Implementation of Resolutions adopted by the Twenty-fifth Session of the IOC Assembly (1625 June 2009) No.Resolutions XXV-___Implementation1Ninth Meeting of the IOC Advisory Body of Experts on the Law of the Sea (IOC/ABE-LOS IX)(i) Circular letters were sent inviting IOC Member States to reply or update responses, as appropriate, to Questionnaire No. 3 on the practice of States in the fields of marine scientific research and transfer of marine technology ( HYPERLINK "http://www.ioc-unesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=4548" IOC Circular letter 2316), and asking for IOC Member States views on whether any additional work is necessary to follow up Marine Scientific Research: A Guide for the Implementation of Relevant Provisions of UNCLOS and to report to the 43rd Session of the Executive Council (CL 2340). (ii) The IOC-Secretariat has contracted a consultant and is providing appropriate support and assistance to IOC/ABE-LOS. In order to provide a sustained assistance to IOC/ABE-LOS it will be necessary to receive financial support form the IOC Member States. (iii) The IOC Secretariat has initiated the analysis of IOC/ABE-LOS modus operandi, achievements according with their terms of reference and is preparing an evaluation of ABE-LOS in agreement with the criteria provided by the UNESCO Internal Oversight Service (Evaluation Section).2IOC Regional Subsidiary BodiesThe Working Group on this subject, decided by the Assembly, was created and will report to the Assembly at its 26th Session, in 2011. The Chairs of the Regional Subsidiary Bodies will meet on 7 June 2010. Re-activation of IOCINDIO and IOCEA: IOCEAVI session was held in Accra, Ghana (2830 March 2010) (See report IOCEA-VI/3) and decision were made on the process to establish a self-supporting IOCEA regional project office. IOCINDIO-V will be organized from the UNESCO regional office in Doha and should take place in Oman in December 2010.International Oceanographic Data and Information Exchange (IODE)Follow-up to para. 184: The IOC Assembly, during its 25th Session instructed the Executive Secretary to investigate ways and means to organize a regional workshop in order to review the objective of ODINCARSA, to prepare a new work plan and to select a new coordinator. The ODINCARSA Latin America sub-regional Planning Meeting was held at the Universidad Autnoma de Baja California, Ensenada, Mexico between 710 December 2009. The meeting prepared a detailed work plan and budget for 2010-2013 and identified two regional coordinators: one for data management and one for information management. Follow-up to para.186: The Assembly instructed the IODE Committee to closely monitor implementation of the IOC Oceanographic Data Exchange Policy and to regularly report to it on this matter. It urged IOC partner organizations, programmes and projects to plan for, and implement, an active data and information management component in close collaboration with IODE. Information on the national implementation of the Policy is included in the national reports submitted for each IODE Committee Session. Follow-up to para. 187: The Assembly expressed concern about the changes taking place in the ICSU system of World Data Centres (WDCs) towards a World Data System and the impact of these changes on the long-term secure archival of data which is assured by the WDCs. ICSU established the ad hoc Strategic Coordination Committee on Information and Data (SCCID). Dr Bel Hassen-Abid (IODE Co-Chair) was invited to participate representing IODE. One of the objectives of the SCCID is to provide strategic guidance in relation to management and stewardship of scientific data and information. IODE is also represented in the WDS Scientific Committee through Dr Lesley Rickard (IODE Past Chair). The IODE Officers (March 2010) recommended that the WDS should link to the ocean community through the IODE Ocean Data Portal (v2). The former World Data Centers Oceanography could have regional (eg ODIN) or thematic responsibilities and focus on specific services. The Officers recommended that the WDC Oceanography Silver Spring should continue its global focus, developing WOD (World Ocean Database) and WOA (World Ocean Atlas). A document detailing these recommendations will be prepared for presentation during the upcoming CODATA conference (Cape Town, South Africa, October 2010). The matter will be further discuss at IODE-XXI (March 2011) Follow-up to para. 188: will be reviewed by IODE-XXI and submitted to IOC-XXVI.4The Ocean Biogeographic Information System (OBIS)The "OBIS Strategy and Work Plan Meeting" was held in Ostend, Belgium, 1820 November 2009. The meeting agreed on a new governance structure for OBIS within IODE: (i) an IOC Project Office for IODE/OBIS will carry out the tasks of the OBIS Secretariat; (ii) an