In this \fs22 context\fs22 , one of \fs22 the objectives is to achieve a self\fs22 -\fs22 sustaining system with revenues from users fully offsetting \fs22 operating co \fs22 sts. The Argos Operations Committee is reviewing the implementation and \fs22 supervising the operations of the Argos Data Collection System. It reviews and \fs22 approves applications and formulates criteria for approval of \fs22 applications received from \fs22 prospective platform operators for the use of the Argos Data Collection System. \fs22 \ulnone\strike0\par\pard\absw768\phpg\posx1440\pvpg\posy11857\fs22 \ulnone\strike0\par\pard\absw9421\phpg\posx1440\pvpg\posy12110\fs22 3.5.4\fs22 \fs22 The arrangements, including cost considerations, for the performance of platform \fs22 allocation, verification of the calibration data, system qual \fs22 ity control, conversion of telemetry data \fs22 into physical parameters, and computations for platform location \fs22 is delegated by CNES to its \fs22 agent and operations capacity\fs22 \fs22 according to the tariff structure and other guidelines submitted to \fs22 and approved by the Ope\fs22 rations Committee.\fs22 \ulnone\strike0\par\pard\absw768\phpg\posx1440\pvpg\posy13374\fs22 \ulnone\strike0\par\pard\absw9416\phpg\posx1440\pvpg\posy13629\fs22 3.5.5\fs22 \fs22 Tariffs associated with these functions are collected to offset the operating costs of the \fs22 Argos Data Processing System. The ROC may be required to keep other \fs22 government agencies informed of the activities of CLS / Argos in order to justify the use of the \fs22 Argos trans\fs22 mitters (PTTs) within national boundaries and their status within current \fs22 communication policies\cf1\fs22 . \cf0\fs22 The ROC is the Responsible Authority representing an agreed set of \fs22 Argos User programmes for the purposes of their collective participation in the JTA.\fs22 \ulnone\strike0\par\pard\absw768\phpg\posx1440\pvpg\posy6543\fs22 \ulnone\strike0\par\pard\absw9421\phpg\posx1440\pvpg\posy6797\fs22 The \fs22 tariff structure, price \fs22 -\fs22 setting arrangements and relationships between CLS / Argos, \fs22 User Programmes and the ROCs have changed significantly since 2005. Changes include the \fs22 introduction of a simplified tariff, the establishment of direct contracts and bill \fs22 ing arrangements \fs22 between CLS / Argos and end\fs22 -\fs22 user programmes, and, in some cases, the entry of local CLS / \fs22 Argos representatives with the capacity to provide end user support. In the process, the \fs22 \ldblquote traditional\rdblquote role of ROCs, their relationship with users a \fs22 nd with CLS / Argos, and their contribution \fs22 to annual tariff negotiations have been altered.
