Ms Cyndy Chandler offered to Chair the meeting. She also reminded participants in the room that there were several remote participants, and that we should be mindful of encouraging and facilitating their participation. Ms Cyndy Chandler invited the Intersessional Working Group to review the Provisional Agenda for the meeting (Document IOC/IODE-ODIS-IWG-2018/1) available online, invited amendments and requested its adoption. The Group adopted the agenda. Ms Chandler recalled that IODE established the ODIS concept through Decision IODE-XXIV.4 and that the inter-sessional working group to develop a concept paper for the ODIS (DocumentIOC/IODE-XXIV/6.2.1Ocean Data and Information System Concept Paper) was established through the same decision. A summary of the concept paper was also created for the IOC-XXIX Assembly (DocumentIOC/IODE-XXIV/6.2.1rev republished as IOC-XXIX/2 Annex 3 Addendum II). The IOC Assembly, at its 29th Session, expressed its support for the proposed development of an Ocean Data and Information System (ODIS) concept paper and stressed that ODIS should focus on leveraging existing efforts. While noting that the final document is planned to be submitted to it at its 30th session in 2019, the Assembly requested delivery of a progress report at the 2018 Session of the Executive Council as well. The Assembly also stressed the need to involve GOOS, JCOMM and other IOC programmes, both at the global and regional levels, in the ODIS concept paper development process.The IOC Assembly also requested that the next/final version be supported by a cost-benefit analysis.The Assembly adopted Decision IOC-XXIX/6.2.1 including part III on ODIS. Decision IOC-XXIX/6.2.1 Part III (parts I and II not included here) Draft Concept for an Ocean Data and Information System Recalling Recommendation 15 of the IOC External Audit that called for a universal information system and ocean data portal, and Decision IODE-XXIV.4 that established an inter-sessional working group to finalize the concept paper of the IOC Ocean Data and Information System and draft a cost-benefit analysis document which expresses the advantages/benefits of such a global system, Having considered the draft concept paper submitted by IODE at its 24th session and contained in document IOC-XXIX/2 Annex 3 Add.II, Requests Member States to provide comments and suggestions to the IODE Secretariat, not later than December 2017; Instructs the IODE inter-sessional working group to further develop the concept paper for the IOC Ocean Data and Information System, taking into account, inter alia, the results and functioning of the IODE Ocean Data Portal as well as comments and suggestions received from Member States, and submit the final document to the Assembly at its 30th session in 2019 together with a draft implementation plan, supported by a cost-benefit analysis as feasible. Mr Pissierssens sent out emails in July 2017 to his Secretariat colleagues responsible for GOOS (Albert Fischer), HAB (Henrik Enevoldsen), MPR (Julian Barbiere), JCOMM (Albert Fischer at IOC, Champika Gallage) asking them to designate suitable experts for the inter-sessional working group by 1 September. To participate in the meeting Ocean Science designated Ms Kirsten Isensee, MPR designated Mr Alejandro Iglesias-Campos. Albert Fischer (GOOS) had requested Roger Proctor to provide input to the IWG from the GOOS community. He participated by video conferencing. From the regions Mr Mika Odido represented IOCAFRICA (he participated by video conferencing). The Group recalled that a Chair for the next inter-sessional period and to report on the item during IODE-XXV and IOC-XXX will need to be designated at the end of the Meeting. REVIEW OF DECISION IODE-XXIV.4 and PROGRESS TO DATE ODIS Ms Chandler recalled that IODE proposed the ODIS concept through Decision IODE-XXIV.4 and that the inter-sessional working group to develop a concept paper for the ODIS (Document IOC/IODE-XXIV/6.2.1 Ocean Data and Information System Concept Paper) was established through the same decision. Mr Pissierssens sent out emails in July 2017 to his Secretariat colleagues responsible for GOOS (Albert Fischer), HAB (Henrik Enevoldsen), MPR (Julian Barbiere), JCOMM (Albert Fischer at IOC, Champika Gallage) asking them to designate suitable experts for the inter-sessional working group by 1 September. He received replies from Ms Nadia Pinardi and also from Ms Kirsten Isensee. DISCUSSIONS DURING JANUARY 2018 IODE-MG MEETING Ms Chandler recalled that a half-day discussion about ODIS was held on 31 January 2018 with several members of the ODIS IWG and the IODE Management Group. The results of that discussion helped to form the Framing Document available online (Document ODIS_discussionFraming_v180219.docx) prior to this meeting. In particular the discussion highlighted the importance of recognizing other relevant and active groups/projects/activities including: ODIP, EMODnet, AtlantOS, JCOMMOPS, IMOS, GOOS and GOOS regional alliances, JCOMM OCG, Polar data communities (Mr de Bruin and Mr Proctor volunteered to be contacts), and federated search (e.g. RDA) and others. It was recommended to be geographically balanced and not too Europe-centered. Mr Pissierssens recommended to involve the IOC regional programmes