Hydrometeorological Center for the Black and Azov Seas (HMC BAS) is one of the most important divisions of the Ukrainian Hydrometeorological Center, reporting to the Ministry of Emergency Situations of Ukraine.
HMC BAS provides hydrometeorological services and support to state authorities, local governments and the public, the Armed Forces of Ukraine, industrial and economic organizations, civil aviation enterprises on domestic and international routes, enterprises and organizations of the maritime industries of Ukraine in the Azov-Black Sea basin, and other consumers of hydrometeorological information and products.
The main tasks of the HMC BAS are:
1. To ensure meteorological, hydrological, agrometeorological, marine, and upper-air observations, background radiation, and basic observations of chemical and radioactive pollution of the environment, as well as the collection, processing, and generalization of the obtained information.
2. Prepares meteorological and hydrometeorological weather forecasts, hydrological regimes of water bodies, hazardous and natural hydrometeorological events, agricultural crop yields, and short-term water temperature and ice forecasts on the coast of the Northwestern Black Sea.
3. Prepares long-term forecasts and consults on river and reservoir water regime components.
4. Provides information on high and extremely high air, surface, and seawater pollution within the Odessa region, as well as nearby and monitored areas of the sea.
5. Tests and implements new and modernizes existing hydrometeorological forecasting methods, instruments, and equipment for the Azov-Black Sea basin, independently or jointly with relevant research institutions, and organizes employee development.
6. Provides operational and methodological guidance to:
- marine forecasting and observation organizations of the Ukrainian Hydrometeorological Center involved in hydrometeorological support and maintenance;
- meteorological stations in the Vinnytsia, Kirovohrad, Mykolaiv, Kherson, and Odessa regions on the observation of meteorological elements and weather phenomena.
