The committee is invited to consider the results of the ETDMP activities and also the proposal for revision of the ETDMP term of reference and ETDMP work plan for 2009-2011. Appendices: A. Mikhaylov, Chair of the ETDMP provided a presentation on the progress of the ETDMP work in the inter-sessional period. He noted that the work was aimed at fulfilling the IODE-XIX and JCOMM-2 recommendations. The main ETDMP activity was comcentrated on the followung directions: (i) finalizing the E2EDM technology; (ii) participating in establishing the IODE/JCOMM Standards Process; (iii) development of the IODE Ocean Data Portal Project and design of the ODP-WIGOS Pilot Project for IODE and JCOMM. Mr. Mikhaylov noted further that the most significant outcomes were achieved with the E2EDM technology: (i) existing software components have been upgraded and new software components have been developed for discovery metadata generation and metadata/data interchange between non-homogeneous distributed marine data sources. The E2EDM documentation (11 documents) has been upgraded ( HYPERLINK "http://www.oceandataportal.net" http://www.oceandataportal.net); (ii) operational testing of the technology has been made on the basis of the ocean and marine data systems of VLIZ (Belgium), RIHMI-WDC (Russia), Ifremer(France), Met Ofice (UK); (iii) a training course on E2EDM has been provided in the IOC Project Office for IODE (Oostende, Belgium, 22-25 October 2007) to promote the establishment of E2E data providers. The course was attended by 15 participants from 9 countries. The ETDMP participated in establishing the JCOMM/IODE Ocean Data Standards Pilot Project aimed at developing the standardization process for ocean and meteorological data management. The ETDMP will play an important role in this Pilot Project making the necessary arrangements to review and adopt the standards as well as to continue their management, including updating. This issue is discussed in detail under Agenda Item 5.1.3.3. Following the Recommendation of IODE-XIX.4 (The JCOMM/IODE Ocean Data Portal Project) documentation on the implementation of the Project and the Ocean Data Portal (Version 1) have been developed on the basis of the E2EDM technology ( HYPERLINK "http://www.oceandataportal.net" http://www.oceandataportal.org). It includes the integration server, which harvests metadata of data providers and provides an access to data sets of data providers. This issue is discussed in detail under Agenda Item 5.1.3.4. Cooperation has been established with the WIS prototype and interoperability of the E2EDM and WIS has been tested. In the future this activity will be carried on through the OAean Data Portal and receive a new impetus under the ODP-WIGOS Pilot Project for IODE and JCOMM. This issue is discussed in detail under Agenda Item 5.1.3.5. Mr Mikhaylov also presented the information about the ETDMP membership renewal, proposals for revision of the ETDMP terms of reference and working plan for 2009-2011 bearing in mind new responsibilities assigned to ETDMP. The Committee expressed its strong satisfaction with the great progress made by the ETDMP with respect to the E2EDM technology and IODE ODP v.1 development, and agreed that the work carried out by the ETDMP was a good illustration of the rationale for the joint ownership of the ETDMP by IODE and JCOMM. The Committee recognized that the future role of the ETDMP would be expanded bearing in mind new responsibilities of ETDMP, adopted by  HYPERLINK \l "REC10" Recommendation IODE-XX.? on the revision of the ETDMP Terms of Reference and recommended to submit new Terms of Reference to JCOMM-III. Annex: JCOMM/IODE ETDMP Revised Terms of Reference The JCOMM/IODE Expert Team on Data Management Practices in close collaboration with the WMO/CBS subsidiary bodies, IOC/IODE Officers and related experts, shall: In coordination with the IODE Officers manage the process of adopting and documenting standards and best practices to be used in JCOMM/IODE data management. Review and assess the effectiveness of end-to-end data management practices, including integration and consideration of new techniques and approaches; In concurrence with the co-Presidents of JCOMM, chair of the Data Management Coordination Group and IODE Officers establish as appropriate Task Teams and Pilot Projects to undertake the work of the Expert Team on Data Management Practices; Direct and coordinate the activities of subsidiary Task Teams and Pilot Projects; Provide advice to the Data Management Coordination Group and other groups of JCOMM, as required; Liaise and collaborate with other groups as needed, to ensure access to required expertise, appropriate coordination and to avoid duplication. Appendix A The ETDMP restructuring proposals For a long period of time the work of the ETDMP has been focused on the development of the end-to-end technology and for the moment the tasks set in 2004 have been accomplished and the E2EDM technology has a sufficient status to build and support the operation of the JCOMM/IODE distributed marine data system. The continued development of the end-to-end technology is very important, but it is necessary to take into consideration new requirements to ETDMP identified by the projects established in 2007-2008: IODE/JCOMM Standards Process Pilot Project, IODE Ocean Data Project, ODP-WIGOS Pilot Project. This document provides a brief overview of the above projects in the light of their requirements to ETDMP and gives proposals on the ETDMP restructuring and organizing its activities accordingly. 1. ETDMP related Pilot Projects 1.1. IODE/JCOMM Standard Process Pilot Project The IODE/JCOMM Standards Process should provide validation and acceptance of oceanographic and marine meteorological data management standards. It is planned to implement the project by the following groups: Originators of the standards should document and submit the standards as well as take into account all the comments and recommendations concerning the evaluation and other aspects of the submitted standards; ETDMP - should make the internal review of the standards on the submitted stage, regulate testing of the Standard Process on the submitted, proposed and recommended stages and provide the relevant follow-up management on the use stage; IODE Project Office should (a) develop the relevant Web-sites (Web-based tools) to host the adopted standards, (b) arrange the external discussions, comments, etc.; (c) provide the process of acceptance at the recommended stage. Following the IODE/JCOMM Standards Forum decisions the ETDMP should provide the interim evaluation and support of the Standards Process. 