmok volcano in Alaska erupted at 14:45Z, or WFO Anchorage calls and states they got a call from the Alaska VAAC that Okmok volcano erupted. Place in the next issuance of the high seas forecast: ASHFALL ADVISORY OKMOK VOLCANO 53.4N168.2W HAS ERUPTED AT 1445 UTC 9 FEB 2010. VOLCANIC ASH MAY BE REACHING THE SURFACE NEAR/IN THE VICINITY OF UMNAK ISLAND. MARINERS SHOULD EXERCISE CAUTION. IF MARINERS ENCOUNTER VOLCANIC ASH OR FLOATING VOLCANIC DEBRISYOU ARE ENCOURAGED TO REPORT THE OBSERVATION WITH THE OCEAN PREDICTION CENTER BY CALLING 301-683-1520. Later that night, a NOAA ship calls OPC and reports the ocean is covered with volcanic ash. The ship is at 53N 167.8W. Add this information in the next issuance of the forecast (do not state the ships name or call sign): ASHFALL ADVISORY OKMOK VOLCANO 53.4N168.2W HAS ERUPTED AT 1445 UTC 9 FEB 2010. VOLCANIC ASH MAY BE REACHING THE SURFACE NEAR/IN THE VICINITY OF UMNAK ISLAND. ASH HAS BEEN REPORTED COVERING THE SURFACE OF THE OCEAN 50 NM SE OF OKMOK. MARINERS SHOULD EXERCISE CAUTION. IF MARINERS ENCOUNTER VOLCANIC ASH OR FLOATING VOLCANIC DEBRIS YOU ARE ENCOURAGED TO REPORT THE OBSERVATION WITH THE OCEAN PREDICTION CENTER BY CALLING 301-683-1520. If no further reports are received in the next 24 hours, then delete the reported information. At 1530Z, on Feb 14, the Alaska VO issues a statement on Okmok, with the information that the last eruption was at 17:50Z on Feb 13 and adding This will be the last advisory On the Feb 14 18Z high seas text forecast add: ASHFALL ADVISORY OKMOK VOLCANO 53.4N168.2W LAST ERUPTED AT 1750 UTC 13 FEB 2010. THIS WILL BE THE FINAL STATEMENT ON THIS SPECIFIC EVENT. 2) WFO Seattle (SEW) notifies you at 2015Z on 12Planet Chat that they will be issuing a Marine Weather Message (MWW) for Mt. Rainier because they were told by the Cascades VO that Mt. Rainier is now in a state of unrest and may erupt. On the next high seas forecast, place in the warnings section: ASHFALL ADVISORY MOUNT RAINIER VOLCANO IN THE CASCADE MOUNTAIN RANGE OF WASHINGTON IS CURRENTLY IN A STATE OF UNREST AND COULD ERUPT WITH LITTLE NOTICE.
