Decision: Following an introduction by the Executive Secretary, this document will be examined by the statutory open-ended Financial Committee and the decision reflected in the Draft Resolution that the Financial Committee will be submitting for adoption by the Assembly in accordance with paragraph 15 of the  HYPERLINK "http://www.ioc-unesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=9281" draft revised guidelines for the preparation and consideration of draft resolutions (IOC/INF-1315). Introduction As is well known, the IOC has been strongly affected by the financial crisis experienced by UNESCO. It has seen not only the reduction in its regular budget but also a loss of USAs extensive voluntary contributions, which used to provide a solid funding base for its global programmes. In the current biennium, to give priority to the programme implementation, the IOC drastically reduced its administration and coordination costs. This was the only way to ensure continuation of programmatic staffing needs and to preserve to the extent possible the quality of delivery. Due to the strong support of its Member States and the high priority that they attribute to the work of IOC, the $507M Expenditure Plan of UNESCO for 20162017 foresees the IOC regular budget allocation, which is increased by 1million$ over the previously anticipated value, bringing it to $9.7M. This reinforcement is of tremendous importance given the overall situation whereby UNESCO, as a whole, faces a severe financial crisis. Nevertheless, the current budgetary allocation still represents 80% of the fully-funded scenario for 20142015 and 73% of the fully-funded scenario for 20162017. With the foreseen allocation of $9.7M, IOC will be able to hire a full time Head of the IOCARIBE Secretariat in Cartagena, Colombia. However, the staffing situation in global programmes remains critical. We have lost to other organizations 5 professional positions that had been directly funded by US voluntary contributions. The main impact is the increasing difficulty for IOC to maintain its leadership in a number of programme areas due to the insufficient staff. Our activities are downscaled across all major areas of work, from ocean observations and tsunami warning to marine spatial planning, integrated coastal area management, and ocean acidification research. The reductions applied follow strictly the guidance by the IOC Governing Bodies. They all have been reported in detail in the documentation provided to the previous sessions of the IOC Assembly and Executive Council. At the time when the IOCs work and competences are in high demand for Member States, the Commission needs your strong support, which, in turn, requires commonly agreed strategic vision, determination, and unity between the IOC Member States and its Secretariat. Our longer- and shorter-term plans, strategy, and funding priorities should be coherent with our vision of the future of IOC. The agenda of sustainable development, which is emerging in the UN system, has a strong bearing on the oceans and may provide a platform for our strategic planning and consolidation of activities. It also opens perspectives for increased funding support of our activities. Thus, the proposal of the Secretariat with regard to the next biennium budget is to continue funding of high priority activities, to restore to the extent possible our capacity development activities implemented through regional subsidiary bodies and to start smoothly realigning IOC activities towards our common vision of how IOC should respond to the evolving challenges that the world faces, at the same time maximizing our capacity to attract extra-budgetary resources. The budget document you are reading follows this approach. This Programme and Budget is consistent with the IOC Medium-term Strategy for 20142021 (IOC/INF-1314) adopted by the IOC Assembly at its 27th session (26 June5 July 2013) and is a direct continuation of the four-year programme defined for the period 20142017. It translates the strategic objectives defined in the Medium-Term Strategy into programme focus areas with clear results expected at the end of the four-year period. While the programmes are defined for the quadrennial period 20142017, this document covers the budget allocation to the programmes proposed for the biennial period 20162017, in line with the General Conference resolutions to maintain the biennial cycle for the appropriation of the budget and to move towards a results-based budgeting approach. The main challenge in this quadrennial period continues to be in striking a balance between maintaining on-going operational programmes, ensuring the implementation of the IOC core mandate in ocean research, services and capacity building, and still allowing IOC to address some emerging issues. Continued emphasis on coordination, exchange, initiation of activities and strengthening of key functions is required, while implementation to a large degree has to be done with extra-budgetary resources and in collaboration with partners. The document has three major parts. The first part entitled IOC Programme and Budget 2014-2017 outlines the budget and activities in accordance with the two fully-funded scenarios (ZNG and ZNG+) proposed by the Director-General in the document Draft 38 C/5. The second part entitled Expenditure Plans Based on the Expected Assessed Contributions outlines the two corresponding expenditure plans based on the expected cash flow. The third part gives a very brief overview of extra-budgetary resources based on the information available at the moment of the Draft 38 C/5 preparation. ioc programme and budget 20142017 Promoting knowledge and capacity for protecting and sustainably managing the ocean and coasts (UNESCO 37 C/5 and