IOC Workshop on the Establishment of SEAGOOS in the Wider Southeast Asian Region The workshop was held in conjunction with the Fifth IOC/WESTPAC International Scientific Symposium in Seoul, Republic of Korea during 27-31 August 2001. Individuals interested in establishing a global ocean observing system for Southeast Asia joined to discuss and plan this initiative. The workshop included 30 participants from Republic of Korea, China, Thailand, Vietnam, Australia, Japan, Indonesia, Malaysia, Singapore, Norway, United States and the Philippines. The workshop produced a Workshop Statement endorsing the establishment of SEAGOOS, set up an Ad Hoc Working Group for SEAGOOS with a Terms of Reference and developed plans The workshops results proposed three following themes to be considered as priority of SEAGOOS. Theme I. Climate and Tropical cyclones Theme II. Observation and modeling of coastal hydrodynamics. Coastal water quality monitoring and modeling (includes eutrophication, toxic chemicals, oil and organic pollution) Coastal sediment transport (includes land-based sources of sediments, coastal erosion and accretion) Theme III Ecosystems and Fisheries South China Sea Ocean Database for Living Marine Resources Application Assessing and Forecasting the Recovery of Stressed Coastal Ecosystems Effects of UV on Tropical Ecosystems as Bio-indicators of Ecosystem Health and for Rapid Assessment of Climate Change II. The 5th Session for IOC Sub-Commission for the Western Pacific During that session, the Sub-Commission decided to establish a SEAGOOS Coordinating Committee as a management and coordinating body for SEAGOOS, and adopted Recommendation SC-WESTPAC-V-3 to that effect, which was endorsed by the following 22nd Session of IOC Assembly. Recommendation SC-WESTPAC-V.3 SEAGOOS Coordinating Committee The IOC Sub-Commission for the Western Pacific, Recalling Resolution No. XVI.8 concerning the establishment of GOOS; Recognizing: (i) That the GOOS Strategy explicitly identifies the value of regional cooperation and coordination and that such an approach enhances opportunities for benefits to accrue to regional Member States; (ii) The importance of sustained, high-quality ocean observations in the wider Southeast Asian region in its efforts for sustainable development together with disaster mitigation and for the understanding and ultimately prediction of regional and global climate variability; (iii) The need for effective collaboration with international organizations and Member States in the establishment of a regional capacity in operational oceanography and marine meteorology; Acknowledging: The existing SEACAMP project, initiated by WMO and IOC and further developed under the auspices of ASEAN; The interest of J-COMM and WMO-TCP in establishing a pilot project in the region; Noting the substantial progress made in GOOS in adjacent regions and at a global level; Considering the results of the First Implementation Planning Meeting on the Establishment of SEAGOOS held in Seoul (Republic of Korea, 30-31 August 2001); Invites all WESTPAC Member States that have relevant observation programmes and requirements in the region, to participate in SEAGOOS; Decides to establish a Coordinating Committee as a management and coordination body for SEAGOOS with structure and Terms of Reference as given in the annex of this Recommendation; Terms of Reference for the SEAGOOS Coordinating Committee: 1. Composition: The Committee shall consist of representatives of all countries invited to participate. Each country shall endeavour to designate two members, preferably with one person coming from the operational meteorological/oceanographic community. The Committee shall elect a Chairperson and Vice-chairperson among the members. The Chairperson of the Coordinating Committee will act as SEAGOOS Coordinator. The Committee shall meet in regular annual sessions at the expense of the participating countries as far as possible. Other countries and appropriately affiliated organizations can attend the sessions as observers. 2. Terms of Reference: (i) Promote regional operational oceanography in the wider Southeast Asian Basin through the Global Ocean Observing System (GOOS) by establishing SEAGOOS. (ii) Draft a SEAGOOS Strategy document that incorporates the economic, social and environmental protection needs of the region with a clear approach to detailed planning and implementation of SEAGOOS. (iii) Publicise and disseminate SEAGOOS plans and information to regional governments and the general public. (iv) Recommend scientific and technical activities to support SEAGOOS implementation by coordinating new pilot projects and providing linkages to existing projects such as SEACAMP, the GEF/UNEP South China Sea Project, and other relevant projects. (v) Produce guiding documents for the near real time data collection and exchange in the Wider Southeast Asian Region. (vi) Advise and consider sources of funding for pilot project development with various funding agencies and in consultation with pilot project leaders. (vii) Identify the SEAGOOS capacity building needs