It is expected that a similar amount will be made available in 2016 and 2017 (assuming that the MoU between IOC and Flanders will be extended beyond 31/12/2016 under the same conditions). It will be noted that under the current agreement the Government of Flanders will continue to provide 3.5 local staff: (i) Training Coordinator (Dr Claudia Delgado); (ii) IT expert (Mr Mark Van Crombrugge); (iii) Administrative services manager (Ms Kristin de Lichtervelde); and (iv) Office assistant time (Ms Lies Groen). In accordance with the MoU a provisional work plan for 2015 was submitted to the Government of Flanders. It is attached as Annex I. EXTRA-BUDGETARY PROJECTS The following projects funded from extra-budgetary sources will be implemented during the years 2015-2017 (as from April 2015): OceanTeacher Global Academy (Funded by the UNESCO-Flanders Trust Fund for Science) end date 09 May 2018 Total budget: $2,340,082 (spent $250,787) Caribbean Marine Atlas Phase 4 (Funded by the UNESCO-Flanders Trust Fund for Science) end date 19 May 2017 Total budget: $584,738 (spent $37,586) Implemented jointly with IOCARIBE office (Cesar Toro) and ICAN project. DIPS-4-Ocean Assessments: Development of Information Products and Services based on OBIS and HAEDAT to support the WOA, IPBES and a Global HAB Status Report (Funded by the UNESCO-Flanders Trust Fund for Science) end date 09 November 2016 Total budget: $404,000 (spent $9,019) Implemented jointly with HAB programme (Henrik Enevoldsen) It is noted that while these projects contribute to the objectives of IODE, their budget can be used only for the activities described in their respective project documents and associated work plan and budget. They should therefore not be considered as additional sources of revenue for other activities. Nevertheless in the case of training requirements as identified by the IODE Committee these could possibly be covered by OceanTeacher Global Academy (in addition to the funds available from the contribution by the Government of Flanders to the IOC project Office for IODE). Note: the following projects have been closed recently or will be closed shortly: OceanTeacher Global Classroom OceanTeacher Academy ODINAFRICA-IV SeaDataNet DONATIONS Mr Serge Martin (Canada) of Martin International, through "Les Grands Explorateurs" ( HYPERLINK "http://www.lesgrandsexplorateurs.com" http://www.lesgrandsexplorateurs.com ) has donated 20,000 CAN$ (approx.US$8400) to OBIS In 2014 (and intends to continue for 3 more years). This budget is used to cover critical staff missions as well as the cost for outreach material. ANNEX I WORK PLAN IOC PROJECT OFFICE FOR IODE 2015 (Funding Government of Flanders) Terms of Reference of the IOC Project Office for IODE The IOC Project Office for IODE was established in April 2005. Its main purposes were defined as follows: to establish a creative environment facilitating the further development and maintenance of IODE Projects, services and products with emphasis on improving the efficiency and effectiveness of the data and product/service stream between the stage of sampling and the user; to assist in strengthening the capacity of Member States to manage oceanographic data and information (by organizing relevant training and the capacity building related activities) and to provide ocean data and information products and services required by users; to liaise and maintain links with relevant UNESCO/IOC programmes and other projects as relevant to the projects implemented by the UNESCO/IOC Project Office for IODE; to establish and maintain links with other relevant organizations, institutions and programmes in order to promote cooperation with the UNESCO/IOC Project Office for IODE. Role of the IOC Project Office for IODE within the IOC context The IOC Project Office for IODE started in 2005 as a satellite office of the IOC/IODE Secretariat based at UNESCO/IOC Headquarters in Paris. It was managed by Dr Vladimir Vladymyrov (Ukraine) between April 2005 and end of 2007. Its initial focus was mainly the organization of training courses and the hosting of web sites and related infrastructure. These tasks have evolved through 2007 into hosting the full IODE Secretariat, as a result of the IODE Programme Managers (Mr Peter Pissierssens, UNESCO Senior Programme Specialist) transfer to Oostende. The Office responsibilities were expanded accordingly to include full management of the IODE programme. In August 2009 the office also included the management of the ODINAFRICA-IV project to its responsibilities, with the recruitment of Mr Mika Odido (Kenya). In 2012 Mr Odido was appointed Coordinator of the IOC Africa programme and he relocated to Nairobi, Kenya together with the management responsibilities of the ODINAFRICA project (ending in 2015). In 2011 the IODE programme adopted OBIS as a project within IODE. The management of this new project has also been assumed by the Project Office since 