The working plan and the budget are provided. Some main achievements and problems faced by the ODINECET as well as tasks for implementation in 2009-2010 are described in the Appendix. Appendices: A: ODINECET PROGRESS REPORT 2007-2008 and TASKS for 2009-2010 DRAFT TEXT FOR INCLUSION IN THE SUMMARY REPORT This Agenda Item was introduced by Mrs. Olga Akimova, the ODINECET Project Coordinator. Mrs Akimova recalled that the ODINECET network constituted a capacity building strategy for Eastern and Central European countries linking training, equipment and operational support in a regional context. The project is product- and service-oriented and uses a multi-stakeholder approach and composed of 6 IOC Member States: Bulgaria, Croatia, Estonia, Poland, Russia, Ukraine and one observer country: Latvia. It is also noted that the network is still focuses on Marine Information Management only. Mrs Akimova informed the Committee that starting in 2006 and for 3 years of activity ODINECET has achieved some main results which can be summarized as the following: Three Training courses in Marine Information Management (Basic, Intermediate and Advanced levels) have been held, hosted and sponsored by the UNESCO/IOC Project Office for IODE in Oostende, Belgium in 2006, 2007 and 2008. The Regional Marine Information Management Training course for ODINECET members from Russia and Ukraine was back-to-back with the EURASLIC XII Conference in Crimea, Ukraine 2007 and sponsored by the UNESCO/IOC Project Office for IODE also. Regional Training course was held at the Institute of Biology of the Southern Seas (IBSS) for 4 Ukrainian Libraries (14-16 July, 2008). The Training course was attended by 5 participants from marine libraries of Ukraine. Lectures were on themes of Marine Information management and practicum in the use and management of CEEMaR. After the Training two libraries have started collaboration in CEEMaR. ODINECET participants have already developed a product called ECET UNION Catalogue of Serials. This catalogue gives access to the information about serials available at the ODINECET-Group aquatic libraries. In 2008 the e-repository for ODINECET CEEMaR (Central and Eastern European Marine Repository) was established and hosted by the Institute of Biology of the Southern Seas (IBSS). Because CEEMaR is developed as e-repository for several institutions from different ECET region countries it has structure similar to OceanDocs. By now eleven institutes participating in the ODINECET project have joined the repository-associated activities. The Training Course (Advanced level) which was held at the UNESCO/IOC Project Office for IODE in Oostende, Belgium (3-7 Nov., 2008) made the work in the CEEMaR more fruitful and resulted in as many as 102 original documents put into the repository by the end of December 2008. In conclusion Mrs Akimova outlined the activities planned for implementation in 2009-2010: (i)To continue developing of the ECET Union Catalogue of Serials Project inputting new data and involving new participants. To consider supplying the catalogue with foreign periodical titles being stored in the libraries of the ODINECET project participants. (ii) To continue submission of the relevant documents into CEEMaR from each involved ODINECET participants and its developing. To invite for collaboration in CEEMaR other Institutes of the ODINECET group. (iii)To establish National Marine Information training centers on the basis of advanced marine libraries in each ECET country/region with functions of organizing national training courses, seminars, individual consultations, etc., taking into account the language barrier. Equipment provision for the ODINECET project participants Actions (1): In cooperation with the IODE Project office to identify possible sponsors for technical support (computers, scanners and printers) to the aquatic libraries which need such equipment. To prepare a project for providing scanners to the libraries which take part in the ODINECET repository project and to present it to EURASLIC. Implemented in 2008 Two organizations - EURASLIC (Equipment Grant) and ASFA Trust Fund - were requested for support to pay the essential equipment. Projects substantiating the purchase of computers and scanners were prepared and submitted to EURASLIC (Equipment Grant) and ASFA Trust Fund. The written request for purchasing computers and scanners was discussed and approved at the 2nd meeting of the EURASLIC board held 18 February 2008 at the Institute of Oceanography in Paris, France. It was decided that the proposal should come from the institute for a certain project development, i.e. the initiative should come from the institute or the library. The sponsorship should also be partial in order to have financial and policy involvement of the institute. The following conditions for financial support were agreed: Financial commitment on the side of the Institute applying for grant. Partial funding of the project. Part of the grant should be paid in the beginning and after presentation of a progress report the final payment should be remitted. Demand for equipment should come from projects. The project outline should be presented - budget, terms, deliverables, timeline. Presentation of a report explaining what has been done with the equipment. Project report and acknowledgments. This proposal does not exactly fit for the goals and tasks of CEEMaP project: the scanners and computers are needed not to crown the project