[POSTPONED] BBNJ Side Event: Conceptualising the Clearing House Mechanism to support the conservation and sustainable development of ABNJ
Summary

The most recent text of the internationally binding legal instrument (ILBI) for the conservation and sustainable use of ABNJ highlights the central role that a Clearing House Mechanism would play in an efficient, pragmatic, and equitable agreement. This side event aims to present an initial visualisation of how a Clearing House Mechanism could be structured to serve the BBNJ process and to incite reflection and discussion from a user point of view on the desirable elements of an effective future Clearing House Mechanism. Using the current activities of the Intergovernmental Oceanographic Commission of UNESCO (IOC/UNESCO) as a starting point, it presents ongoing advances in the development of a Clearing House Mechanism structured around the main elements of the BBNJ negotiation process. It then presents the views of different actors including national delegations, scientists, and the private sector in relation to a future Clearing House Mechanism. These presentations would focus on needs, challenges, and opportunities that should be considered in further development of a Clearing House Mechanism. The session concludes with a plenary discussion to identify additional functionalities and elements that could be integrated into a future Clearing House Mechanism to optimise its utility for a wide range of actors.
