It is also my pleasure and great honour to welcome all participants of this training workshop to the United Republic of Tanzania and particularly here in the beautiful Spice Island of Zanzibar. All of us in the United Republic of Tanzania are very proud to be your host; please feel at home. I thank the Sponsors and Organizers of this training workshop namely NOAA, WMO, IOC, IMS and TMA, who have been working tirelessly to make sure that this important fourth in region capacity building workshop for Indian Ocean is conducted. I also take this opportunity to thank the co-sponsor, Government of United Republic of Tanzania through the Institute of Marine Science, and Tanzania Meteorological Agency. Guest of Honour, Ladies and Gentlemen I wish to inform you that in this workshop, twelve countries in the region (Africa) are participating namely Angola, Congo, Egypt Ethiopia, Kenya, Morocco, Mozambique, South Africa, Srilanka, Sudan, Tanzania and Togo.. I would also like to welcome all the participants and resource persons to this workshop and express my sincere gratitude to you all for the initiative to understand the weather and climate of the Indian Ocean and its implications to sustainable socio - economic development globally, regionally and particularly for our countries. Impacts of weather and climate have no boundary as it affect everyone and everywhere. However, developing countries are more vulnerable due to limited resources and poor infrastructure to cope with. I am told that during the training you will brain storm on observations network and prediction of Ocean weather in the region and thereafter come out with suggestions and recommendations that will assist our countries to come up with coping strategies that enhances safety of marine activities. Guest of honour, Ladies and gentlemen, The Tanzania Meteorological Agency (TMA) is the only government institution, in the country which has been mandated to provide weather and climate information and forecasts on marine services to the public, government and private institutions for safety and security for social economic development. Some of the services provided by TMA are provision of daily weather forecasts of wide-range for different users including marine and aviation services. TMA issues advisories and warnings for severe weather and climatic extreme events such as tropical cyclones, sea waves, winds, storms among others to the public, fisheries communities, environment, agriculture and food security, water resources, disaster management, health and construction sectors. TMA is gearing up to provide marine services. Honorable Minister, Ladies and gentlemen, TMA is the WMO Regional Forecasting Support Centre (RFSC) for the Lake Victoria Basin in the Severe Weather Forecasting Demonstration Project for East Africa (SWFDP-EA). It provides daily weather forecast for the country and weather forecast guidance to other countries in the region with focus on severe weather such as heavy rains, strong winds and large waves to NMHSs in the countries surrounding Lake Victoria Burundi, Kenya, Rwanda, Uganda and Tanzania. The Agency uses its experience in (SWFDP-EA to forecast large waves, strong winds and heavy rains over the Indian Ocean). Honourable Minister, Ladies and Gentlemen Ocean has longer memory of weather and climate parameters relative to land and atmosphere. It is therefore, initiatives of enhancing ocean observations are welcome as they will assist in the understanding and predicting the weather and climate. Ocean Observation data can provide timely ocean observations are as well essential for the improvement of outputs of numerical weather models. Numerical Weather Prediction systems have become increasing relevant to severe weather forecasting. and weather information, which play significant role in marine activities. In marine operations for examples, accuracy of observations and forecasts are highly needed to assist route planning, improve safety, search and rescue operations and missions; and efficiently in marine services in general. Honourable Minister The United Republic of Tanzania recognizes the International efforts on data exchange and products as well WMO Information on Global Observing System (WIGOS). These two programmes increases availability of weather and climate data, improve predictability of weather information, hence minimize risks associated with severe weather and extreme climate events. However, there is a limited number of marine observations over southwestern Indian Ocean and major Lakes in the region like Lake Victoria, Tanganyika and Nyasa that jeopardize marine safety. Guest of honour, Ladies and Gentlemen, I humbly request participants to concentrate on their studies so that at the end of this training workshop they come out with more knowledge which will enhance their skills. For International institutions I wish to request them to double the existing efforts of resource mobilization from Government and donors to strengthen the existing collaboration for the benefits of all people on safety of life and their properties.
