• Experience in the formulation, analysis, development, evaluation, conduction of institutional evaluations in human rights, management and coordination of international and inter-institutional (government and non-government) assistance projects in human rights, peace, justice, security, social cohesion and vulnerable groups in Latin America, funded by the UN, EU and other international organizations.
• Institutional design and planning in human rights matters and management by results.
• Development and Implementation of inter-institutional technical assistance (TA) in Latin America in the areas of justice, peace and security for the EU and other organizations focused on human rights, including the Network of National Human Rights Institutions (NHRIs) of the Americas, the International Coordination Committee (ICC), Iberoamerican Federation of Ombudsman (FIO), and the International Ombudsman Institute (IOI).
• Experience in mediation, conflict resolution and conflict management between public and private entities, as well as providing fora suitable for these purposes. Participation in academic, government and non-government network building and in related multidisciplinary work (e.g., rule of law, peace and security).
• Provision of technical advice, assistance, and legal research on both substantive and procedural aspects of public international law and human rights, as well as on access to justice, as part of final resolutions issued by national human rights institutions in Latin America.
• Preparation of studies, reports and articles on human rights, politics, and democracy for government institutions, NGO’s and international assistance organizations.
• Formulation, design and preparation of syllabi, academic plans and programs for academic and government institutions.
• Analysis of criminal case files, identifying and evaluating issues related to judicial efficiency and performance within the Mexican judiciary to inform the content and focus of international assistance projects.
• Legal consultant on the international procedures of the Inter-American system of human rights, including civil and political rights, economic, social and cultural rights, as well as access to justice, migration, rights of women and other vulnerable groups, and environmental rights.
• Provision of legal assistance to vulnerable groups and migrants.
• Representation of Mexican citizens in cases alleging human rights violations in foreign countries.
• Elaboration of reports for Latin American institutions on the human rights situation in Mexico, which was included in their submissions to various Treaty Organs of the United Nations.
• Design and implementation of a variety of international assistance projects funded by the EU in Latin America from proposal and tender stages through implementation. Extensive knowledge of relevant European technical assistance standards and procedures.
• Specific experience in international cooperation projects funded by the EU in Mexico, Colombia, Honduras and knowledge of European regulations for its implementation.
• Lecturer on capacity building in public international law and human rights at various academic institutions in Latin America and Europe.
• Expert and rapporteur at various international seminars and conferences; organization of national and international events, with the participation of international organizations, government officials, and non-governmental representatives from various countries.
• Experience since 2004 in managing technical teams in the framework of international cooperation, both as government representative and international consulting, which have required sensitivity and conflict resolutions and multicultural relations in Latin America and Europe specifically. Experience in the preparation of technical assistance reports, methodologies under the project approach and designing logical frameworks, preparation and review of payment dossiers within the framework of European cooperation.
• Excellent communication skills at a high inter-institutional level in Mexico, Latin American and internationally too (representative of Mexico in international for a, such as Switzerland, Spain, Canada, Paraguay, Antigua & Barbuda, Austria and Honduras, on issues related to justice and human rights).
• Ph.D. topic has a strong research and analysis component regarding the Law of the Sea.

My professional work has drifted away from the Law of the Sea, since I obtained my law degrees. In both cases I wrote a thesis on law of the sea issues. Unfortunately, I have been limited to my lecturing and personal research. Now that I am enrolled in a PhD programme, my activities are centred now back on the law of the sea. I am still inspired to continue researching on the LoS by my experience with my professors' work, late Barbara Kwiatkowska and Fred Soons, both at the University of Utrecht.