2012. In August 2014 responsibility for the coordination of IOC Capacity Development was transferred from the Deputy Executive Secretary (D-1 position) to the Head of the IOC Project Office for IODE (P-5 position, Peter Pissierssens). This transfer of responsibility confirms and validates the value of the Project Office as the core training facility for the IOC. It will also allow a mainstreaming of OceanTeacher as the cross-cutting learning management system of IOC (including regions). In this regard we also mention that the new OceanTeacher Global Academy (funded by the Government of Flanders) will establish not less than 10 (ten) Regional Training Centres (RTCs) that will serve Latin America, Caribbean, Africa, Indian Ocean, Europe and Western Pacific. Staffing of the IOC Project Office for IODE With the increased responsibilities of the IOC Project Office for IODE a gradual increase of staff resources has occurred. As described above the Office started with one internationally recruited staff member in 2005 (P-3). This increased to 2 in 2008 with the recruitment of a P-1 professional position for IT (promoted to P-2 Project Appointment in 2011), to 3 in 2009 with the recruitment of the ODINAFRICA manager (P-3 Project Appointment), to 4 in 2012 with the OBIS manager (P-3 Project Appointment) and finally to 5 in 2013 with the OBIS data manager (P-1 Project Appointment). The latter resigned in August 2014 (for family reasons) but he will be replaced early 2015. Taking into account the success of OBIS and its high relevance to IOC priorities (as well as OBIS contribution to UN in general), the IOC Executive Secretary with the endorsement by UNESCOs Director-General, decided to establish a new professional position for OBIS (also supporting GOOS Biology and Ecosystems). The recruitment procedure started in September 2014 and recruitment is expected before end of December 2014. This new P-3 position will then replace the current Project Appointment occupied by Mr Appeltans. In addition the Office benefits from three FTE staff members funded by the Government of Flanders: Training Coordinator, IT hardware manager and Administrative coordinator. In addition there is a time administrative assistant. After consultation with VLIZ it has been proposed to officially loan the training coordinator, IT hardware manager and administrative coordinator to UNESCO through a non-reimbursable loan agreement. This will align all staff working in the Project Office. Support by the Government of Flanders and Legal Framework In addition to costs directly related to hosting the Project Office (offices, meeting and conferences rooms, utilities, internet, maintenance, ) the Government of Flanders also provides staff and operational funding. The contributions are formulated in a Memorandum of Understanding between UNESCO/IOC and the Government of Flanders through the Flanders Marine Institute (VLIZ). A first MoU was established on 1 January 2006 and expired on 31 December 2009. A second MoU was established on 1 May 2012 and will expire on 31 December 2016. Under the terms of the MoU (2012-2016) VLIZ shall contribute (vi) an annual financial contribution of not less than 250,000 to be used as a contribution towards the operational expenses and programme activities of the Project Office. The actual annual financial contribution will depend upon the approval of the budget of the Government of Flanders and budget of VLIZ; and (vii) not less than three staff FTE who will be made available to the Project Office through a non-reimbursable loan agreement of equivalent arrangement. Under the terms of the MoU (2012-2016), UNESCO/IOC shall, by 1 November of each year, provide a provisional work plan and budget to VLIZ detailing the use of funds provided by the Government of Flanders. This document provides this work plan and budget. Funding sources of the IOC Project Office for IODE 2015 In addition to the financial contribution received from the Government of Flanders through VLIZ, the Project Office receives funding also from: UNESCOs Regular Programme Flanders-UNESCO Trust Fund for Science (Projects: proposals have been submitted and already approved for the following projects: OceanTeacher Global Academy (OTGA), Development of Information Products and Services for Ocean Assessments, (DIPS) Caribbean Marine Atlas Phase 2 (CMA2), possibly supplemented by the GEF/UNDP CLME+) Proposed budget allocations 2015 The financial contribution provided by the Government of Flanders is earmarked for 3 components: (i) training courses and workshops; (ii) equipment (investments); and (iii) consumables. While we were expecting a contribution of 250,000 we were informed that the contribution will be reduced to 230,000, a reduction of 8%. The average cost of a training course (approx. 20 participants and 2 lecturers) is approx. 40,000. The average cost of a workshop (approx. 10 participants) is approx. 25,000.
