In accordance with Resolution XXV-13, which authorized the Executive Council, at its 43rd Session, to produce a draft IOC Biennial Strategy for the 20122013 biennium, the Executive Council is invited to provide guidance to the Secretariat for the preparation of the Draft Programme and Budget for 20122013. This will be the last biennial programme and budget document falling within the period of the Medium-Term Strategy 2008-2013, to be considered and adopted by the Assembly at its 26th session in 2011.  Introduction In order to provide a timely input to the planning process for producing the Draft UNESCO Programme and Budget for 20122013 (Draft36C/5) (see Appendix on the roadmap and timetable), the Assembly, at its 25th session, through Resolution XXV-13 authorized the Executive Council, at its 43rd Session, to produce a Draft Biennial Strategy for the 20122013 biennium. This is the third and last strategic document under the IOC Medium-term Strategy 20082013. For the 20122013 biennium, the issue before the Executive Council will primarily be the biennial priorities and preliminary programme orientations, rather than the budgetary and financial aspects, with a view to guiding the preparation of the Programme and Budget for 20122013. On the basis of the Draft Biennial Priorities and Implementation Strategy for 20122013, the Executive Council is also invited to provide guidance to the Executive Secretary for the preparation of the Draft IOC Programme and Budget for 20122013 to be submitted to the Assembly at its 26th Session in 2011, and in particular on the following issues: The role of IOC as the competent body and focal point for ocean matters in the United Nations system; Guidance provided by the United Nations, including General Assembly resolutions, the Plan of Implementation adopted by the World Summit on Sustainable Development (Johannesburg, 26 August4 September 2002), the UN Development Goals and global conventions, and specific calls to IOC made by other United Nations agencies and programmes; Cooperation with partners in the United Nations system, other multilateral and bilateral partners, including funding agencies, the civil society and the private sector; Adherence to UNESCOs role and functions and its global priorities for Africa, Gender Equality, and Small Island Developing States; The need to ensure an adequate balance between global and regional/subregional activities and between intergovernmental coordination, standard-setting, and operational activities; Opportunities of an interdisciplinary approach both within IOC and within UNESCO; The need to ensure programmatic continuity, taking into account the recommendations of the IOC governing and subsidiary bodies and the results of programme evaluations. The Draft IOC Biennial Priorities and Implementation Strategy for 20122013 will be guided by a result-based approach and measurable performance indicators. Draft IOC Biennial Priorities and Strategy The Draft IOC Biennial Priorities and Implementation Strategy 20122013 is built around the four High-level Objectives adopted by the Medium-term Strategy 20082013 (Resolutions EC-XXXIX.1, XXIV-2, EC-XLI.5, XXV-14). Based on indications already provided by IOC Governing Bodies and recommendations from Subsidiary Bodies, and taking into account emerging issues and programme continuity, the Secretariat has compiled a preliminary list of biennial priorities and expected results for consideration by the Executive Council. High-level objective 1 Prevention and reduction of the impacts of natural hazards Recognizing the IOCs role, for over four decades, of effectively coordinating the Pacific Tsunami Warning System [PTWS], the United Nations General Assembly has mandated the IOC as the lead agency for coordinating the planning and implementation of tsunami early warning and mitigation systems. Increasing vulnerability to natural disasters in the coastal zone poses a major threat to sustainable development, and affects lives and livelihoods. The United Nations system-wide implementation of the Hyogo Framework for Action on Disaster Resilience 20052015 guides IOC in defining crucial partners and objectives in the end-to-end tsunami early warning systems it coordinates. Awareness of natural hazards, preparing for minimizing the risks and involving all relevant national entities are part of any fast warning systems.