but to begin its implementation because updating the repository is a continual process and takes much time. Nearly all the involved institutes are not satisfied with the principle of partial funding. Therefore it was decided to have talks with the EURASLIC board to simplify the request/application procedure (Equipment Grant). Actions (I1): On behalf of the IOC/IODE to prepare a formal letter to the Institutional authorities in the ODINECET region, which libraries and information departments are involved in the Project, with the request to support them in implementing this project and in particular to supply them with contemporary technical equipment. Implemented in 2008 IOC/IOD information letter was prepared and send to the Institutional authorities of the ODINECET region, which have libraries and information centres participating in the project the request for assistance, in particular, in organizing up-to-date automation of working places. The letters were dispatched in June 2008. Debates during the training course (3-7 Nov., 2008, Oostende, Belgium) made it clear that some organizations had not received those letters. It was suggested to compile the list of such organizations and to send the letters there again. Objective 2: To support the development of national aquatic information centers and national/regional projects 2.1 Identifying and involving new participants into the ODINECET Project Actions: To strongly urge the National Representatives from the participating countries and activate the participants in the ODINECET project to provide detailed information about the ODINECET activities to the marine libraries in their countries and collect feedback about their state and needs. Implemented in 2008. A leaflet describing the ODINECET project was composed and distributed among potentially interested marine libraries in Russia and Ukraine; the English version is to be improved. By now the only library in Ukraine that has joined the ODINECET project and CEEMaR is that in YugNIRO (Kerch). To learn about the present state of aquatic/marine libraries in Russia the national co-ordinator from Russia has used questionnaires, which later were sent to the ODINECET project coordinator for examination. A survey of the situation with marine libraries in Poland was made. More information on the ODINECET marine libraries is to be gained and placed on the special web site. 2.3 Creation of ECET Institutional e-repositories and an ODINECET repository (Central and Eastern European Marine Repository (CEEMaR) Actions: To give an opportunity to the aquatic libraries and information centers involved in the ODINECET project which cannot create their own repositories to input publications of their institutes using the IBSS technical base. To create unified web interface for access to publications stored in the electronic repositories of the institutes involved in the ODINECET project. The name of the ODINECET repository is suggested to be Central Eastern European Marine Repository (CEEMaR). This system will be a harvester for the ODINECET repositories. Implemented in 2008 Nowadays the e-repository for ODINECET CEEMaR is established and hosted by Institute of Biology of the Southern Seas (IBSS). Implemented in 2008 This objective is under discussion and decision-making. The project on organization and establishing the training centres in Ukraine and Russia is under discussion. The Institute of Biology of the Southern Seas (IBSS) has been operating as a training center for some time: the Regional Training course was held at the scientific library of IBSS for 4 Ukrainian Libraries on 14-16 July, 2008. The Training course was attended by 5 participants from: Institute of Hydrobiology (Kiev, Ukraine), The Marine Hydrophysical Institute (Sevastopol, Ukraine), The Karadag Nature Reserve (Crimea, Ukraine), The Southern Scientific Institute of Marine Fisheries and Oceanography, or YugNIRO (Kerch, Ukraine). Lectures focused on Marine Information management and practicum in the use and management of CEEMaR. After Training two libraries, The Karadag Nature Reserve and YugNIRO, joined collaboration with CEEMaR. Objective 4: Assist with the development and dissemination of aquatic information, responding to the needs of the scientific community OceanExpert promote the input of the ECET-data into the directory of marine and freshwater professionals Actions: To recommend the National MIM Representatives in the ECET region to promote OceanExpert and disseminate information to marine and freshwater professionals in their regions. To assist the scientists to input their personal data in the OceanExpert. Implemented in 2008 Compared with the beginning of the year, the passed six months were marked by good results. The words of praise should be said about our colleagues from YugNIRO (Kerch, Ukraine) who recently joined the project, and the series of actions undertaken at the Institute of Biology of the Southern Seas (Sevastopol, Ukraine). Positive changes were reported from the Institute of Hydrobiology (Kiev), SakhNIRO (South Sakhalinsk, Russia), and the Fisheries Institute (Gdynia, Poland). Today 40%, or 94 of 235 experts from the ODINECET region involved in the OceanExpert database are from our group. At the same time one should admit that only some of the participants engaged in the ODINECET project were really active this year; the rest of the group should take the activities on promotion of the expert database with greater seriousness.
