DECISIONS TAKEN BY THE IOC ASSEMBLY ADMINISTRATIVE ARRANGEMENTS ADOPTION OF THE AGENDA DESIGNATION OF RAPPORTEUR SUMMARY DESCRIPTION OF THE IOC HARMFUL ALGAL BLOOM PROGRAMME HABP DEVELOPMENTS IN THE INTERSESSIONAL PERIOD: Chair IPHAB and Technical Secretarys summary report on activities and implementation of IPHAB-V decisions External reviewS: Identification of activities to be reviewed by IPHAB. NATIONAL STATEMENTS Panel Members will report on their national priorities for international cooperation on HAB. The National Statements will be summarized by the IPHAB Chair and Vice-chair into and overview of national priorities 2003-2006. Major Issues Requiring Intergovernmental Cooperation (INCLUDING INTERACTION WITH OTHER PROGRAMMES AND ORGANIZATIONS, AND REGIONAL COMPONENTS OF HABP) The aim is to stimulate a new effort at the regional level in HAB science and management, and coordination between the HAB community and other communities (GOOS, coastal managers, end users etc). The Panel will consider measures to i) add value to existing initiatives within capacity building which lead to improved quality and predictive potential of HAB-related data; ii) focus on research on HAB-related processes at regional scales; iii) make better use of HAB-related data gathered by coastal ocean observation systems within GOOS; and iv) better exploit regional networks. This agenda item will be organized as a series of Panels: Panel 1. Capacity building Chair: Yasuwo Fukuyo Introduction: Henrik Enevoldsen Strategic plan for HAB capacity building with identification of needs and which countries/organizations can be expected to take on responsibility for implementation of various components. Development of a framework for regional project clusters for upgrading national HAB management and monitoring capacity: This is a potential new IPHAB initiative for projects on institutional capacity building in HAB monitoring and management with a view to be presented to e.g. the World Bank, regional development banks, or similar major funding agencies. The role of IOC is coordination and intergovernmental framework. Panel 2. GEOHAB Research Programme: Chair: Patrick Gentien Introduction: same Information on advances re. GEOHAB and identification of IPHAB assistance required in developing the Implementation Plan, an International project Office (IPO), and implementation itself. An IPO is required to implement GEOHAB, and is sought established under the joint auspices of the IOC and SCOR. Some support has been committed, but supplementary support is needed. Panel 3. HAB Monitoring in Coastal GOOS: Chair: Kaisa Kononen Introduction: Adriana Zingone Upon request of COOP, the Panel will discuss how to assist in the process of developing and defining which information and data should be recommended to be part of a Coastal GOOS. (more detail to follow after COOP Meeting January 2002). Panel 4. Formulation/endorsement of specific objectives for regional activities Chair: Don Anderson Introduction: This will be based on reports and presentations from/by regional IOC HAB groups (WESTPAC/HAB, ANCA, FANSA, IOCINDIO) Panel 5. Seafood safety regulation coordination: Chair: Beatriz Reguera Introduction: Phil Busby Identification of incompatibilities among regulation in various major markets, and a plan of action to address these incompatibilities; Panel 6. Operation of the HAB Programme, role of the IPHAB and its future mission Chair: Rhodora Azanza Introduction: Henrike Enevoldsen /Adriana Zingone 6.1 Staff at the HAB Programme Office at the IOC Secretariat is crucial to focused development and implementation of the Programme. Member States are urged to consider financial support to, or secondment of, staff to the HAB Programme 6.2 Formulation of mission statement and objectives for the IPHAB the coming years. The statement should be drafted so it will serve as a tool to attract more Member States to coming sessions of the Panel. OTHER RELEVANT ITEMS The Panel will discuss any other proposal for activities.
