My research examines whether coastal and marine governance systems are capable of coherently managing the complexity of dynamic coastal ecosystems within a fragmented federal legal structure. Drawing from constitutional foundations, especially from those nations with colonial origins, my research investigates how overlapping inter- and intrastate legal frameworks - including environmental, planning, biodiversity, fisheries, and coastal protection laws - interact across the land–sea interface. Using an interdisciplinary methodology combining Complexity Science, Meaning Analysis, Coherence Analysis, Validation, and semiotic inquiry, my studies evaluate not only the structural and operational effectiveness of our legal systems, but also the underlying meanings, assumptions, and governance logics embedded within legal language and institutional design. Particular attention is given to how legal categories such as “coast,” “protection,” “environment,” and “significant impact” shape regulatory behaviour and influence ecological outcomes.
My research typically argues that many contemporary governance challenges - such as fragmentation, duplication, cumulative impact blindness, and weak systems integration - are not merely administrative failures, but arise from deeper constitutional, semantic, and institutional structures.
Ultimately, my research work explores whether existing legal frameworks can meaningfully govern complex adaptive coastal systems under accelerating pressures from climate change, biodiversity decline, and socio-economic development.