in the development of the next draft of the concept paper and to continue consultation with the global programmes. Mr OBrien referred to JCOMM OPA: quite some work has been done on interoperability of observation platforms. There has not been much communication between JCOMM OCG and IODE. Mr Spears recalled that attempts had been made to involve various communities in the drafting of the first concept paper but involvement had remained low. Mr Ouellet noted that the lack of interest could be based on the misunderstanding that ODIS wants to build another system. Mr De Bruin referred to the importance of linking with the polar community and he offered to be the point of contact within the ODIS IWG. Within the polar community work is being done on a federated search effort. He also referred to RDA as an initiative ODIS should liaise with. Mr Proctor pointed out that Mr De Bruin and himself are members of the SOOS management committee. The meeting noted the need to consider GOSR, SDG14 indicators, and UN decade of ocean science for sustainable development as drivers for ODIS. It was noted that ODIS could function as a Clearing House for IOC Transfer of Marine Technology (TMT) as well as serving that function for other data systems owned by, or associated with IOC programmes. The group recognized that we have a range of options that could be considered from simple list of URLs to a complex system that generates products, and that the audience will require products and services and much more. Mr Gorringe recommended the production of a brief PowerPoint presentation that can be used for promotion as soon as possible. Mr Pissierssens recalled the discussions at the IODE MG end of January where it was recognized that ODIS could range from something very simple (list of URLS of online data sources) to something very complex (ODP/SeaDataNet type portal) and in addition that there are different user audiences each with different needs ranging from numerical data to data products/services. Mr Spears noted that an inventory of data services is useful as a basis for integration work at a later stage. This is further discussed under agenda items 6 and 7. Mr Gorringe noted that USA, Canada, Australia, Europe are currently the most developed in terms of integrated systems. In other parts of the world the situation is different, and we need to get everyone at a certain common level. COOPERATION WITH ODIP Ms Chandler recalled that the IODE Secretariat participated in the 8th ODIP Workshop (and 4th ODIP-II Workshop) held in Galway, Ireland between 2-5 October 2017. At the workshop the possibility was discussed that IODE could either take on the legacy of the ODIP-II project (in case there is not an ODIP-III) or to collaborate in ODIP-III as a partner. The IODE-ODIP collaboration could be proposed as part of ODIS activities. The IODE Management Group will monitor progress made by the ODIP-II project leads as they seek funding for ODIP-III and looks forward to hearing their views on future collaboration with IODE especially as it relates to the ODIS. MEETING GOALS This agenda item was introduced by Ms Cyndy Chandler, IODE Co-Chair. She described the goals for the meeting as follows: To agree on a timeline for generating the next draft of the ODIS concept paper. It is important to remember that the next draft must be available in time for IODE-XXV (February 2019, Tokyo, Japan). A brief update on progress needs to be submitted to the July 2018 IOC-EC for inclusion in the IOC Executive Secretarys report to the Council (deadline April/May 2018). To agree on how we can best realize the objectives of an ODIS: What needs to be done? Available resources? What are the critical next steps? What role should IODE play in ODIS? The meeting noted that IODE could act as coordinating entity for ODIS to identify contributing IOC and non-IOC programmes and communities. IODE could host the requisite services for ODIS, providing expertise and hardware to support ODIS. To prepare a strategy document (item (ii) of the ODIS-IWG ToR). This task does not need to be done by the end of this meeting. The details of an implementation plan (requirements of Member States and the IODE Project Office) should be included in the final draft submitted to the 2019 IOC Assembly. Discuss the submission of abstracts for IMDIS and OceanObs 2019 and UN Ocean Decade timeline opportunities. Mr Pissierssens recalled that the ODIS should be discussed within the group of experts that will be established for the UN decade on ocean science for sustainable development. IDENTIFICATION OF USERS This agenda item was introduced by Ms Cyndy Chandler, IODE Co-Chair. Ms Chandler reminded the group that identification of users of ODIS is essential. ODIS users are defined as producers and consumers of ODIS data, metadata, products and services. She also reminded participants that lack of clarity on this issue was considered a weakness of the current draft of the concept paper: the users are not clearly defined. Mr OBrien noted that defining users and their needs is challenging because it will change in time. So we need to provide users with a number of basic services that accommodate this change. Reference was made to a giant ERDDAP server. It was noted that users will