IODE Steering Group for OBIS will replace the Regional OBIS Nodes Managers Committee; (iii) an IODE Group of Experts for OBIS will replace the Science Board and International Committee. Terms of Reference for the IODE Group of Experts for OBIS were prepared and the Group was established (at no cost to the Commission). Member States were invited to contribute to a multi-source account within the IOC Special Account ( HYPERLINK "http://www.ioc-unesco.org/index.php?option=com_oe&task=viewDocumentRecord&docID=4888" IOC Circular Letter 2333 of 16 February 2010). Preparatory discussions have been held between IOC and Rutgers University (1518 February 2010) to establish the IOC Project Office for IODE/OBIS at Rutgers University. IODE-XVIII already revised the Terms of Reference of IODE and expanded their scope to include all marine and data and information. The IODE Officers concluded that no further modification of the Terms of Reference is required.Tenth Session of the IOC Sub-Commission for the Caribbean and Adjacent Regions (IOCARIBE)Request to create a post of IOCARIBE Secretary: Consideration will be given to it when full-time dedicated positions are considered for regional offices within the draft 36C/5.Seventh Session of the IOC Regional Committee for the Western Indian Ocean (IOCWIO-VII)Develop and implement the fourth phase of the ODINAFRICA project. The proposal for a fourth phase of the ODINAFRICA project, entitled Integrated Data and Information Products and Services for the Management of Oceans and Coastal Zones in Africa was developed in consultation with the participating countries. The FlandersUNESCO Science Trust Fund approved funding of US$3.545 million to implement the project in the period 20092013. Support the collection of core data, on bathymetry, coastal topography, and socio-economic parameters, required for the development of models. This work is underway. Training in the implementation of DST continued in 2009, with an awareness-raising and data-collection workshop in the IOCEA region. This was a follow-up to the Loango proposal-writing meeting, and addressed the use of DST for better management of the coastal zones. Institutions in the WIO region moved on to the implementation phase of DST activities, identifying funding sources and initiating six projects in four countries addressing coastal and marine management issues. Baseline reports on aspects of the ecosystem, driving processes, and stakeholder needs have been prepared at these sites, as part of the project. Support the establishment of a UNESCO Chair in Marine Technology (847) at the University of Dar-es-Salaam, Tanzania. The Director of the Institute of Marine Sciences, Dar-es-Salaam, Dr Margareth S. Kyewalyanga, was appointed to the Chair in September 2009. Organize activities to celebrate the 50th Anniversary of IOC in the region, in conjunction with the Eighth Session of the Regional Committee for the Western Indian Ocean. The Secretariat is currently discussing this with IOCWIO Member States and other partners in the region with a view to agreeing the dates and venue for the session, which will now be held in the first half of 2011.International Thermodynamic Equation of Seawater (TEOS-10)The IOC supported, through extrabudgetary funds provided by the USA, a final meeting of the SCOR/IAPSO WG-127. The full version of the TEOS-10 manual entitled The international thermodynamic equation of seawater 2010: Calculation and use of thermodynamic properties is in press and will be available by the time of the 43rd Executive Council as IOC Manual and Guides, 56. The shortened and simplified version, Users Guide requested by member states will be published in 2010, translated into all IOC languages, and widely disseminated. An announcement for publication in oceanographic research journals, signed by the presidents of SCOR, IAPSO and IOC, is in preparation.IOCICES Study Group on Nutrients Standards (SGONS)The Joint IOCICES Study Group on Nutrient Standards (SGONS) has been formed with Michio Aoyama (Japan) serving as Chair and David Hydes (UK) as Co-chair. There are sixteen additional members representing Belgium, Canada, France, Japan, The Netherlands, the UK, and the US. The 1st IOC-ICES Study Group on Nutrient Standards (SGONS) meeting was held 23-24 March 2010 at UNESCO, Paris, France. Thirty-five researchers representing eleven different countries met to help develop an International Nutrients Scale System (INSS) using RMNS solutions. A workshop report will be available by June at HYPERLINK www.ioccp.org www.ioccp.org SGONS began conducting stability testing of reference material of nutrients in seawater (RMNS) between ten laboratories in April 2009 and will be completed in April 2010. In addition, M. Aoyama, visited Scripps Institution of Oceanography, with