Following this workshop, 19 IOC Member States in the IOCARIBE and South America decided to collaborate with the following main goals: Activate a cooperative network on Ocean Data and marine Information management Assess the current and potential state of development of national data and information centers Provide capacity-building on Ocean Data and Marine Information management Provide ocean data and information products and services which support Operational oceanography, Coastal Environmental monitoring and coastal management Implement an integral Action Plan to improve the existent capacity on Ocean Data and Marine Information Management. As early as 2001 Latin American librarians stressed the need for information exchange programs. The establishment of ODINCARSA offered immediate advantages to many Latin American Libraries: ODINCARSA assisted many libraries by sponsoring IAMSLIC membership, because to be able to make use of the Z39.50 system, the library has to be an IAMSLIC member. In 2003, to better address the needs of Latin American marine libraries, and to foster cooperation the IAMSLIC association, the Latin American Regional Group was established in Mazatlan, Sinaloa, Mexico. The Group started with 22 members, and now has 40 members from 12 countries. The Latin American IAMSLIC Group developed a very important cooperative information resource: the Latin-American Regional Union List of Serials, which includes more than 8,350 holdings, records from 17 libraries across the region. Other outcomes of ODINCARSA on information management are the development of OceanDocs Latino, the e-repository of scientific publications for the ODINCARSA region and the Portal Ocenico (which is not being developed at present time). ODINCARSA-LA MIM ACTIVITIES 2009 Last December 7-10, 2009, a second ODINCARSA Planning Meeting was held at the Instituto de Investigaciones Oceanolgicas (IIO) of the Universidad Autnoma de Baja California with representatives from nine IOC Member States (Argentina, Chile, Colombia, Cuba, Ecuador, Mexico, Panama, Peru and Uruguay). During the meeting the status of ODINCARSA, data and information management capacity, needs and requirements were assessed, the main goals and objectives were reviewed and an implementation plan was discussed and agreed upon. The work plan 2010-2012 considers the main project and the need to address societal issues and the role of librarians in ways to address these issues (a complete detail is included in IOC Workshop Report No. 225). The meeting noted that the current name of the project Ocean Data and Information Network for the Caribbean and South America region does not correctly represent the membership of the project as it excludes IOC member states in Central America. It was therefore agreed to rename the project acronym to ODINCARSA-LA (ODINCARSA Latin America). It was agreed that this change should be reflected in the web site. The meeting appointed one regional coordinator for Data Management and another for Marine Information. Bearing in mind the terms of reference for IODE regional coordinators the meeting designated Mr. Ariel Troisi (Argentina) as ODINCARSA regional coordinator for Data Management and Ms Andrea Cristiani (Uruguay) as ODINCARSA regional coordinator for Marine Information Management, both for a period of two years. ODINCARSA-LA MIM Main goals 2010-2011 To continue fostering cooperation between Marine Libraries in ODINCARSA-LA region. To officially appoint MIM delegates from each ODINCARSA-LA country. To promote ODINCARSA-LA and IOC activities in the region to facilitate and improve access to the scientific literature within our region and with other countries worldwide. To foster capacity building by promoting learning opportunities (internships, mentoring programs and assistance to training courses) for marine information professionals in theODINCARSA-LA region and announcing the Ocean Teacher Academy courses on MIM. To help Marine Libraries to implement better IT tools to manage their libraries (new information technologies, IMLS software, and repository software). To strengthen the links of the Marine Libraries of the region with IAMSLIC: ODINCARSA-LA will support the membership of institutions in the region for the next two years; signing the IOC/IODE- IAMSLIC MOU. To continue updating Latin American catalog holdings in the IAMSLIC Z39.50 Distributed Library in order to share our holdings with the world community. To conform the Latin American Serials Catalog of Aquatic and Marine Science. To continue developing and contributing to OceanDocs repository: new graphic interface, increase input, increase the number of participant institutions, ensure sustainability of the repository on the long run. To provide free access to the existent electronic resources on Marine information to the interested public of the ODINCARSA region. ODINCARSA Website A new ODINCARSA web site (www.odincarsa.org) is being developed using dynamic content management technology (Joomla), enabling all project partners to contribute content, and for the regional coordinators to manage the site. It was not possible to migrate past content from the old ODINCARSA web site, so content has to be input manually, which is more time-consuming for the managers. OceanDocs Latin America The ODINCARSA members are playing a key role in the regional contribution to the Digital repository of Marine Publications: OceanDocs (HYPERLINK "http://www.oceandocs.net"http://www.oceandocs.net). Present state of OceanDocs Latin America has a total of 1199 documents in the repository (by 17 May 2010). Participation by country: ARGENTINA (314 documents) CHILE (78 documents) COLOMBIA (246 documents) CUBA (177 documents) ECUADOR (305 documents) MEXICO (11 documents) TRINIDAD & TOBAGO (15 documents) URUGUAY (54 documents) New institutions that joined OceanDocs Latino in 2009: Centro de Investigaciones Biolgicas del Noroeste, S.C. MEXICO (11 documents) Instituto Antrtico Chileno (INACH), CHILE (11 documents). The amount of documents deposited in OceanDocs has been decreasing in the last period: In the period July 2007 July 2008 a total of 648 documents were deposited in the repository. From August 2008 to present, a total of 341 documents were deposited. Further development and long term sustainability of OceanDocs repository is a concern that some participant institutions had expressed during this intersessional period. Further development for OceanDocs: Graphic Interface As one of the expected outcomes, the group came up with the idea of a graphic interface which could link a map with the information contents already in the repository. To do that we have to add geographic coordinates to the metadata in order to make accessible the documents by clicking on the map. Other project that the group agrees on is to make available via Internet a searchable database with serial titles on marine sciences published in Latin America.