UNESCO Draft 38 C/5, Major Programme II, Main Line of Action 3) In accordance with the IOC Medium-Term Strategy 2014-2021, the IOC programme implementation strategy is organized in a conceptual framework of functions: Foster research to strengthen knowledge of ocean and coastal processes and human impacts upon them [Ocean research] Maintain, strengthen and integrate global ocean observing, data and information systems [Observing system / data management] Develop early warning systems and preparedness to mitigate the risks of tsunamis and ocean-related hazards [Early warning and services] Support assessment and information to improve the science-policy interface [Assessment and Information for policy] Enhance ocean governance through a shared knowledge base and improved regional cooperation [Sustainable management and governance] Develop the institutional capacity in all of the functions above, as a cross-cutting function [Capacity Development] The above six functions support the achievement of the three Expected Results identified in 37C/5 and continuing in the Draft 38 C/5. At its 195th session the UNESCO Executive Board requested the Director-General to present to it at its 196th session (April 2015) a draft budget for 20162017 with options based on budget ceilings of $653 million and $667 million, corresponding to the ZNG and ZNG Plus scenarios respectively. The ZNG+ budget ($667M for UNESCO, of which $13.8M for IOC), compared to ZNG budget ($653M for UNESCO, of which $13.2M for IOC), would allow IOC to further address the capacity development needs of its Member States, of which 70% are low- or middle-income countries, in particular through provision of funding via the three IOC Sub-Commissions (IOCAFRICA, IOCARIBE and WESTPAC) to enable a customized response to the needs. Additional funding would be allocated to facilitate SIDS and LCDs participation in IOC global programmes. Any increases in regular budget would have a multiplier effect on achieving the Sustainable Development Goals (SDGs), would equip IOC to better meet expectations from partner organizations, and would serve as seed money and a catalyst for attracting further extrabudgetary funding from multilateral donors (EC, GEF etc.) that require co-financing. The performance indicators and targets for the IOC Expected Results for 20142017 reflect the evolving programmatic choices and priorities for the two possible fully-funded budgetary scenarios. Expected Result 4: Scientific understanding of ocean and coastal processes bolstered and used by Member States to improve the management of the human relationship with the ocean Addressed mainly through IOC Functions A and B A changing climate and growing human impact on the marine environment puts the sustainability of ocean ecosystem services in doubt. The human population on the coast is growing, thus increasing vulnerability to ocean-related hazards, and emphasizing the importance of marine resources to livelihoods and food security. The risks posed to ocean ecosystems by global environmental change should be assessed at multiple scales, which requires careful coordination of multidisciplinary studies, and synthesis of these results into forms suitable for communication and use by decision- and policy-makers. Improving the scientific knowledge base of ocean and coastal processes is therefore a key factor in managing the human relationship with the ocean. Marine science has made substantial progress, but many areas of active research remain, requiring global coordination to develop a comprehensive view. Sustained ocean observations over an extended period of time are required to address these societal and scientific issues, by improving the knowledge base and serving as a basis to apply this knowledge. These observations should be coordinated to common standards, and integrated for multiple purposes. New observing techniques and variables should be included when ready, and global capacity to make these observations nurtured. The data collected need to be managed and shared at the global level. Similarly, scientific knowledge, technology, reports and research papers must be globally and openly disseminated. The WMO-IOC-ICSU World Climate Research Programme (WCRP) organizes large-scale observational and modelling projects in climate science, and provides the international forum to align efforts of thousands of climate scientists to ensure the availability of the best possible climate information. Understanding and quantifying the role of the ocean as a natural sink for CO2 is crucial for establishing international emissions-stabilization scenarios, and for understanding the ocean's role in the future under changing climate conditions. Developing a global picture requires significant international cooperation and coordination. A focused activity on ocean carbon sources and sinks, implemented through the International Ocean Carbon Coordination Project (IOCCP), provides scientific and technical advice to IOC-UNESCO and the Member States on matters related to ocean carbon, ocean acidification, blue carbon and climate change mitigation by managing marine ecosystems. The development of the sustained Global Ocean Observing System (GOOS) rests on the common definition of observing requirements to address scientific and societal issues, and the intergovernmental coordination of national observing efforts from space and insitu into a global system based on standards and shared effort. GOOS provides a platform for this collaboration and the building of national capacity. The Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) is an important implementing body for GOOS. Both WCRP and JCOMM contribute to the WMO-IOC-UNEP-ICSU Global Climate Observing System (GCOS). Data and information management