travel support from the IOC, in October 2009 to provide about 400 bottles of RMNS for use during 2009-2010 P6 revisited cruise in the South Pacific Ocean as well as a previous P6 revisited cruise in 2003 by JAMSTEC.Integrated Coastal Research Nutrient Export from Watersheds User Scenario Evaluation (NEWS2USE)A broad cross-cutting Steering Committee has been established for the activity and includes in addition to the required scientific and management expertise representatives of SCOR, IGBP, and UNEP/MAP. First ToR of the SC is to organise a stakeholder workshop as requested by the Assembly. Timing will depend on how soon the SC and the Secretariat has successfully identified the necessary sponsorship from Member States as the WS is not feasible based on Regular Programme funds alone. PS: note that progress is not being reviewed until 2011.Ninth Session of the IOC Intergovernmental Panel on Harmful Algal Blooms (IPHAB)Within the IPHAB Work Plan 20102011 effort s are initially focused on i) launching of the 5th Core Research Projects of GEOHAB which address benthic dinoflagellates causing ciguatera, ii) on strengthening the regional IOC HAB networks, in particular the North African HANA and in close cooperation with ROPME a new regional HAB network for the ROPME Region; iii) delivery of three training courses in 2010, and iv) development of the Harmful Algal Information System jointly with IODE to which effect a workshop will be held at the IODE PO in February to assess and plan in detail progress that can be made within available resources and what progress will require new extra-budgetary funding. As foreseen the HAB Programme has been assigned a programme specialist post within the 35C/5 to replace the extra-budgetary funded post as programme coordinator. Future arrangements for the IOC Programme Office at University of Copenhagen are being investigated with the partners.Enhancing IOC Capacity-DevelopmentHaving considered the Secretariat Report on the Capacity-development Sections Programme, Structure and Activities, the Assembly adopted Resolution XXV.11, by which it requested the Executive Secretary to take adequate measures to enhance the implementation of the IOC capacity-development strategy by: Identifying new sources of financial support.. in particular in Africa, SIDS and LDCs. This has been done through CL 2339 as asking Member States for contribution to the IOC Special Fund. I have also met with some Permanent Delegations and made the case to continue support to the second phase of Capacity-development that addresses Decision Support Tools for understanding coastal zone processes. The USA has supported 4/5 fellowships in honour of the IOC 50th Anniversary Celebrations for young African scientists who will identify capacity-development needs in their countries. Enhancing harmonization of CD activities across programmes and sections. Through allocation of specific resources for this purpose and encouraging increased involvement of Member States is an on-going process and we are slowly gaining traction in a few areas. The Capacity-development section is working very closely with the Ocean mapping group in the Italian-funded COASTMAP-IO project, conducting joint workshops and networking their different communities on shallow water bathymetry, inundation mapping and Risk assessment. Similarly there has been close interaction with the sea level programme through those Norwegian-funded scholarships that were awarded to scientists in East Africa. The training on sea-level science is also useful for them when running numerical models for decision support tools. At the level of planning, the section gave inputs for the workshop on storm surges ensuring that CD principles were followed. Continuing to incorporate national and regional priorities to CD programme. This has been the crux of the Capacity-development programme especially in Africa and has been core to all activities there - the funded project from ReCoMaP on Empowering Communities in Tanzania, the numerical modelling workshops for coastal planning, and a similar workshop in Cameroon. Engaging experts in-country training to address national priorities. This has also been a core activity, starting with the advanced leadership workshops for the last 3 years and more recently in the numerical modelling as we have approached this in a training-for-trainers mode. Local experts are used in more than 50% of our workshops. Cross-cutting activities in capacity-development. These have been elaborated in the Work Plan for 2010-2011, to ensure that there is transparent account of a coherent treatment of associated activities. The cross-cutting nature of the activities is available in an associated Information document. The Assembly also urged Member States to contribute resources for, and