Meeting reported that: The Officers noted that JCOMM still has the ODS activity under the ETDMP while IODE-XXII recommended to close the ODS Pilot Project. It was noted that the closing of that project does not imply that the ETDMP task team on ODS should also be closed. The Officers allocated $15,000 for the ETDMP-IV in 2014. Dr Belov informed the Officers that he had received a request from Mr Oloo regarding the holding of a meeting of the SG-ODSBP early 2015. Accordingly the Officers included $15,000 for that meeting, albeit unfunded at this time. The Officers instructed the ODP project managers to establish collaboration with ICSU WDS towards providing data by ODP to ICSU WDS. Similarly the Officers instructed the ODP project managers to establish collaboration with GEO/GEOSS towards providing data by ODP to the GEOSS portal.ETDMP ChairFebruary 2014The Group was informed about the results of the fifth session of the Data Management Coordination Group (DMCG) held in WMO Headquarters, Geneva, Switzerland, 29-31 January 2014. The DMCG reviewed the ETDMP workplan for its intersessional period, and approved it. The DMCG indentified the importance of establishing broader cooperation with related activities such as WIS, GEOSS, GOOS, SeaDataNet. The DMCG highlihted the needs of adoption of internationally endorsed metadata standards i.e. ISO 19139 with relevance to other communities experience and expertise.ETDMPContinuouslyThe Group welcomed the launch of a new ODP web site ( HYPERLINK "http://www.oceandataportal.org" www.oceandataportal.org). The Group requested Tobias Spears to keep active participation in RDA groups such as Brokering Interest Group. The Group recommended that IODE should participate in RDA interest and working groups where possible in order to provide a marine context. A key priority for RDA is to ensure development activities result in adoption. IODE should participate in providing use cases for relevant technical development undertaken by RDA working groups with the intent of adopting these within the IODE where feasible. The Group recommended following the RDA Metadata Interest Group, Metadata Standards Directory Working Group, and Standardization of Data Categories and Codes Working Group are directly relevant to the activities of the ETDMP and the ODSBP (standards development, standards publication/promotion).T. The Group encouraged SOA/NMDIS to continue providing more datasets and products using ODP technology.Partnership Centre for IODE ODP, RIHMI-WDC21 25 April 2014The Group provided fourth session of the JCOMM/IODE Expert Team on Data Management Practices in IOC Project Office for IODE, Oostende, Belgium, between 23 and 26 June. Due to the different circumstances meeting report was delivered before the IODE-XXIII session. ETDMP23 26 June 2014The Group welcomed the results of the task of review and compare several controlled vocabularies for commonalities, underlying supporting infrastructures, and to recommend required elements for each of the identified vocabulariesTT on MetadataJune 2014The Group welcomed the results of the task to become more familiar with available XML-based tools, such as Simplified Knowledge Organization System (SKOS), the Marine Metadata Interoperability (MMI) project and other community-based toolsTT on MetadataJune 2014The Group recommended TT on Metadata to contact managers of the NOAA Environmental Data Management (EDM) Wiki ( HYPERLINK "https://geo-ide.noaa.gov/wiki" https://geo-ide.noaa.gov/wiki ) to contribute to the ODSBP. TT on MetadataContinuously The Group was informed about the results of the third session of the Ocean Data Interoperability Platform (ODIP) held in Townsville, Australia, between 5 and 8 August 2014. Regarding ODIP Prototype 1, where IODE is involved directly: Brokering arrangements between SeaDataNet, ODP, and gi-Cat have been developed, with US NODC and IMOS still planned. From the perspective of the ODP, it will be important for the team to provide a clear step-by-process with inputs and results to the harvesting process being employed in order to be able to discuss what appears to be a gi-Cat issue; The ongoing participation in the ODIP brokering developments is useful to the ODP as such brokering systems represent major metadata and data conduits for the ODP. However, by limiting interoperability with ODP to the collection level, not providing ability to deliver the data, and not including ODP in the WMS/WFS brokering arrangements, this outputs of this activity will likely not enrich the ODP content as originally intended. Regarding ODIP Prototype 2 (Cruise Summary Reports): Although the scope of the prototype is somewhat limited, the approach taken with the prototype development and best practices developed through the project may present new standards and best practices opportunities for the IODE. Within the context of IODE, the following potential areas of best practice or standards may result from the prototype development: 1. Application of a CSR system to the management of data and ancillary information collected on a research cruise (catalogue connected to data and document repositories) and similarities between research cruise discovery metadata and high level data set metadata. 2. Identification of potential standard vocabularies (e.g. Organization -> EDMO, Device Type/Model -> SDN 05 and SeaVoX L22, Port -> SDN C38, Program -> EDMERP, Water Body -> SDN C19, Data Category -> SDN C77). 