include data providers as well as consumers of data and metadata. A clear definition of who ODIS is for was not included in the first version of the concept paper. The system should also be dynamic so it can adapt to changing needs. Mr De Bruin recalled that we see ODIS as a coordinated system of systems so the users/services are those of the original systems. Ms Isensee noted that with the Agenda 2030 and decade there is a new user group. Developing countries also are new users. There are different user needs with new data needs. Prior to the Global Ocean Science Report (GOSR) there was no need to get international snapshots on how much countries invest in ocean science. The Agenda 2030 will also bring new data providers (eg national statistical offices). Ms Chandler noted that there is a need for ODIS because there are many systems. Also many users do not know where to look because there are too many systems. In the case of developing countries, they may not have any systems. So, there is a need for a unifying system that makes it easier to find marine information. Mr De Bruin referred to products: after the 2018 IODE Management Group meeting the EMODnet Chemistry meeting took place. It was reported that the European Environment Agency (EEA) will sign a MoU with EMODnet Chemistry to use certain products from the project. EMODnet chemistry is thus using SDN to get the data and it then produces certain products that will be used by an environmental agency for policy purposes. So we also need to include policy makers as ODIS users. Mr Hernandez noted that the NODCs are also ODIS users. Some data are not shared internationally but their use and access is limited to the data centre. He looked at the inventory of national data systems (on the IODE web site available through  HYPERLINK "http://www.iode.org/data-national" http://www.iode.org/data-national) and his analysis revealed the need for more comprehensive descriptions of the sites covered. Mr Pissierssens recalled that some people had commented: why do we need ODIS If we have GEOSS. Should we use GEO/GEOSS as the metadata repository? A similar question can be asked about ICSU WDS. Mr Ouellet noted that the original plan was that ODP would be serving GEOSS. Ms Chandler noted that there are some ocean related records in GEOSS but submitting data into GEOSS has proved to be challenging. The Group noted that ODIS can provide metadata to, or share metadata with, GEOSS but as we need to respond to the needs of IOC as an intergovernmental body we need to develop ODIS with its specific terms of reference, also taking into account the needs of SDG14 and the UN decade on ocean science. ODIS will also be able to develop/provide specific data and information products that may not be a priority of GEO/GEOSS. ODIS will also be able to focus on assisting developing country member states acquiring the capacity to share and use data/information. The Group recommended that ODIS should include an inventory of existing data sources and identify the global/regional systems like WOD, AODN, SeaDataNet, MCDS and describe how they can be used (eg how to harvest, portal interface,). So ODIS will include data systems that are currently not contributing to existing global/regional systems. It will furthermore advise/assist/refer these data systems/sources how they can contribute data to existing systems. Similarly we can make an inventory of products: they should include georeferenced metadata. Universities/research facilities are probably good target group for this. The Group recommended that ODIS should liaise with other data systems: ODIS will be a service to these systems to promote sharing data with these existing systems. The Group defined the following user groups: Scientists (academic and private sector) Government agencies / policy makers IOC global and regional programmes NODCs and ADUs (learning from other systems) UN agencies, IGOs NGOs Industry There were some discussions on including the general public. Mr Proctor recommended inclusion of information on educational sources. It was noted that this fits within Ocean Literacy. As user groups we could then include educators. They could be referred to Ocean Literacy sources, OceanTeacher Global Academy etc. COLLECTION OF USE CASES This agenda item was introduced by Ms Cyndy Chandler, IODE Co-Chair. Having identified an initial list of potential users (Agenda Item 4), the Group developed a set of use cases that illustrate examples of how ODIS will be used. Use cases should include data ingestion as well as consumption. An understanding of these use cases helped to define the ODIS specification levels to be discussed later in the meeting (Agenda Item 9). To discuss and further elaborate the use cases the meeting split into three sessional working groups. Each group discussed one or more use cases. Use case 1: USER: Scientist as contributor (academic and private sector) TITLE: Scientist looking for a repository to which they could contribute ocean acidification data for their study area. They may want a service layer (API for auto-ingest). Examples of Data types: OA data: pH, TALK, DIC, pCO2 (accompanied by lat/lon, pressure/depth; metadata for higher level ODIS, that validates against one or more of a list