Activities

1. River Protection and Restoration

  • Prevent illegal river encroachment and restore natural river flow.
  • Recover occupied riverbanks, wetlands, canals, and floodplains.
  • Ensure ecological connectivity from upstream rivers to estuaries and coastal zones.
  • Promote sustainable dredging to maintain navigability and sediment balance reaching the Bay of Bengal.

2. Pollution Control for Marine Protection

  • Monitor and reduce industrial, municipal, agricultural, and plastic pollution entering rivers.
  • Establish river-based pollution control systems to prevent contaminants from reaching the Bay of Bengal.
  • Coordinate with environmental agencies to reduce:
    • heavy metals,
    • untreated sewage,
    • ship waste,
    • microplastics,
    • chemical runoff.
  • Promote “source-to-sea” pollution management.

3. Conservation of Estuaries and Coastal Ecosystems

  • Protect estuaries, mangroves, and coastal wetlands connected to rivers.
  • Support conservation of the Sundarbans and other coastal ecosystems affected by upstream river degradation.
  • Monitor salinity intrusion and ecological changes caused by altered river flow.

4. Integrated River–Ocean Governance

  • Develop policies linking river conservation with marine and coastal management.
  • Coordinate with:
    • Ministry of Water Resources,
    • Ministry of Environment,
    • Department of Environment,
    • Bangladesh Inland Water Transport Authority (BIWTA),
    • Blue Economy Cell,
    • coastal authorities.
  • Promote integrated watershed and coastal zone management.

5. Climate Change and Disaster Resilience

  • Address river erosion, flooding, cyclones, and sea-level rise through ecosystem-based river management.
  • Improve freshwater flow to reduce coastal salinity and protect coastal livelihoods.
  • Support climate adaptation strategies for riverine and coastal communities.

6. Protection of Biodiversity and Fisheries

  • Conserve aquatic biodiversity from rivers to marine ecosystems.
  • Protect migratory fish species whose life cycles connect rivers and the Bay of Bengal.
  • Reduce habitat destruction affecting freshwater and marine fisheries.

7. Research, Monitoring, and Data Systems

  • Conduct research on river pollution transport to the Bay of Bengal.
  • Develop national databases on:
    • river health,
    • sediment flow,
    • marine pollution pathways,
    • coastal ecosystem impacts.
  • Use GIS, satellite monitoring, and water-quality surveillance systems.

8. Blue Economy and Sustainable Development

  • Support sustainable river transport and environmentally responsible economic activities.
  • Protect river systems essential for ports, fisheries, tourism, and coastal livelihoods.
  • Integrate river conservation into Bangladesh’s Blue Economy strategy.

9. Public Awareness and Community Participation

  • Raise awareness about the connection between river pollution and marine degradation.
  • Encourage community-based river and coastal conservation initiatives.
  • Promote citizen participation in protecting waterways from source to sea.

10. Legal and Institutional Strengthening

  • Strengthen enforcement powers of the NRCC.
  • Develop legal frameworks recognizing rivers, estuaries, and connected marine ecosystems as ecologically interconnected systems.
  • Establish accountability mechanisms for polluters affecting both rivers and the Bay of Bengal.