3. Development of guidance/experiences on evaluating supported identification systems for individuals and organizations Regarding the ODIP Prototype 3: From the perspective of standards development, there are key work areas relevant to the IODE: Development and/or adoption of controlled vocabulary used in the description of instruments, sensors, and sensor observation packages. Development of SensorML and O&M descriptions for instruments, sensors, and data. SOS infrastructure implementation (client and server) T. Spears, S. BelovAugust 2014The Group welcomed the progress on ODP SeaDataNet interoperability arrangements, reported by ETDMP Chair at the SeaDataNet annual meeting held in Split, Croatia, between 22 and 26 September 2014. The Group was informed that due to the last year of the SeaDataNet project existing ODP SeaDataNet interoperability arrangements will not be further upgraded to provide direct data access level. The Group welcomed availability of more than 450 aggregated data sets from SeaDataNet to be accessible from the ODP user portal. TT ODP, Partnership Centre for IODE ODPMarch 2013The Group welcomed the establishment of the ODP ODINAFRICA regional node in KMFRI (Kenya) and recommended ODINAFRICA members to start delivering data and products to be accessible by end usersTT ODP, Partnership Centre for IODE ODP, KMFRI, ODINAFRICAMarch 2013 Problems experienced and measures taken: Most critical problem, having an influence on overall ETDMP activities, is the human resources factor. While Group members elected by IOC (Don Collins, Patrick Gorringe, Yutaka Michida and Tobias Spears) are active and participating in all ETDMP activities, members elected by JCOMM (Jixiang Chen, Richard Crout, Paul Oloo, Paulo Polito and Anyuan Xiong) are only presented by Paul Oloo with no contact or replacement with other persons. Therefore, the Group is very much limited in human resources and their personal time. However, Group is doing all the best to fulfill the core tasks of the ETDMP. Other critical issue is limited opportunities (including funding) for the Group members to participate in different events (meetings, workshops, conferences) related to the core activities of the ETDMP to broadening the expertise level and establishing new connections with IODE and JCOMM. Results achieved between April 2013 and March 2015: The Group published and promoted recommended standards and best practices as appropriate; The Group developed and published a list of agencies collaborating with ODP; The Group in cooperation with NODC of Russia completed a major release of the ODP Toolkit V2 backend infrastructure The Group participated in the series of web-conference meetings with SNDM of Argentina and GOOS The Group created a template for the list of agencies/programs in collaboration with ODP and ODP nodes which identifies key tombstone information required; The Group completed review and compare several controlled vocabularies for commonalities, underlying supporting infrastructures, and to recommend required elements for each of the identified vocabularies; The Group completed review on available XML-based tools, such as Simplified Knowledge Organization System (SKOS), the Marine Metadata Interoperability (MMI) project and other community-based tools; The Group coordinated activities and tasks of the Partnership Centre for IODE ODP for the IODE ODP technical development: installation of the ODP global node at NODC of Russia delivery of the ODP specialized node software to SNDM Argentina and related technical documentation new web site on Ocean Data Project has been developed, hosted and launched by Partnership Centre (http:// HYPERLINK "http://www.oceandataportal.org" www.oceandataportal.org) New metadata registry service ( HYPERLINK "http://meta.meteo.ru" http://meta.meteo.ru, HYPERLINK "http://metadata.oceandataportal.net" http://metadata.oceandataportal.net) has been launched for interoperability need between ODP SeaDataNet, ODP WIS. Action: Follow-up with SPINCAM regarding submitted training request. May not be completed or may be a mid to longer term commitment. A request for training from China was completed in April and the node is completed. No additional future training requested at this time. However, ODINAFRICA was invited to suggest proposals for focused web based training for key concepts. Additional effort must be placed on web based training for specific topics.Plan and deliver training sessionsPC for ODPSolicit feedback from training attendeesPC for ODPOngoing activity Trainee feedback is requested with each session, but a periodic follow-up should be implemented to ensure the training has been effective in production.Task Team on Metadata: ActionTaskResponsibilityDeadlineStatus1Identify, document and recommend to ODSBP existing best practices for transforming ISO metadata to DOI-ready metadata CollinsMarch 2015 (IODE 23)In work2Review and promote existing best practicesCollins, YuContinuing3Identify potential linkages to RDA, ODIP and other related working groups Collins, YuFall 2014In work4Continue to liaise with external groups regarding best practices for representing specific controlled vocabularies in ISO XML framework Collins, YuOngoingIn work4aReview vocabularies in use by ODP and changes required in order to use redirect (via direct link to source thesaurus/term) Collins, Yu, ODP-TTProgress By March 2015 (advance of IODE XXIII) In work4bMap ODP metadata content to ISO 19115(n)Collins, SpearsProgress By March 2015 (advance of IODE XXIII) In work5Coordinate education/promotion of SKOS, RDF, etc. with OceanTeacher and IODE Project Office Collins, Yu, OceanTeacher Team Progress By March 2015 (advance of IODE XXIII) In work6Continuing vocabulary mapping strategiesCollins, Yu 6aIdentify mapping strategy of EDMO, SDN, EMODnet, etc., organization vocabularies to ISO Collins, Yu, Gorringe, EMODnet 2017 Ongoing6bIdentify mapping strategy of ICES, SDN, EMODnet, etc., platform vocabularies to ISOCollins, Yu, Gorringe, ICES, EMODnet2017 Ongoing6cIdentify mapping strategy of SDN, EMODnet, etc., instruments vocabularies to ISOCollins, Yu, Gorringe, EMODnet 2017 Ongoing6dIdentify mapping strategy of SDN, EMODnet, etc., projects vocabularies to ISOCollins, Yu, Gorringe, EMODnet 2017 Ongoing6eIdentify mapping strategy of SDN, EMODnet, etc., discovery keyword vocabularies to ISOCollins, Yu, Gorringe, EMODnet 2017Ongoing (Budget expressed in US Dollars) Activity (as per work plan)Timing (month, year)Total required fundingFunds already identified (and source)Funds requested15th ETDMP sessionJune 2016$ 15000$ 15000Actions requested from the Committee The Committee is requested to acknowledge the accomplishments of the JCOMM/IODE Expert Team on Data Management Practices (ETDMP) and to request data and information managers to make contributions to the IODE ODP with data and information, and to the ODSBP with the submission of best practices and standards to sustain data and information exchange inside the marine community and keep the knowledge cycle active.