standards) Examples of Services and products provided by or through ODIS: Connecting scientist to repositories that accept OA data with cc to the repository contact and relevant NODC, ADU for that country Facilitating access to data interchange standards, metadata content standards, semantic resources relevant to the OA data management Enriched search facilities (integrate mappings between vocabularies to provide more rich search results, integrated geonames processing to enrich spatial searches, etc.) Providing code snippets/widgets/libraries for customizing/simplifying data upload Examples of Services and products provided by the user(s): OA data that meet ODIS specifications (sliding scale) for data packages (e.g. metadata, format, ) Use case 1a: USER: Scientist as consumer (academic and private sector) TITLE: Scientist looking for ocean acidification data for their region of interest. They may be looking for service layer (API) to support machine harvesting of the data. What is the current status? OA data are distributed in many systems. On 5 March 2018, if one queries GEOSS for OA data, the result set includes 2167 datasets, after adding Gulf of Mexico (a region), the result set included 9118 Examples of data types: OA data: pH, TALK, DIC, pCO2 (will also need lat/lon, pressure/depth, and may also want other co-located obs/measurements, e.g. O2, CHL, nutrients), access to certification of data, repositories (e.g. DSA) Examples of Services and products provided by or through ODIS: Interrogation of catalogues describing OA data Domain specific filtering enhanced query experience addressing how the community searches for relevant data. They might want to filter on repository type (NODC, ADU, thematic, or by capabilities of that repository, e.g. archive, assigns DOIs?, ) Supports a dynamic query of content Concerns: is their query sent just to ODIS or to all contributors? Assume hybrid model similar to GEOSS Gi-Cat? Ability to filter on geographic region (lat/lon, bounding box), depth, methodologies, data quality assessment (numerical, coded values), Code snippet/widget library for customizing/simplifying data harvest/access Examples of Services and products provided by the user(s): Value-added products, publications, based on data discovered through ODIS; feedback on ODIS services; advice on metadata, search experience based on how their community tends to identify relevant data. Use case 2: User: Industry looking for basic oceanographic parameters of a specific region Examples datatypes: wave data, meteo data, tidal data Examples of Products: Wave time series, wave scatter diagrams with probability of height and periods, wind and wave data, tidal regimes Examples of Services: ODIS should at least provide an overview of available data and products and online access path (API, URL, web service)and/or related contact information Examples of Services: ODIS can assist in identifying the proper datacenter for long-term archival of data collected by industry Use case 3 User: NGO, MPA managers Assist NGOs with identifying suitable system to share/upload their data. Probably, Yes Data brokered by ODIS should comply with FAIR (findable, accessible, interoperable, reproducible) Data brokered by ODIS should be available through interoperable services at respective institutions INVENTORY OF EXISTING SYSTEMS This agenda item was introduced by Ms Cyndy Chandler, IODE Co-Chair. The IOC Secretariat prepared a list (September 2017) of data sources ( HYPERLINK "http://www.iode.org/data-national" http://www.iode.org/data-national) based on the IODE Network (NODCs and ADUs) and sent that to Mr Hernandez prior to the meeting. Mr Hernandez reported that the URLs included often do not lead to data holdings but required deeper browsing. The total of data systems in the page is 316 which is considerable. If a further analysis is done then the total may well be four times as much. Mr Ouellet referred to the MCDS asking whether ODIS would be linked to this. Discussions emerged regarding the inclusion of specific NODC holdings in ODIS rather than referring to a higher level system like SDN. Mr Gorringe welcomed the extensive list available as It provides information on many holdings that were largely unknown. Reference was made also to WODB and the ICSU WDS. The Group noted that It is currently unclear what national data entities contribute to what regional and global systems. This may result in duplicates or near duplicates. The Group decided that this mapping should be a task for ODIS that will provide the information on existing links to regional or global systems. The Group reviewed also the page  HYPERLINK "http://www.iode.org/data-global" http://www.iode.org/data-global which lists regional and global data sources. It was noted that the list focuses only on observations, not experimental data. The Group recommended that also experimental data should be within the focus of ODIS (noting that the existing data centres probably have these data but they should be flagged as experimental data.). The same may apply for some genomic and taxonomic data. The consensus of the Group was that ODIS should strive to be inclusive of all types of ocean data and information. The Group recalled its previous discussions on models. The Group