Jarraud Secretary-general World Meteorological Organization (WMO Headquarters, Geneva, Switzerland, 9 March 2009) Dr Craig Donlon, Coordinator of the JCOMM Services Programme Area Coordination Group, Distinguished Members of the Group, Ladies and Gentlemen, It is my pleasure to welcome you, on behalf of the World Meteorological Organization and the Intergovernmental Oceanographic Commission, to the WMO Headquarters and to Geneva today on the occasion of the opening of the fourth session of the JCOMM Services Programme Area Coordination Group. The oceans cover about two-thirds of the Earths surface and oceanic phenomena have major impacts on the marine coastal environment and socio-economic activities in these regions. A large percentage of population inhabits the coastal regions and often depends for their livelihood on coastal resources and the marine environment. They are especially vulnerable to marine meteorological extreme events. The oceans are also under stress due to the pressures of coastal development, industrial pollution and over-fishing. For those working at sea or simply living near the coast, forecasts of maritime weather and ocean conditions are extremely important. Rough seas, high waves and storm surges can be dangerous to mariners. Ocean currents and winds can transport and disperse oils slicks and other forms of pollution. Changes in ocean temperatures can also significantly affect the marine ecosystem, from plankton to fisheries. Understanding, monitoring, mapping and predicting maritime weather and ocean conditions therefore offer the opportunity for adequate management of the coastal zone and effective planning of marine activities, and provide important information for early detection and warning of marine-related hazards. For millenniums, the worlds oceans have provided a medium for transport, trade and commerce, and this is of even greater importance in the modern world. The oceans provide the environment for a substantial proportion of the Earths bio-diversity and have long been recognized as major components of the global climate system. Meteorological and oceanographic data and services are vital to the understanding, protection and sustainable management and exploitation of the global ocean and coastal environment, and the National Meteorological Services have an increasing role to play in delivering the relevant information. The National Meteorological Services of a large number of maritime countries, for many years have been engaged in the provision of marine meteorological forecast and hindcast services in support of the requirements of users in a whole range of maritime activities (shipping, fisheries, offshore mining, commerce, coastal engineering, construction, recreation, etc). In recognition of this, to address both the requirements of National Meteorological Services for ocean-related services and the rapid developments that were occurring in measuring, analysing and forecasting techniques of the ocean, the WMO established in 1951 the Commission for Marine Meteorology (CMM), a services focused application commission, which preceded the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM), created in 1999. The WMO has been attempting to introduce substantial reforms as a continuing process in internal management while enhancing the Secretariat's support to Members and the technical commissions, particularly by strengthening all the crosscutting issues. The Marine Meteorology and Oceanography Programme is, by nature an important component of the WMO's major programmes, achieving the relationship between WMO and IOC, through the JCOMM. JCOMM has a long-term, far-reaching and innovative vision to benefit the global community in the coordination, regulation and management of a fully integrated global marine system that uses state-of-the-art technologies and capabilities. It is responsive to the evolving needs of users of marine data and products and enhances the national capacity of all maritime countries. The strategy for making this vision a reality will be through continuing and enhancing collaboration between the WMO and the IOC. I have noted that your meeting will address key issues relevant in the preparation of the upcoming third session of JCOMM, including the development of the JCOMM Services Programme Area work plan for the next intersessional period in alignment with both the WMO and the IOC Strategic Planning, and focusing on the priorities of the parent organizations.