of participating countries and international or regional organizations that can contribute to SEAGOOS. (viii) Liaison with national SEAGOOS committees, NEAR-GOOS, GOOS Project Office and other GOOS-related bodies as appropriate. III. A High-Level Consultation Meeting for the Southeast Asian Global Ocean Observing System (SEAGOOS) It is a first meeting of SEAGOOS. The meeting was hold at Kuala Lumpur, Malaysia, during 21-22 October 2003. The meeting discussed on many keys issues such as identifying key objectives of SEAGOOS, identifying the organizational mechanisms required and their timeline for development, and potential pilot project (following the results for the workshop on establishment of SEAGOOS in Seoul, 30-31 August 2001). There was final statement from the meeting as following: On October 21-22, 2003, nineteen high level officials representing eight South East Asian countries met in Kuala Lumpur to strengthen the development of South East Asian GOOS (SEAGOOS). The officials noted the key role of ocean observations and associated products and services for ocean/coastal modeling and forecasting for shipping and storm and surge warnings. The officials agreed that a coordinated and joint approach to regional observations would be important for integrated ocean and coastal management. Further, the participants noted the responsibility of the region to sustainably manage and develop the oceans and seas for the sake of future generations and that such responsibility depends on robust, long-term observational and information exchange infrastructure. The officials agreed that an alliance of South East Asian" countries and/or ocean and marine meteorological and related agencies is a suitable approach for collaboration and facilitating the development of solutions and their implementation to meet the economic, social and environmental needs of the region and its sustainable development. They also decided to establish a SEAGOOS Regional Alliance Office based at the Centre for Remote hnaging, Sensing and Processing of the National University of Singapore with the purpose of providing a focal point for promoting SEAGOOS activities throughout the South East Asian region. The meeting unanimously accepted the offer of Dr. Liew Soo Chin to act as the SEAGOOS Office Coordinator with the responsibility of coordinating and managing the SEAGOOS organization, including the drafting of a Memorandum of Understanding for SEAGOOS, the constitution of the Coordinating Committee; development of a strategic plan; and arrangement of funding and other organizational mechanisms The Summit participants agreed to serve as the interim Coordinating Committee in accordance with the Terms of Reference established by the IOC/WESTPAC Sub-commission and, until such time as the newly formed organization prepares a governing memorandum of understanding. 4. The 6th IOC/WESTPAC International Scientific Symposium The 2nd consultative meeting was hold in conjunction with the Sixth IOC/WESTPAC International Scientific Symposium in Hangzhou, China, 19-23 April 2004, which related to the results from the High level consultation meeting in Malaysia, 2003. Draft MOU by Dr. Dr. Liew Soo Chin (Natinal University, Singapore) was submitted to the meeting for discussion. The meeting agreed that, considering the SEAGOOS as one of IOC/WESTPAC programmes and its similarity with NEAR-GOOS, one Operational Guideline need to be drafted. 5. The 3rd Consultative meeting/workshop of SEAGOOS The extensive communications with member states by correspondence were made immediately after the meeting in Hangzhou, China. Due to his busy schedule, Dr. Liew Soo Chin has to resign his position as the SEAGOOS Office Coordinator. The Department of Marine and Resources of Thailand kindly offers to host the SEAGOOS office at beginning stage of its establishment. Third consultative meeting /workshop of SEAGOOS in Bangkok, Thailand, was held during 2-4 May 2005. The main objectives of the meeting were to discuss and finalize the draft SEAGOOS Operation Guideline, including the action plan, which was drafted by Dr. Manuwadi Hungspreugs with consultations of IOC/WESTPAC. The following pilot project was proposed from the meeting: - Real-Time Sea Level Observing System for SEAGOOS Region - Development of New Generation Sea Surface Temperature (NGSST) products in the SEAGOOS region - Creation of an Expert System for Hazard and Risk Modeling in the SEAGOOS area The meeting also suggested that Natural Hazards as one additional theme be proposed. 6. the 6th Session of IOC Sub-Commission for the Western Pacific, Nha trang, Vietnam The results from the third consultative meeting in Bangkok were presented. WESTPAC recognizes the progress made in SEAGOOS but also recognizes that further work is required to reform its governance structure. It endorsed the priority actions proposed, subject to the availability of funds. 