requested that a disclaimer should be included on the page indicating that the page is not complete and should invite corrections. It was decided to refer necessary actions to agenda item 11 (next steps). The Group noted that, in addition to data sources, there should also be sources of information. Mr Spears referred to Neil Holdsworth (ICES) who collected information on relevant data web sites compiled for Horizon2020 (AORA) ( HYPERLINK "https://www.atlanticresource.org/aora/sites/default/files/GalleryFiles/Publications/AORA-CSA-WP11_European-Catalogue-verOct2017.pdf" https://www.atlanticresource.org/aora/sites/default/files/GalleryFiles/Publications/AORA-CSA-WP11_European-Catalogue-verOct2017.pdf). This compilation contained over 300 entries. The Group requested Mr Spears to request permission to use that list. Ms Isensee suggested to also focus on products. Maps and online atlases are examples, as are annual carbon budget, JCOMM report cards, aggregated data products. Reference was made also to EMODnet in this regard. Possibly the private sector (but also government departments) could be invited to provide information. Eg: tsunami inundation maps. The Group noted that ODIS should also deal with information and referred in this regard to the OceanBestPractices repository and similar IODE products/services. POTENTIAL OPTIONS: TECHNOLOGY REVIEW AND GAP ANALYSIS This agenda item was introduced by Ms Cyndy Chandler, IODE Co-Chair. Ms Chandler recalled that the simplest options would be a list of resources with URLs. She also recalled that we are not building a new data infrastructure. Given that we dont know what resources might be available to build ODIS, it makes sense to consider specifications for several options for ODIS. The participants considered three different potential options of an ODIS each with a different level of functionality. We also recall that the concept paper references an ODIP like (bottom-up) approach, one that leverages existing capabilities and does data and metadata harvesting from existing systems: NODCs, ADUs, and regional systems. Participants then discussed several potential options that would require increasing levels of effort and provide increasing levels of service and functionality: 1. Option 1: LIST of LINKS: a simple list of all data sources related to IOCs mandate This was already developed (see  HYPERLINK "http://www.iode.org/data-national" http://www.iode.org/data-national and  HYPERLINK "http://www.iode.org/data-global" http://www.iode.org/data-global). The Group concluded that this option is too limited and does not serve the requirements. 2. Option 2: REPOSITORY OF SOURCES: (structured and searchable) repository of sources Considerations: controlled vocabularies (categories, keywords, e.g. SDN P08:disciplines), metadata structure web-based input interface for submission of records web-based search interface provision of guidance/self-training materials Target communities: (see users above) Scientists (academic and private sector) Government agencies / policy makers IOC global and regional programmes NODCs and ADUs (learning from other systems) UN agencies, IGOs NGOs Industry The Group agreed that Option 2 will be the appropriate option for ODIS development. The Group then considered the question: Who will enter the information? Who is responsible for quality control? The Group recommended that the IODE community should play an active role by taking responsibility for the QC of entries. The first point of contact for a member state will be the IODE national coordinator for data management (data) and IODE national coordinator for marine information management (information). They should promote ODIS as widely as possible, will invite inputs into ODIS and provide user assistance as required. Anyone can enter a record online into ODIS but the IODE national coordinators (or others see above) will do the QC and will validate the submitted record. In countries where the IODE national coordinator for data management or information management cannot manage national inputs or there is none then another arrangement may need to be made through the IOC focal point. In this case an ADU could take on the QC task. In addition, the IOC global and regional programmes will be invited to provide additional sources and provide guidance on the development and application of ODIS. Additional notes: The system should include a visualization tool to show content gaps, regional and thematic coverage. The system should allow statistical reporting on national content contribution (relevant to GOSR categories) The system should attempt mapping of national contributions to regional and global systems. At later stage will it be possible to have a harvester to ingest metadata in addition to traditional manual entry. We will need to agree on some minimal level of quality (eg no simple web page with some csv files) Reference was made to the  HYPERLINK "http://RE3data.org" http://RE3data.org service. The meeting stated that the term data source should be clearly defined. It was noted that marine information resources can be submitted to OceanDocs or OceanBestPractices. Local online library document repositories can also be included in the system. When a new entry is submitted the system should then display the contact information for the responsible reviewer (IODE national coordinator for DM, MIM or IOC focal point or ADU contact point) Input will be needed from the IOC global and regional programmes in terms of controlled vocabularies, semantics and other thematic issues. The Group recommended that options to automate the discovery of sources should be investigated at some stage in the future. Taking into account the above discussions the Group recommended that ODIS should be named Ocean Data and Information Sources as a working title. 