activities are coordinated by the IOCs International Oceanographic Data and Information Exchange (IODE) through projects such as the IODE Ocean Data Portal (ODP), Ocean Biogeographic Information System (OBIS), the OceanDocs e-repository, the OceanKnowledge portal and others. The Global Environment Facility (GEF)-funded programmes such as the Large Marine Ecosystem (LME) network are suitable platforms to provide quantitative information and indices of change on environmental aspects, as well as the tools for scientific comparisons at the appropriate scales. Reducing the loss of lives and livelihoods resulting from tsunamis requires assessing tsunami risk, implementing Tsunami Early Warning Systems (TWS), and educating communities at risk about preparedness measures. The provision of early warning services for sea ice, waves, storm surges, and harmful algal blooms requires intergovernmental coordination and promotion of common standards and best practices. Many of these services are underpinned by the development of operational ocean forecast systems. Ensuring that decision-making and policy cycles are fully informed by scientific knowledge related to the ocean requires the development of specific science-policy interfaces. This includes scientific assessments and assembly of the best available policy-relevant scientific knowledge to allow informed decisions and actions. These are complemented by information tools for decision support, along with trials and sharing of best management practices related to the climate and ocean environment. The IOC Tsunami Programme, through the coordination of regional meetings, capacity-development activities and the support of national and regional projects, is a key stakeholder for tsunami risk reduction at global level. Services related to sea ice, waves, and storm surges, as well as operational ocean forecast systems, are intergovernmentally-coordinated through JCOMM in concert with ocean agencies and meteorological services around the globe. The development of guides of best practices serve new entrants and can provide a basis for capacity development activities. One of the core activities of the IOC Tsunami Programme is stakeholder training and education. Through the IODE OceanTeacher programme, the long-term impact and re-usability of training content can be better assured. In addition, use can be made of the planned regional training centres established through the OceanTeacher Global Classroom programme. Several global assessments will be published in the coming years (1st World Ocean Assessment in 2014, 4th Global Biodiversity Outlook in 2014, and 1st IPBES assessment in 2018). A fundamental indicator of biodiversity is species composition. High species diversity is essential for maintaining ecosystem functioning and can be regarded as an essential indicator of ocean health. IOC's Ocean Biogeographic Information System (OBIS), the world's largest online open-access database on the diversity, distribution and abundance of all marine life, is an important global source of information on marine biodiversity. It provides an important baseline, against which future change can be measured, and is used for identifying hotspots and species distribution patterns. OBIS will provide data and information such as diversity indices and trend graphs for use in global and regional biodiversity assessments. Increases in nutrient loading have been linked with the development of large blooms of harmful algae, leading to anoxia and even toxic or detrimental impacts on fisheries resources, ecosystems, and human health or recreation. Proliferations of microalgae in marine or brackish waters can cause massive fish kills, contaminate seafood with toxins, and alter ecosystems in ways that humans perceive as harmful. Many sources of nutrients can stimulate such harmful algal blooms (HAB). The export of Phosphorus to the ocean has increased 3-fold compared to pre-industrial levels, and Nitrogen has increased even more dramatically, especially over the last 40 years. The IOC Harmful Algal Bloom Programme (I-HABP) is an adequate platform for observation, modelling and management of nutrient loading and harmful algal episodes at local and regional scales. Building on its contribution to the preparation of the First UN World Ocean Assessment (WOA), published in 2015, IOC will increase its technical and scientific support to the development of global assessment processes related to the ocean such as UNFCCC, IPBES and WOA. Since 1960, the IOC has been coordinating global oceanographic initiatives through its Assembly and regional bodies, publicizing this role through outreach activities. In order to meet its global agenda, the IOC contributed substantially to the Rio+20 Conference and its outcome document The Future We Want. One of the core objectives of the IOC, as it is embedded in its Statutes and recognized by UNGA, is to build national capacities in marine sciences and ocean observation so that all coastal nations of the world are able to benefit from the conservation and sustainable use of the ocean and its resources. However, in order to direct international support effectively, appropriate tools are needed to identify gaps in, and document on a regular basis, Member States needs and investments in ocean science, including institutional and human technical capacities. It is in this context that the IOC Assembly at its 27th session (26 June5 July 2013) considered the proposal by the Secretariat to launch a Global Ocean Science Report (GOSR) and decided to establish an open-ended intersessional working group funded by extrabudgetary sources in order to allow Member States to review and improve the proposal. The information collected through GOSR will also contribute to measuring