DMPA Workplan 2012-2017: http://www.jcomm.info/index.php?option=com_oe&task=viewDocumentRecord&docID=10995 DISCUSSION 1. Background 1.1 DMPA Priorities The Data Management Programme Area (DMPA) priorities for the period 2012-2017 are focused to the improvement of data flow from the observation systems to the operational applications and the end users, ensuring the best use of data, verifying their quality and contributing to the harmonization of the diverse data systems. They were formulated to support the JCOMM specific priorities areas e.g. the GFCS and WIGOS implementation and capacity development and their implementation is highly depended by the IOC/IODE Programme. The DMPA priorities are: Continue to adopt standards/best practices for use by the marine meteorological and oceanographic community through the IODE-JCOMM Ocean Data Standards Process in support of the Global Framework for Climate Services (GFCS), the IOC-WMO-UNEP-ICSU Global Ocean Observing System (GOOS), IODE, and the WMO Integrated Global Observing System (WIGOS) implementation; Assist in the further development of the IODE Ocean Data Portal, its linkages with other ocean data systems (e.g. SeaDataNet, IMOS, OBIS, GEOSS), its interoperability with the WMO Information System (WIS),and its capacity development activities to ensure full participation of Members/Member States; Develop a strategy and implementation plan in the next two years for achieving a vision for a new MCDS and start implementation preparation of the new JCOMM Marine Climate Data System (MCDS); Improve the management of instrument/platform metadata; Organize the fourth JCOMM Workshop on Advances in Marine Climatology (CLIMAR-IV), possibly in 2014, and the fourth International workshop on Advances in the Use of Historical Marine Climate Data (MARCDAT-IV), possibly in 2015. 1.2 DMPA Workplan and Deliverables The Work Plan for the Intersessional Period 2012-2017, which currently includes the following deliverables: JCOMM Data Management Plan Marine Climate Data System (MCDS) IODE Ocean Data Portal (ODP) Ocean Data Standards (ODS) Migration to Table Driven Codes DMPA Capacity Building; and Improved Data Integration and Access 2. Activities Data Management Plan During the fifth DMCG meeting that was held on 9-31 Jan. 2014, Geneva, Switzerland, he Group reviewed progress on the implementation details of the Data Management Plan (JCOMM TR No. 40, Rev. 1), as well as the future actions for the realization of the plan. The two documents were updated taking into account JCOMM-4 and IODE-22 guidance, and discussions during the DMCG meeting. Additional Tasks and future actions for the realization of the Plan and its objectives were also identified and a further updated version of the plan was scheduled for the end of 2014. As quality management in data management is part of and contribute to the overall quality management required for marine and ocean forecasting systems and services, DMCG Chair in liaison with the SFSPA Coordinator are to update the JCOMM Data Management Plan and its Implementation Details so that the DMPA quality management requirements are properly taken into account and complement those for metocean services. Marine Climate Data System (MCDS)-CMOC/China application According to the fast-track evaluation process a committee established by the DMCG on May 2013 to evaluate the CMOC/China application. On 15 July, the DMCG approved the establishment of the CMOC/China, made some further recommendations to address several issues that were identified during the evaluation review, and proposed an experts visit to China to follow-up with the CMOC activity. Detailed information on the evaluation report and recommendations can be found at the reference document A: MAN11_Doc_3.1.2(2). During CLIMAR-IV Workshop, that was held on 9-13 June 2014, Asheville, NC USA, members of the ETMC and TT-MCDS took the chance for having an informal side meeting and discuss among others the progress of the MCDS Development, its implementation plan, the new CMOC, as well as the ICOADS future and available options for becoming a CMOC. The latter is directly related with the MCDS development because at least two CMOCs are required for a successful MCDS implementation. Ocean Data Portal ODP is participating in key global partnerships (such as the development of interoperability connections with GEOSS under the Ocean Data Interoperability Platform) and these arrangements present new opportunities to evolve the ODP technical architecture and the contributions to the ODP. Significant progress towards interoperability between IODE ODP and SeaDataNet portals has been achieved. New metadata regisrty service (HYPERLINK "http://meta.meteo.ru"http://meta.meteo.ru, HYPERLINK "http://metadata.oceandataportal.net"http://metadata.oceandataportal.net) has been lauched for interoperability need between ODP SeaDataNet, ODP WIS. This registy is populating ODP metadata in ISO 19139 metadata standard. Next steps iclude extending interoperability at data level. The new ODP project manager is Tobias Spears (an in-kind staff time contribution by Canada). The Partnership Centre for ODP opened in September 2013 and it is expected to highly contribute to the further development of ODP. Ocean Data Standards In the oceanographic community there is an increasing trend the several data systems to use the basic ISO and OGC standards, however these allow the use of different profiles and vocabularies. As a result there are differences in the de-facto standards used in the different regions which hinder the direct exchange and use at an international scale at global portals like IODE/ODP. Through the collaboration of IODE with EU funded Projects such as SeaDataNet and Ocean Data Interoperability Platform (ODIP), there is a significant support to the IODE Ocean Data Standards and Best Practices (ODSBP) activities by submission of standards proposals, best practices and by developing interoperability solutions (such as brokerage service concept) between regional data systems of Europe (SeaDataNet), USA (US-NODC), and Australia (AODN) for contribution to global systems like GEOSS, IODE/ODP and thus WIS. Migration to Table Driven Codes On July 2013, the new BUFR templates for moored buoy data, drifting buoy data, and CTD data have been accepted for validation by the Commission for Basic Systems (CBS) Inter Programme Expert Team on Data Representation Maintenance and Monitoring (IPET-DRMM). The validated templates should become operational middle of 2014 (May 2014). Whilst the modified VOS template was accepted for validation, a number of other proposed changes that this depended on were not accepted. As a result, the validation of the modified VOS template, including the ENCODE proposal has been delayed, but this extra functionality is not required for migration. DMPA Capacity Building The 4th JCOMM workshop on Advances in Marine Climatology CLIMAR-IV took place in Asheville, N.C., United States 9 - 12 June 2014 during which the 50th anniversary of the Marine Climatological Summaries Scheme (MCSS) were celebrated. Finalizing some chapters of the Cookbook is a handing issue. DMCG-V reviewed the latest version of the draft Cookbook and decided that it should be maintained electronically with additions made as required. The intent is to have frequent refreshes and additions to the recipes as users provide feedback and additional inputs, post it on the JCOMM website, as well as chapters on the OceanTeacher, and to broadly advertise it via JCOMM and IODE (e.g. 1-page flyer to be distributed to participants of JCOMM meetings). DMCG-V agreed that the DBCP Technical Coordinator should act as a focal point for updating the Cookbook, and collect input from various data sources. Improved Data Integration and Access Multiple programmes were engaged in data management activities and there is the need to ensure the flow from observations through data management into science and services. JCOMM-4 (2012) asked the Observations Programme Area (OPA), in cooperation with the Data Management Programme Area (DMPA), to "promote the establishment and publication of access routes to the authoritative data sets for the observing system elements under its coordination." The GOOS Steering Committee (GOOS-SC-1, 2012) identified in its work plan the challenge of data interoperability as a first step towards developing actions. To meet these charges a study with recommendations has been made of the real-time data streams from the OCG networks. A comprehensive draft report has been completed by Bob Keeley, former DMCG chair, and reviewed by DMCG, OCG, IODE and GOOS, and the recommendations included into the relevant work plans.