7. Informal meeting of SEAGOOS as Townsville The meeting was held during the Pacem in Maribus XXXI Conference in Townsville during 31 October to 3 November 2005. Since the member of SEA and WESTPAC countries were invited to the Conference. IOC/WESTPAC took this opportunity to have informal meeting to reform governance structure that was recommended during the 6th Session of IOC/WESTPAC. Finally, the revision of Operational Guideline was suggested (Annex1). The meeting agreed to form the Coordinating Committee of SEAGOOS in February 2006. 8. Brainstorm for the SEAGOOS The brainstorm for SEAGOOS has been arranged in many occasions such as IOC/UNESCO Twenty-third Session of the Assembly in Paris, during 21-30 June 2005 the Pacem in Maribus XXXI Conference in Townsville during 31 October to 3 November 2005 International workshop of Post-Disaster Assessment & Monitoring of Changes in Coastal, Ocean & Human Systems in the Indian Ocean & Asian Waters, Phuket, Thailand, 20-23 February 2006 9. Present Status of SEAGOOS The CC meeting could not be done in February 2006 following the original plan of the meeting in Townsville. IOC/WESTPAC has issued invitation letter to WESTPAC member states for the membership in the SEAGOOS, in April 2006. So far only five member states, China, Japan, Vietnam, Thailand, and Australia, have nominated the person to be the member of the SEAGOOS Coordinating Committee. IOC/WESTPAC is encouraging the WESPAC member countries to participate in SEAGOOS. The activities in near future of SEAGOOS are; 1. to has the CC meeting in late of this year. The activities and potential donor will be identified by the CC. This first CC meeting will be the beginning stage of SEAGOOS; 2. pilot project, development of new generation sea surface temperature (NGSST) products in the SEAGOOS region, that was proposed by Dr. Kawamura will have initiative meeting of project in January 2007. ANNEX 1 SEAGOOS OPERATIONAL GUIDELINES (Adopted by all participants of the 3rd Consultative Meeting/Workshop on SEAGOOS, Bangkok, Thailand, 4 May 2004, revised at a SEAGOOS Meeting in Paris, France, 25 June 2005, and further revised at the 4th Consultative Meeting in Townsville, Australia, 01 Nov 2005) With due consideration of the comments and suggestions from several potential members of SEAGOOS, the following are suggested to guide the activities of the Programme: Establishment WESTPAC-V held in Fremantle, Australia, 9-13 September 2002 has decided to set up SEAGOOS as a programme of WESTPAC and has provided a Terms of Reference for the Coordinating Committee (WESTPAC Sub-Commission Report Annex 2, p. 4). Geographical Focus of Activities SEAGOOS shall focus its activities in all Southeast Asian seas, including South China Sea, Sulu Sea, Celebes Sea, Indonesian Seas, and Andaman Sea. Membership and Voting rights Member States of WESTPAC shall be invited to join as Members of SEAGOOS. At their discretions, non-Member States, as well as organizations may be admitted as Observers. They will not have voting rights but shall have all the other privileges and obligations given to SEAGOOS Member States. Free and unrestricted data exchange among SEAGOOS members and SEAGOOS projects, in line with IOC data policy, is a primary requirement for participation in SEAGOOS. Composition of the Coordinating Committee The Coordinating Committee shall consist of Members of SEAGOOS. Each Member shall nominate two representatives to the SEAGOOS Coordinating Committee, with one representative coming from the operational meteorological/ oceanographic community. The Committee shall elect a chairperson and a Vice-Chairperson among the members. The Committee shall meet in regular annual sessions at the expense of the participating countries, as far as possible. WESTPAC Secretariat will serve as secretariat for the Session SEAGOOS Office and SEAGOOS Coordinator The country that agrees to host SEAGOOS shall provide a local officer who will act as the SEAGOOS Coordinator and who shall manage the day-to-day operations of SEAGOOS. The SEAGOOS Coordinator will also serve as Executive Secretary at the SEAGOOS Coordinating Committee Sessions. After an initial period of 5 years of implementation, the Coordinating Committee may request another Country Member to host the SEAGOOS Office. SEAGOOS Projects and Project Proposals Project proposals from SEAGOOS Members and Observers are to be submitted to and screened by the Coordinating Committee. Selected projects may be recommended to WESTPAC for funding support and facilitation. The Coordinating Committee will draft and regularly review the strategic plan and specific criteria for SEAGOOS project selection and support, and recommend those to IOC/WESTPAC for approval. National GOOS Committees Each Member Country shall endeavor to set up a National GOOS Committee to coordinate SEAGOOS-related activities among in-country organizations, agencies, and institutions. Evaluation and Monitoring After a period of 3 years of implementation, these SEAGOOS Operational Guidelines shall be evaluated for performance monitoring purposes. Initial Support At the initial stage, IOC/WESTPAC Secretariat should make strong effort in mobilizing fund and expertise from IOC and elsewhere in order to facilitate the implementation of SEAGOOS action plan.