some of the Ocean SDG targets by providing an overview of existing scientific capacities at national and regional level. IOC will lead the development of decision support tools and increase the capacity of coastal nations in managing their marine and coastal resources within an ecosystem-based framework. A dual approach based on enhancing opportunities for the development of ocean-based economies whilst ensuring that marine and coastal biodiversity and ecosystem services are conserved, will provide the backbone of the IOC strategy in Marine Spatial Planning. To achieve this result, a global assessment of Marine Spatial Planning practices will be implemented, an international conference will be organized in 2016 and new technical guidance on ecosystem-based management will be prepared and disseminated in regions, and a global network of Large Marine Ecosystems (LME) will be established in collaboration with the GEF and UNDP and facilitated by IOC. IOC acting as the focal point within the UN system will continue to engage in relevant UN inter-agency activities such as UN Oceans, relevant follow-up to the UN SIDS Conference, as well as the post-2015 development agenda. IOC will have adopted (during the 28th session of the IOC Assembly) a new Capacity Development (CD) Strategy which will give a major thrust to the improvement of formal tertiary qualifications in ocean science to the national of its Member States, including through regional training (and research) centres and related activities. The aim of the IOC CD initiatives is to ensure that Member States have a core of highly qualified marine scientists who can advise their governments on the management of their ocean and coasts and at the same time extend the expertise of this core group more broadly through national training initiatives. Trainees of the OceanTeacher Global Academy (and its network of regional training courses) will be monitored throughout their career and interviewed regarding the use of the acquired expertise. Overall guidance on general policy and the main lines of work of the Commission will be provided by the IOC Governing Bodies (Assembly and Executive Council), and for regional implementation by regional subsidiary bodies: IOC Sub-Commission for Africa and Adjacent Islands (IOCAFRICA), IOC Sub-Commission for the Caribbean and Adjacent Regions (IOCARIBE) and IOC Sub-Commission for the Western Pacific (WESTPAC). In accordance with the decisions by the UNESCO Governing Bodies to move towards a results-based budgeting approach, the IOC programme and budget for 20142017 are structured by expected results. In the Zero Nominal Growth budget of $653M presented by the Director-General to UNESCO Member States in the Draft 38C/5 (20162017 budget), the IOC was attributed an allocation of $13,270,400 and in the Zero Nominal Growth Plus budget of $667M, an allocation of $13,860,900. On this basis, the IOC Secretariat developed the budgetary proposal outlined in table 1 below for consideration by the IOC Assembly. The proposal was guided by a series of underlying principles and the analysis of the budgetary trends of the past years, with a view of ensuring programme continuity, while also building on the allocation considered by the IOC Assembly at its 27th session (Paris, 26 June5 July 2013) in the context of the fully-funded ZNG $653M scenario. The proposal provides clear and transparent information on the intergovernmental component of the programmes and its related costs, as well as on the legal commitments of the Commission, in order to allow the Governing Bodies to make informed decisions. In the context of the current financial difficulties, the most important concern is considered to be the vulnerability of the IOC staffing situation. While the Commission managed to maintain some level of sustainability of staffing for operational programmes through the redeployment exercise conducted in 2014 which allowed the creation of a JCOMM/NEAMTWS and OBIS/OOS positions in 2015, it was not possible to create the full post of the IOCARIBE Secretary in Cartagena (Colombia). In addition to this much needed position, the fully funded ZNG and ZNG+ scenarios for 20162017 would allow to regain some staffing stability by re-creating the positions frozen in 2014 and ensure at least one secretarial assistant per section. In order to meet the increasing programmatic challenges, the reinforcement of the Secretariat staffing is included to support the work in the areas of core ocean research, climate change, capacity building, tsunami awareness and preparedness, decision-support tools to underpin multi-scale coastal and marine governance and communication and outreach. In more concrete terms: IOC is at the forefront of UNESCO actions on Climate Change and has been visionary in anticipating the importance that Climate Change. The reduced budget would reduce the leadership of IOC in a number of global climate science programmes and minimize its capacity to support the coastal adaptation needs of its Member States. New capacity development strategy and plan expected to be endorsed by IOC Assembly (June 2015) may not be fully implemented, which would in turn weaken the impact of the IOC regional sub-commissions. Further decrease of IOC co-sponsorship to the World Climate Research Programme (the scientific foundation of IPCC) and therefore reduced leadership. Other organizations will act to fill a gap in developing sustained ocean observations of biogeochemical and biological variables for ocean health, resulting in a less-coordinated and potentially duplicative systems, and reduced ability to measure and report on the ocean Sustainable Development Goals (SDGs) through IOC mechanisms. Projects to reinforce the capacity of GOOS Regional Alliances to work