3. Option 3: CENTRAL DATA PORTAL: central portal allowing discovery and access of data Considerations: this system would allow access to the data, what level of data integration and/or harmonization should be done, what are the essential components of the search interface (search categories and filters), would it include both text and map browse? The Group concluded that option 3 is not realistic as an objective for ODIS now because of the substantial resource requirements. The Group noted that, while ODIS will not focus on developing Option 3 now, the content of ODIS based on Option 2 could contribute to an Option 3 regardless of where and how this will be implemented. SUMMARY TERMS OF REFERENCE OF ODIS This agenda item was introduced by Mr Peter Pissierssens. He explained that a brief report on progress with the work of the IWG will be required for the upcoming IOC Executive Council in July 2018 as part of the Report of the IOC Executive Secretary. Taking into account the limited time available for that report. The Group recommended to produce 1 slide that reflects progress of the IWG. The Group agreed on the following slide content: Title: IOC Ocean Data and Information Sources (ODIS) Description: ODIS will be an online browsable and searchable catalogue of existing ocean related web-based sources/systems of data and information. ODIS will also provide information on products and visualize the landscape (entities and their connections) of ocean data and information sources. ODIS will contribute to the objectives of the Agenda 2030, and in particular the UN decade on ocean science for sustainable development. Users: Scientists (academic and private sector), Government agencies/ Policy makers, IOC global and regional programmes, NODCs and ADUs, UN agencies, IGOs, NGOs, Industry (ODIS could be of use to educators (Ocean Literacy) as well but is not specifically designed for them). Deliverables/timing: Report of 1st meeting of the IWG: March 2018 Establishment technical task team: March 2018 Report on progress of work of the IWG during IOC EC: July 2018 Draft 2nd version of the concept paper: September 2018 Delivery of proof of concept: December 2018 Presentation of proof of concept during IODE-XXV for comments and further recommendations + agreement and draft decision concept paper: February 2019 Submission of final version of ODIS Concept Paper including cost/benefit analysis, costed project proposal and related draft decision for approval by IOC-XXX: June/July 2019 First release of operational ODIS: June 2020 (during UN Oceans Conference, Portugal) [depending on availability of resources] The Group requested the IOC Project Office for IODE to allocate one FTE month IT developer time to develop the proof of concept application, in cooperation with, and advice from, the Flanders Marine Institute (and the ODIS Task Team). COST/BENEFIT ANALYSIS This agenda item was introduced by Ms Cyndy Chandler, IODE Co-Chair. The Group decided to discuss resource requirements and cost/benefit analysis as part of the final version of the concept paper, noting that resource requirements will emerge from the experience with developing the proof of concept and its roll-out in the community. NEXT STEPS This agenda item was introduced by Ms Cyndy Chandler, IODE Co-Chair. The Group recommended to look at established metadata schemas such as Geodex.org (as used by  HYPERLINK "http://RE3data.org" http://RE3data.org) as a basis for the ODIS metadata structure. It was noted that as ODIS wishes to share content with others (GEOSS, INSPIRE,) the choice of schema will affect the amount of effort required to exchange information with other systems. The Group established a task team to undertake the following: Agree on metadata structure Agree on vocabularies Prepare description of work for the developer Provide guidance to the developer on interfaces Test the proof of concept application The Task Team will work between March and December 2018. It will work by email and other electronic methods. Membership of the Task Team will include Cyndy Chandler, Francisco Hernandez, Alessandra Giorgetti, Pieter Provoost, Mathieu Ouellet, Carlos Torres, Tobias Spears, Serge Scory, Taco De Bruin and Roger Proctor. The Group will be led by Francisco Hernandez. The Group requested that the Task Team should also invite feedback and advice from the IOC global and regional programmes. This will be coordinated by Ms Kirsten Isensee. ELECTION OF THE CHAIR The Group elected Ms Cyndy Chandler as Chair of the Group. ADOPTION OF THE SUMMARY REPORT The Group adopted the summary report of the meeting in plenary and requested the Secretariat to post the report on the IODE web site as soon as possible.