increase their involvement in, the implementation of the IOC Capacity-development strategy. We seek to act within the principles that engagements of sustainability, ownership, effectiveness and efficiency. We constantly emphasise this when targeted funding is received form member states so that we are not inadvertently distracting scarce human resources in developing countries from their main priorities.Programme of Action for GOOS 20102011The IOC is actively ensuring that both IOC and UNESCO points of view are well represented in the development of the future Global Framework for Climate Services (GFCS), an outcome of the World Climate Conference 3 (WCC-3, 31 August - 3 September 2009, Geneva). The development of the GFCS, under the lead of the WMO, is also being followed closely by the IOC co-sponsored programmes WCRP and GCOS so that they can respond appropriately. The IOC has participated in meetings defining the GFCS, to ensure that climate services are developed in a broad sense, including information from and impacts in the ocean, and considering the social and cultural contexts. The GCOS-GOOS-WCRP Ocean Observations Panel for Climate (OOPC) took the lead in preparing the ocean chapter of the GCOS Progress Report on the Implementation of the Global Observing System for Climate in Support of the UNFCCC 2004-2008 (GOOS No. 173), which was presented to the 30th meeting of the UNFCCC Subsidiary Body for Scientific and Technological Advice (SBSTA, June 2009, Bonn). SBSTA welcomed the report and noted that priority should be given to "finding new mechanisms for ensuring sustained long-term operation of essential in situ networks, especially for the oceanic and terrestrial domains, that are presently supported by project-timescale research funding". OOPC took the lead in preparing a revision to the ocean chapter of a revised Global Climate Observing System (GCOS) Implementation Plan, including estimations of cost, which was presented as a draft to the UNFCCC 15th Conference of the Parties (COP-15, December 2009, Copenhagen). The IOC also engaged delegates to COP-15 with an exhibit on ocean observations for climate research, monitoring, prediction, and adaptation. A brochure was produced on The Global Ocean Observing System A summary for policy makers. The brochure is being translated to several languages. The IOC Executive Secretary has continued to make presentations on GOOS, in particular to understanding climate processes and climate change, at relevant major international conferences, including UNFCCC, regional fora and in developing countries. Most recent presentations were given at the side events at the COP-15 meeting, and GEO CZCP meeting in Benin. Despite substantial cuts to the overall GOOS budget, the level of support to regional activities, including through IOC decentralized offices, has remained strong, and support for Africa has been substantially increased. A fixed term post (Regular Programme) was recently announced. This post will have a focus on GOOS Africa, and it is expected to be filled shortly.Global Coordination of Early Warning and Mitigation Systems for Tsunamis and Other Sea-Level-Related HazardsA summary of actions taken on the recommendations contained in each of the summary reports follows: ICG/IOTWS-VI Exercise IOWave09 was held on 14th October 2009. 18 countries participated and 5 countries took the exercise down to community level. A post-exercise evaluation has been conducted and a report is under preparation. The RTWP Task Team (RTT) and Working Group 5 have met twice to address key issues such as the watch content of RTWP bulletins, definition of coastal forecast zones, and the harmonisation of performance indicators. The target date for the transition from the Interim Advisory Service to the RTWP service is Q2 2011. The Task Team on Working Group Structure and Terms of Reference produced its report for presentation and discussion at ICG/IOTWS-VII. The 6 Working Groups continued with their work plans and 3 of them held formal intersessional meetings, while the other 3 concentrated on training activities. Guidelines for Tsunami Risk Assessment and Mitigation for the Indian Ocean: Knowing Your Tsunami Risk - and What to Do About it, developed by Working Group 3, were published as IOC Manuals and Guides No. 52 and were circulated to the Member States. Working Group 3 with support from UNDP conducted a regional workshop on Tsunami Risk Assessment and Mitigation in Bangkok, November 2009, using Risk Assessment Guidelines (IOC M&G No. 52) as the training framework. The workshop was attended by over 50 participants from 17 countries. Consultants have been hired to develop a website with delivery date close to EC-43. ICG/CARIBE EWS-III: Concrete plans to install sea level monitoring stations in Limon (Costa Rica), Curacao