cooperatively and develop delivery of ocean information will not be implemented. Incapacity to meet IOC commitments to the Perth Programme Office in support of the IOC, and therefore lower level of support to Indian and Pacific Ocean Member States. One additional post will be frozen in the 20162017 and a new much needed position in ocean science (ocean acidification) will not be created. Role of IOC in supporting Member States in the implementation of SDGs/Post-2015 will be minimal; the proposed SDG on ocean calls for the implementation of the IOC Guidelines on Transfer of Marine Technologies and therefore creates an expectation for the IOC to provide assistance in this field. A new training programme on Marine Spatial Planning expected to be implemented in four regions will not be implemented. In the ZNG $653M expenditure plan of $507M, the IOC was allocated $9,672,800, which is $1M more than in the 37C/5 (20142015) $507M expenditure plan. This corresponds to an 80% allocation compared to the 37C/5 $653M fully-funded scenario and is consistent with the results of the priority ranking exercise endorsed by the fifth special session of the UNESCO Executive Board (4 July 2013). With a $1M additional allocation for 20162017, the IOC proposes to hire a full-time P4 IOCARIBE Secretary in Cartagena, Colombia. The total cost required for the biennium 20162017 is $393,000. The rest of the additional funding represents only a partial restoration to the level of activity funding before 2011 for IOC. This funding would be directed to programme activities, with a particular focus on partial restoration of capacity development programmes and the strengthening of the regional sub-commissions. In particular, it is proposed to: strengthen tsunami and coastal sea-level hazard preparedness and awareness with focus on SIDS and LDCs; strengthen engagement with UN institutions and processes, including technical guidance and training for monitoring ocean SDG objectives and climate change adaptation and mitigation; ensure partial restoration of funding to core ocean research and observational activities which help leverage the collective contribution of all IOC Member States, including a focus on capacity development that will build local services from ocean data and forecast system infrastructure, and marine spatial planning. In the ZNG+ $667M expenditure plan of $518M, the IOC was allocated $10,155,000. Comparatively to the $507M ZNG expenditure plan, the $518M ZNG+ expenditure plan would allow IOC to assist more SIDS Member States in the transfer of marine technology, to build capacity and to respond to some of the most pressing staffing needs by creating a new professional post to coordinate the work on ocean warming and acidification (the fully-funded position for the IOCARIBE Secretary in Cartagena being already included in the $507M ZNG expenditure plan). In preparing the proposal for budgetary allocations for the ZNG $507M and the ZNG+ $518M expenditure plans the Secretariat has followed the guiding principles adopted by the IOC Assembly at its 27th session through Resolution XXVII-2 and the subsequent review by the IOC Executive Council at its 47th session of the 37C/5 (20142015) ZNG $507M expenditure plan in which IOC was allocated $8.6M. To ensure the sustainability of effort, it is essential that all extrabudgetary funds complement regular programme priorities. To that end, once the final decision on the IOC regular budget allocation is taken by UNESCO Governing Bodies, the Complementary Additional Programme (CAP) proposals will be developed and made available for review by the IOC Executive Council in 2016. The current financial situation is difficult for UNESCO and its IOC. Under this quadrennial programme, it is crucially important to have a realistic appreciation of the possibilities and limitations within available budgets. Member States voluntary contributions to the collective work of the IOC will be of even higher importance than in the past. The IOC may receive voluntary contributions under three main modalities: Appropriations to the Regular Budget intended to reinforce an existing budget line. The funds are treated in the same manner as the Regular Budget, which mainly means that the contribution must be expended during the biennium for which it is allocated, and that no individual narrative or financial reporting will be provided to the funding source. This modality is therefore mainly used for relatively minor contributions directly related to Regular Programme activities, and for which the donor requires no particular narrative and financial reporting. Such appropriations are, however, regularly reported to UNESCOs and IOC Governing Bodies. (Programme support costs: 0) The IOC Special Account is of a multi-year and multi-donor nature; the contributions are pooled in the account, no individual narrative or financial reporting is provided to the donor. However, an annual financial and narrative report is prepared for the full special account for presentation to the IOC Governing Bodies (Programme support costs: 10% of direct project costs) Funds-in-trust agreements directed towards a specific project or programme identified by the funding source in cooperation with UNESCO/IOC. A separate account is created for each activity; and detailed narrative and financial reporting is provided to the donor. The donor retains ownership of the funds throughout the life of the project and must be consulted on major modifications of the project design and budget. Possible savings at the end of the project are restored to the donor. Most funds-in-trust agreements are limited to a single donor, and tied to a single project; but multi-donor trust funds in favour of multi-year programmes may also be envisaged.
