The Second Maritime Safety Services Enhancement Workshop (MSS-2) will be held from 18 to 22 August 2014, at the conference room of the Amora Hotel, Wellington, New Zealand, at the kind invitation of the MetService of New Zealand and the Land Information New Zealand (LINZ). Following the First MSS workshop (May 2010, Melbourne, Australia), this event is organized with the goals of;
- enhancing the quality of marine forecast and warning services provided in the framework of the IMO/WMO Worldwide Metocean Information and Warning Service (WWMIWS), in support of the Global Maritime Distress and Safety System (GMDSS) ;
- sharing techniques for the application of the Marine Weather Forecasters Competence Framework, which is under preparation by WMO through the experts of JCOMM, for the preparation and delivery of meteorological MSI services;
- in particular, through a joint session with the Sixth Meeting of the World-Wide Navigational Warning Service Sub Committee (WWNWS-6) of the International Hydrographic Organization (IHO), stimulating interaction between METAREA and NAVAREA Coordinators for quality-assured and consistent service provision for safety at sea. A joint session of METAREA and NAVAREA Coordinators is anticipated on 19 August 2014.
This event is jointly organized by WMO and International Hydrographic Bureau(IHB). The documents concerning logistical information (including the hotel reservation form) are prepared by the Land Information New Zealand (LINZ) for both WWNWS-6 and MSS-2. Participants are expected to make their own accommodation arrangements, by using the provided information (see here).

- 1 - OPENING OF THE WORKSHOP
- 1.1 - Opening
The Second Maritime Safety Services Enhancement Workshop will open at 0900 hours on Monday 18 August 2014, at the conference room of the Amora Hotel, Wellington, New Zealand, at the kind invitation of the MetService of New Zealand and the Land Information New Zealand (LINZ). The workshop will be chaired by the chairperson and vice-chairperson of the Expert Team on Maritime Safety Services (ETMSS).
The Workshop will be convened in parallel with the Sixth Meeting of the World-Wide Navigational Warning Service Sub Committee (WWNWS-6); a joint session of METAREA and NAVAREA Coordinators is anticipated on 19 August 2014. - 1.2 - Adoption of the agenda
The participants will be invited to adopt the agenda for the Workshop, with modification if required, on the basis of the provisional agenda prepared by the Secretariat.
The participants may request the consideration of additional issues. In that case, they are requested to prepare the relevant documentation and submit it to the Secretariat in due time. During the workshop, additional issues may also be raised. If agreed and feasible, those issues will be considered. - 1.3 - Working arrangements
The participants will agree their hours of work and other practical arrangements. The Chairperson will introduce the documentation. The documentation, and the workshop itself, will be held in English only.
MSS2/Doc.1.3 MSS-2 Provisional Timetable - 2 - REPORTS AND REVIEW GUIDANCE DOCUMENTS
- 2.1 - Progress/activity report by the ETMSS chairperson and the WMO Secretariat
The participants will be presented with a report by the chairperson of the JCOMM Expert Team on Maritime Safety Services (ETMSS) and the WMO Secretariat, on WMO activities and actions taken since the first Maritime Safety Services Enhancement Workshop (Melbourne, Australia, May 2010). The report will also present the relevant decisions of the fourth session of JCOMM (Yeosu, Republic of Korea, 2012) and WMO governing bodies.
A brief report on WMO liaison with other partner organization concerning GMDSS support will be presented separately, during the joint session with WWNWS-6.
MSS2/Doc.2.1 Report by the ETMSS Chairperson - 2.2 - Review of WMO Manuals and Guides
WMO guidance and regulation documents, especially the Manual on Marine Meteorological Services (WMO-No.558) and the Guide on Marine Meteorological Services (WMO-No.471), are considered as ISO documents by NMHSs. Participants will review those documents, including the amendments agreed at JCOMM-4 (2012) and thereafter, focusing on the sections of WMO-No.558 related to the provision of GMDSS MSI.
The WMO Executive Council at its 65th session (2013) endorsed the proposal by JCOMM to review the overall structure of the WMO-No.558 and WMO-No.471, in view of new structures for those mandatory publications avoiding duplication and/or potential conflict in contents. The participants will be provided with a briefing on the progress made by the ETMSS in this regard, invited to provide comments for the review as well as the continuous maintenance (through addenda to the current publications) of the Manual and Guide until the re-publication. - 2.3 - IMO/WMO World-wide Met-ocean Information and Warning Service (WWMIWS)
The IMO/WMO World Wide Met-ocean Information and Warning Service (WWMIWS) and the Terms of Reference of METAREA Coordinators will be presented and discussed, in liaison with the update of IMO and the joint IMO/IHO/WMO documentation (IMO SafetyNET and NAVTEX Manuals, IMO resolution A705(17) on promulgation of MSI, IMO/IHO/WMO Manual on MSI) and the implementation of Quality Management, and IMO Resolution A706(17) on the IMO/IHO World-Wide Navigational Warning Services (WWNWS). - 3 - SELF-ASSESSMENTS BY METAREA ISSUING SERVICES
All METAREA Coordinators will report on the self-assessment made by Issuing Services on the WMO Marine Broadcast System for the GMDSS. This report will include information on their experience, progress, success and difficulties in maintaining, updating or implementing the system within their respective METAREAs. These reports will also cover, where possible, feedback from users and description of the existing Quality Management System, if any, as well as experience with regard to the coverage and implementation of meteorological broadcasts through the International NAVTEX Services.- METAREA I - UK

