The duties of the Technical Secretariat for the Alliance were initially performed by the Sub-Commission of the Intergovernmental Oceanographic Commission – IOC, for the Caribbean and Adjacent Regions – IOCARIBE. From the year 2005, the General Secretariat of the CPPS has performed the work of the Technical Secretariat of GRASP. To date, GRASP is comprised by 29 scientific and academic agencies of the region, 7 from Colombia, 6 from Chile, 7 from Ecuador and 8 from Peru, and by the International Centre for El Nino Research –CIIFEN, with seat in Guayaquil, Ecuador. GRASP has established National Focal Points in charge of coordinating the tasks of the member agencies in each country. In Colombia this function is performed by the Colombian Oceans Commission – CCO, in Chile by the Navy Hydrographic and Oceanographic Service – SHOA, in Ecuador by the Navy Oceanographic Institute – INOCAR and in Peru by the Hydrographic and Navigation Institute – DHN. At CIIFEN coordination is achieved though INOCAR and the Grasp Technical Secretariat, since their headquarters are in the city of Guayaquil. Extraordinary and ordinary meetings are another part of the work in GRASP. In 2006-2008 period, GRASP has formally convened on three occasions. GRASP invites the “GOOS Alliance for the Caribbean – IOCARIBE GOOS” and the “Oceanographic Alliance for the Tropical Southeastern Atlantic – OCEATLAN” on a permanent basis to coordinate activities and exchange experiences within the common framework of compliance of the objectives of GOOS. The First ordinary Meeting of GRASP was held with the financial support of the IOC and the International Meteorological Organization - WMO in Lima, Peru, in June 2007. The progress and the general status of development of the Alliance was discussed; the Terms of Reference were examined and approved for the development of the Strategic Plan of GRASP; and the results of the participation of GRASP at the III Global Forum of the GRAs were informed. The representative of OCEATLAN invited the participants of GRAPS to join the ANTARES network. The Second Ordinary Meeting of GRASP was financed by the CPPS and took place in Cartagena de Indias, Colombia, in April 2008, with the participation of representatives from the IOC, IGOOS, and IOCARIBE-GOOS. At the meeting, the preliminary agenda for the IV GRA Forum was revised, the report by the Chairmanship on the intersessional progress made by the Alliance was delivered, highlighting the arrangements made with the IODE to obtain a web page hosting for GRASP to facilitate the dissemination of its operational products. Three MOU projects were also presented: between “GRASP and IOCARIBE-GOOS”, “GRASP and OCEATLAN”, a tripartite MOU between “GRASP-IOCARIBE-GOOS-OCEATLAN”. The IOCARIBE-GOOS Technical Secretariat expressed its conformity with the Memorandum of Understanding between IOCARIBE-GOOS and GRASP, which was signed on October 25th, 2008 at the X meeting of IOCARIBE, in Puerto La Cruz, Venezuela. A work Group comprised by the representatives of the members agencies of the 4 countries and CIIFEN, leaded by DHN of Peru, presented a progress report on the development of the Strategic Action Plan of GRASP. The group was tasked with the incorporation of the observations put forth during the meeting for its approval in due time. The meeting concluded with the revision of the tasks to be included in the Plan of Activities for GRASP 2008-2010. The operational products included in the GRASP web page are: The Climate Alert Bulleting – BAC of the ERFEN Program, that contains a description of the main parameters of the coupled ocean – atmospheric system of the Southeast Pacific; the Sea Surface Temperature Anomaly chart developed by INOCAR; the wave, speed and wind direction forecasts coordinated by DHN of Peru; the Seasonal Rain Forecast provided by CIIFEN and the Wind Fields provided by the Pollution Control Centers of the Pacific – CCCP of Colombia. Intersessionally, coordination work continued with the members agencies for the publication and maintenance of the products in the GRASP web page; the arrangements with the IODE to obtain web page hosting were finalized. Invitations to join GRASP were extended to new institutions and agencies from member countries, with emphasis on liaising with the private sector; the duties of the Work Group charged with preparing the Strategic Plan for GRASP continued as well as the work aimed at supporting the local organization of the IV Global Forum of GRAs. In view of the importance of establishing a regional data base, the CPPS hired and trained a Systems professional in March, 2008, to support the activities of GRASP, among other duties. Colombia, on its part, announced that efforts are being made to develop a data base, and offered to share such results and experiences with GRASP. The CPPS organized a “Workshop for the development of a Project for the Establishment of a Regional Tsunami Early Warning System for the Southeast Pacific” (Lima, Peru), in February 2008, with the support of the IOC. As the VI Ordinary Assembly of the CPPS, held in November of 2007, the member countries gave the CPPS General Secretariat the mandate to continue supporting GRASP, especially for the organization of the IV Global Forum of GRAs, considering that this forum is one of the key activities of GOOS, and an opportunity to exchange information on practices and experiences and to identify the need for capacity building and sources of funding. The prospects and priorities of the GRASP Strategic Plan of Action include: Establishing a regional sea level network, taking advantage of the existing capacities in the 4 countries. Improving data information exchange in coordination with the other regional alliances, especially with IOCARIBE-GOOS and OCEATLAN, taking advantage of contributions such as the recent Spanish translation of “Ocean Teacher”. Developing and implementing a regional policy for the use of sensors and buoys, in view of the liaisons with other extra regional bodies such as the laboratory of Oceanic Buoys TDOINPE/NATAL and the Flops project. Developing a multi-threat early warning system with an initial emphasis on tsunamis. Integrate the work of GRASP with the work of GEO 2010-2011. Support the approval of a data exchange policy as proposed by the CPPS for the region to facilitate the exchange of data bases and information collected among the members of GRASP. The General Secretariat of the CPPS considers it necessary to integrate the results of the ERFEN Program and the Plan of Action for the Protection of the Coastal Marine Environment of the Southeast Pacific, adapting them to the demands of GOOS in the region. This change requires the approval of the member countries that participate in such programs. GRASP considers that its coordination mechanism have reached a good level of development; nevertheless, its operational actions are deficient and require improvements. This meeting of Regional Alliances of GOOS allows the alliance to learn and strengthen themselves through the exchange of experiences. The CPPS and the IOC, with the support of UNEP, and the collaboration of the IMO and the International Strategy for the Reduction of Disasters have organized a High Level Meeting of the member countries of the CPPS and Panama on Climate Change and its impacts on Marine and Coastal Ecosystems of the Southeast Pacific on November 28th, 2008. The Presidents and representatives of the Regional Alliances of GOOS have been invited to attend this meeting. Likewise, the CPPS, as Executive Secretariat of the Plan of Action for the Protection of the Marine Environment and Coastal Areas of the Southeast Pacific, coordinated with UNEP the X Global Meeting of the Regional Seas Program, to be held simultaneously with the present Forum. The agenda of the High Level Meeting of the member countries of the CPPS and Panama on Climate Change and its Impacts on Marine and Coastal Ecosystems of the Southeast Pacific envisages the presentation of recommendations and conclusions by a representative of the IV Global Forum of the GRAs and the X Global Meeting of Plans of Action and Regional Seas Program. Since the common denominator of the three meetings is Climate Change, GRASP considers it important to take advantage of the opportunity to issue a Joint declaration of the IV Global Forum and X Meeting of the Regional Seas Program, to maximize the positive impact on the governments of our countries that will convene on November 28th in this same venue.