and the East Coast for Dominican Republic (Punta Cana). Seismic data exchange has continued to improve in the intersessional period. SOPs are progressing well within the framework of the ODFDA/CDEMA TCHWS project. A TsunamiReady Summit will take place in Mayaguez, Puerto Rico (USA) the second week of May 2010 The Government of Barbados made a formal offer to UNESCO, to host CTIC. The Secretariat discussed with UNDP implementation options for CTIC under the Italian cooperation project entitled Enhancing Resilience to Reduce Vulnerability in the Caribbean. This project has an implementation delay. Funding has been made available for training activities and WG meetings: Seismic Networks Operators training and WG1 meeting in January 2010, ComMit training in May 2010. As well the Secretariat developed a proposal for Caribbean Tsunami Risk Assessment. ICG/CARIBE EWS-V was held in Managua, Nicaragua on 15-17 March 2010. The session elected re-elected Dr Lorna Inniss (Barbados) as Chairperson and elected new vice-chairs for the period 2010-2011. The ICG-V decided to conduct a joint CARIBE Wave 2011 and LANTEX 2011 exercise in the Western Atlantic, Caribbean and Adjacent Regions on March 23rd, 2011. ICG/NEAMTWS-V: 21 sea level stations have started contributing to NEAMTWS through the IOC Sea Level Monitoring Facility providing 1-min data in real time ( HYPERLINK "http://www.ioc-sealevelmonitoring.org" www.ioc-sealevelmonitoring.org). The 6th session of the Mediterranean and Black Sea Hydrographic Commission (MBSHC) of the International Hydrographic Organization (IHO) (Odessa, 22-24 September 2009) adopted two recommendations pertaining to NEAMTWS (access to sea level data and coastal bathymetry) and MBSHC will report progress on the actions at its next meeting in 2011. Member States have nominated 23 Tsunami National Contacts (TNCs) and 23 Tsunami Warning Focal Points (TWFPs). The Task Team on Regional TWS Architecture held its fifth meeting on 18-19 March 2010 and is working towards the completion of the Users Operations Guide for the NEAMTWS. The Task Team on Communication Test Exercises held its first meeting on 19 March 2010 and is organizing 2 communication test exercises for the candidate Regional Tsunami Warning Centres in 2010. The determination of the areas of responsibility of the candidate Regional Tsunami Warning Centres remains an unresolved issue. ICG/NEAMTWS-VI was held in Istanbul, Turkey on 11-13 November 2009. The session elected the ICG/NEAMTWS officers for the next two intersessional periods. ICG/NEAMTWS-VI established a Tsunami Information Centre for the North-eastern Atlantic, the Mediterranean and connected seas (NEAMTIC) at the IOC Secretariat. A proposal for funding has been submitted to the European Commission. 2nd meeting of the TOWS-WG: All three Inter-ICG Task Teams were established with nominees from each of the four ICGs. IOC Chairman selected from among the nominations a Chairman for each of the three Inter-ICG Task Teams. Ongoing work will be reported under item 6.1 of the Executive Council. In a nutshell all three Inter-ICG Task Teams are working to deliver their results through TOWS at the IOC XXVI Assembly. Coordination with GLOSS and DBCP is done on a permanent basis. GLOSS decided that there is no need to change their Terms of Reference as the needs of sea level monitoring for tsunami warning purposes are been addressed within the current Terms of Reference. Vandalism: This was addressed through the UNESCO liaison office in New York and also through DOALOS. Vandalism of deep-ocean moored buoys used to monitor tsunamis is reflected in UNGA resolutions A/RES/64/71 - Oceans and the law of the sea & A/RES/64/72 - Sustainable fisheries (...). The issue of vandalism has been addressed at the UN General Assembly in 2009. It has also been raised by the ITP at the DBCP meeting in Paris, Sept 2009. TSU is constantly consulting and coordinating with GLOSS and DBCP. High-priority science issues in the development of early warning and mitigation systems for tsunamis and other sea-level-related hazards and define contributions from IOC programmes and scientific and technical subsidiary bodies in the context of the Programme and Budget for 20102011 Addressed at TOWS WG-3 where all ICG Chairs are members (see document IOC/TOWS-WG-III/3). Consultation with appropriate seismic networks: Signed Agreement with CTBTO, ongoing discussions with IRIS to sign an Agreement. The CTBTO is currently contributing data from close to 40 stations, representing three of the four CTBT verification technologies (seismic, hydroacoustic and infrasound), to regional tsunami warning centres in Japan and the United States (Alaska and Hawaii), and to national tsunami warning centres in Australia, Indonesia, Malaysia, the Philippines and Thailand.