1.2. IODE Ocean Data Portal The objective of the Ocean Data Portal is to facilitate and promote the exchange and dissemination of marine data and services. The Ocean Data Portal will deliver a standards-based infrastructure that integrates marine data and information provided by a distributed network of IODE NODCs/WDCs as well as the resources provided by other systems operating in the IODE application domain (OBIS, SeaDataNet, etc) . The IODE-XIX established the Ocean Data Portal Project by Recommendation IODE-XIX.4 (adopted by IOC-XXIV) defining that the project will be implemented with the help of the following work packages: WP1 - Project coordination and management; WP2 - Standards development package; WP3 - Portal implementation package. The responsibility of ETDMP under this Project includes the following: WP1 ETDMP members will participate in the Steering Group which defines the ODP development and establishment paths and provides the best conditions for that. WP2 - development of the ODP standards is full responsibility of ETDMP. These standards should largely be based on results of the IODE/JCOMM Standards Process. WP3 ETDMP should play a central role in the ODP implementation developing (adaptation exists) the ODP components, realizing portal functions and building the IODE distributed data system on basis of the IODE network in close cooperation with the IOC Secretariat and IODE Project Office. Besides data inter-exchange between the ODP and other similar system should be organized. 1.3. JCOMM Pilot Project for WIGOS The Pilot Project is aimed to contribute standards, tools, marine data and products to the development of the WIGOS/WIS. In order to avoid duplication and to promote collaboration between the IODE Ocean Data Project and the JCOMM Pilot Project the DMCG-3 meeting (March 2008, Oostende, Belgium) recommended to establish the joint ODP-WIGOS Pilot Project for IODE and JCOMM. Three deliverables are expected in the project plan: 1.Document and integrate instrument best practices and related standards; 2. Build marine data systems that are interoperable with the WIS; 3. Promote quality management and standards. With respect to the ETDMP field of activities the Pilot Project specifies the following actions: Deliverable 1 - define and agree on common standards and processes to manage the instrument/platform metadata to ensure consistent and better quality data to both the broad user and modelling communities. This work should be done in close cooperation with JCOMM expert teams (META-T, VOS/VOSC and etc.); Deliverable 2 - build a distributed marine data system and provide its interoperability with WIS. The goal is to provide an access to marine meteorological and oceanographic data to serve a number of applications, including climate applications, in an integrated way via the WIS. The Ocean Data Portal (version 1) based on the E2EDM technology will be used to establish the distributed marine data system using the IODE and JCOMM infrastructure. Deliverable 3 prepare and submit the ocean and marine meteorological standards to be adopted via IODE/JCOMM Standards Process. 1.4. IODE MEDI Programme The Marine Environmental Data Inventory (MEDI) is a catalogue system for marine datasets within the framework of the IODE programme. Metadata has now become an important component of a number of IODE projects (ODP, WIGOS, ODS) and it is important that the MEDI implementation becomes a part of the overall IODE strategy for data discovery. It is proposed that the future development and administration of the MEDI should be managed by the IODE/JCOMM ETDMP. 1.5. Interaction between Projects The above Projects are aimed to develop methods and tools for marine data integration and sharing and therefore they are interconnected to a considerable extent. The basic points of interaction and complementary activities of the Pilot Projects are given below: IODE/JCOMM Standards Process will provide the interoperability infrastructure for building the IODE ODP (standards development package) and for implementing the JCOMM Pilot Project for WIGOS ( best practices and standards and making marine data systems and WIS interoperable ); IODE ODP Project will provide the construction and operation of a distributed marine data system based on the IODE NODC/DNA network and this system and corresponding portal services will provide data and information exchange with WIS and other systems; Involving JCOMM data sources into the ODP distributed data system under the JCOMM Pilot Project for WIGOS will promote information completeness of the ODP system. 2. ETDMP structure and membership The new ETDMP structure and membership format is based on  HYPERLINK \l "REC2" Recommendation IODE-XIX.2 (Strategy and Structure of IODE Groups of Experts). The proposed ETDMP structure (Fig.1) uses the task-oriented approach and includes three groups: Management group; Task Team for Standards Task Team for ODP The responsibility of the ETDMP Management group includes coordination and management of the ETDMP activity and linking the ETDMP with other similar projects, initiatives and systems. The membership (up to 5) includes: The ETDMP chair; The chairs of Task Teams; The chair of the IOC Intergovernmental Oceanographic Data and information Exchange (IODE) committee;. Representatives of JCOMM Programme Areas and of other expert bodies may be invited, as appropriate, with the concurrence of the co-presidents of JCOMM and the chairperson of the IOC Committee on IODE, and with no resource implications to the IOC/WMO. The Task Team for Standards is to provide: the JCOMM/IODE Standards Process in the field of the ETDMP responsibility: to conduct the review and adoption of standards as well as to continue their management, including updating; the WP 2 (partly) of the IODE Ocean Data Portal with respect to the metadata profile discovery and work on common vocabularies; Deliverables 1 and 3 of ODP-WIGOS Pilot Project. To fulfil the above work the membership (up to 5) of this Task Team should include a TT chair and up to 4 members responsible for: (1) metadata discovery and ISO-related standards; (2) the instrument/platform related standards; (3) the thematic standards (applied codes, dictionaries and etc.); (4) the data QC standards. The experts from the IODE, JCOMM and WMO bodies may be invited with no resource implications to the ETDMP budget. The Task Team on the ODP is to provide: the IODE Ocean Data Portal (WP 2 partly and WP3); Deliverable 2 of the ODP-WIGOS Pilot Project.