Summary of Self-Assessment: METAREA V (Brazil) - 4 - JOINT METAREA-NAVAREA COORDINATORS DISCUSSION
The participants in this workshop and the WWNWS-6 will have a joint session, as the opportunity to strengthen the coordination within the NAVAREA-METAREA for GMDSS support, and to get the feedback or support for full implementation of WWMIWS and WWNWS.
Under this agenda item, the participants will be presented with reports by representatives of IMO, WMO, IHO and IMSO on overall activities and actions in relation with the GMDSS. Focus should be given to information relevant for the Issuing Services (identification of non-appropriate practises for metocean MSI prepared for SafetyNET or NAVTEX broadcasts, suggested improvements, expected or planned evolutions or emerging technologies with potential consequences for the NMHS issuing GMDSS MSI). In particular, Inmarsat C System (including focus on Arctic areas, information on the new System Definition Manual), potential new provider for service transmission and associated impacts, the implementation of the GMDSS in Arctic NAVAREAs/METAREAs, the IMO/IHO/WMO joint documentation process review, the IMO resolutions relevant to the World-Wide Met-ocean Information and Warning Service (WWMIWS) and the GMDSS modernization would be valuable.

- 5 - CONTINUOUS IMPROVEMENT FOR MARINE WEATHER INFORMATION SERVICES
- 5.1 - Marine Meteorological Monitoring Survey
JCOMM Marine Meteorological Monitoring Survey (MMMS) has been regularly conducted in order to monitor the effectiveness of and the degree of user satisfaction on the marine meteorological and oceanographic information produced and transmitted by the National Meteorological and Hydrological Services (NMHSs).
The participants will review preliminary results of the 2013/2014 survey (http://www.jcomm.info/MMMS2013) and discuss on points for further improvement.
MSS2/Doc.5.1 Summary of Marine Meteorological Monitoring Survey - 5.2 - Emerging Technologies
Under this agenda item, the participants will review the latest development and extended use of technologies to improve the quality of marine weather information services for GMDSS. Depending on the input that may be provided in the reports of items 2 and 3, the participants will consider and discuss, if appropriate, the relevant issues to GMDSS modernization and the e-navigation concept.- Improved operational ocean forecasting and the establishment of a global guide
- Proposed scheme to improve the sea state information for GMDSS: warning on complex and dangerous seas
- Various communication options to the GTS, and incorporation into a given analysis and display system
- Alternate communications options to serve the high latitudes
- Provision of improved marine weather information delivery for GMDSS, including graphical information
- Development of Catalogue and Product Specification on MetOcean Object Class
- Any other issues, as required.
MSS2/Doc.5.2.3 Various communication options to the GTS, and incorporation into a given analysis and display system - 5.3 - Quality Management Approach
Based on the discussions made under agenda items 3 and 5.3, and on the submitted plans for training and education by WMO/JCOMM and partner organizations/programmes, the participants will review the requirements for training and education, and associated plans within JCOMM and other relevant programmes that are directly related to the production and delivery of marine weather information for GMDSS.
WMO Quality Management (developed and operated by Australian Bureau of Meteorology) - 5.4 - Training and education
Based on the discussions made under agenda items 3 and 5.3, and on the submitted plans for training and education by WMO/JCOMM and partner organizations/programmes, the participants will review the requirements for training and education, and associated plans within JCOMM and other relevant programmes that are directly related to the production and delivery of marine weather information for GMDSS.
The participants are invited to make recommendations on; 1) efficiently utilization of those opportunities to improve NMHSs’ capabilities for service production and delivery; and 2) identification of gaps for required training; and, 3) ongoing support/coordination arrangements between MetArea coordinators.

The participants will be expected to review, modify as necessary and approve the final list of actions and recommendations proposed during the workshop. - 6.2 - Closure
