- 1 - OPENING OF THE SESSION
- 1.1 - Welcome, introductions
Mr. Keeley will open the meeting at 0900 on Monday 21 January 2008 at the IOC Project Office for IODE in Oostende, Belgium. He will invite participants to introduce themselves. - 1.2 - Adoption of the agenda and working documents
Mr. Peter Pissierssens will introduce the agenda and working documents. The meeting will be invited to consider and adopt the agenda and timetable.

Mr Peter Pissierssens will provide information on practical arrangements (transport, per diem, lunch, Internet access). - 2 - OVERVIEW OF SESSION OBJECTIVES
Mr. Keeley will inform the meeting that this is expected to be the first of a series of meetings that aims at furthering marine data interoperability. In particular the aim is to get broad agreement and commitment to adopt a number of standards related to ocean data management and exchange, thereby assembling not only the agreed conditions by which we operate, but in fact enact these agreements in our respective organizations. He will note that the number of topics as listed in the agenda is quite high and will most probably exceed the number that will be discussed during the first meeting. He will propose that the expected outcomes of this first meeting will be: (i) agreement on standards for selected topics; (ii) plan of action to publish the standards through appropriate channels (e.g. ISO, best practices,…); (iii) a set of topics for which agreement can be reached with a little more discussion (either inter-sessionally or during the next meeting); (iv) agreement on how to continue the standards setting process (including the selection of other topics, national implementations, wider community involvement, role of a steering committee, etc.); (v) assess the effectiveness of this meeting; (vi) agree on procedure for topics on which no agreement was reached; (vii) agree on priority items that might be discussed at the next meeting;
Doc. 5 Conduct of the Meeting (Document 5 of the First Session of the IODE/JCOMM Forum on Oceanographic Data Management and Exchange Standards) - 3 - STANDARDS PROCESS
Tasks: The meeting will be requested to recommend the process of formal publishing the standards/agreements reached at this meeting. This process should also include exposure to the wider community for comment, the process to solicit comment and reach agreement, and the method of preserving the community agreements that have been reached. In particular the meeting should answer the following questions: (i) Communication of results: How do we expose those agreements to the wider community, get and respond to their comments, and determine when support is sufficient to 'declare' an accepted standard?; (ii) Infrastructure: Where and how do we hold the documentation of the accepted standards? - 3.1 - Overview of ongoing standards activities
Participants will be invited to provide brief descriptions (preferably referring to relevant documents, websites) on ongoing standards activities (e.g. IOOS DMAC, QARTOD and NASA by Steve Hankin, SeaDataNet by Lesley Rickards). - 3.2 - ISO
Mr. Keeley will provide background information on the ISO process. Mr Charpentier will discuss the recent agreement between ISO and WMO. - 4 - TOPIC DISCUSSIONS
Mr. Keeley will introduce this item by providing a brief analysis of documentation available for each topic. Mr Keeley will then consult the participants on the order to treat the topics. Those that are not treated at this meeting may be discussed at a next meeting. Tasks: The meeting will be requested to: (i) agree on list of topics on which agreement could be reached during the first meeting and therefore to be discussed first; (ii) agree on procedures to deal with topics that are less likely to result in agreement or not discussed because of time contraints. - 4.1 - Metadata
Mr. Greg Reed will introduce this item and moderate discussions. Mr Reed will provide background on the international standard for metadata (ISO 19115:2003 Geographic information - Metadata) and will discuss two profiles of ISO 19115 that are being implemented in the marine and meteorological communities (the Marine Community Profile and the WMO Core Profile). He will explain the convention for creating a community profile of ISO 19115. Task: the meeting will consider the adoption of a suitable metadata standard - 4.10 - Quality Control: Sea level
Dr. Lesley Rickards will introduce this item and moderate discussions. Dr. Rickards will briefly review the various quality control procedures that exist for verifying sea level observations. She will draw attention to the commonalities that exist, and highlight what she considers major differences. She will present a case for resolving these differences. The meeting will discuss the merits of her solution and will provide its advice on the optimum solution for our community. - 4.11 - Quality Control: Currents
Dr. Lesley Rickards will introduce this item and moderate discussions. Dr. Rickards will briefly review the various quality control procedures that exist for verifying current observations. She will draw attention to the commonalities that exist, and highlight what she considers major differences. - 4.12 - Quality Control: Surface waves
Ms. Julie Bosch will introduce this item and moderate discussions. Ms. Bosch will briefly review the various quality control procedures that exist for verifying surface wave observations. She will draw attention to the commonalities that exist, and highlight what she considers major differences. She will present a case for resolving these differences. - 4.13 - Quality flags
Mr. Robert Gelfeld will introduce this item and moderate discussions. Mr. Gelfeld will review the various lists and strategies for marking the quality of data (and the test results) that exist and so are available for adoption. He will present a case for selecting one. Tasks: Topics 4.13 to 4.20 require standard vocabularies. As such the meeting will be requested to: (i) summarize identified options; (ii) recommend a standard with associated justification. - 4.14 - Projects
Dr lesley Rickards will introduce this item and moderate discussions. She will review the various lists of projects that exist and so are available for adoption. He will present a case for selecting one. - 4.15 - Institutions
Mr. Bob Gelfeld will introduce this item and moderate discussions. Mr Gelfeld will review the various lists of institutions that exist and so are available for adoption. He will present a case for selecting one. - 4.16 - Units

Mr John Graybeal will introduce this item and moderate discussions. She will review the various lists of institutions that exist and so are available for adoption. She will present a case for selecting one. - 4.18 - Science words
Mr. Taco de Bruin will introduce this item and moderate discussions. Mr. de Bruin will review the various lists and strategies for managing science words that exist and so are available for adoption. He will present a case for selecting one. - 4.19 - Taxa
Mr. Roy Lowry will introduce this item and moderate discussions. Mr. Lowry will review the various strategies for managing taxonomies and expected evolution of these in the near future. He will present a solution for how data centres can link to these strategies so that intercomparisons of information tied to species can be accomplished. - 4.2 - Ontology Resources
Mr. John Graybeal will introduce this item and moderate discussions. He will give a presentation on existing ontologies, ontology tools, ontology services, and ontology processes that could be applicable, with clues as to which is most mature. Task: The meeting will discuss this information and decide how the tools and solutions offered may advance the setting of standards, and identify the most mature ontology process. - 4.20 - Parameters
Mr. Etienne Charpentier will introduce this item and moderate discussions. Mr. Charpentier will review the various lists that exist for identifying parameters. He will present a case for selecting one. The meeting will discuss the merits of choosing a single representation or perhaps adopting a limited number. - 4.3 - Date and Time

Task: The meeting will discuss the merits of choosing a single format or perhaps adopting a limited number of formats. The meeting will provide its advice on the optimum solution for our community (best practice and recommended standard). - 4.4 - Lat, long and altitude

He will present a case for one. Task: The meeting will discuss the merits of choosing a single representation or perhaps adopting a limited number. The meeting will provide its advice on the optimum solution for our community (best practice and recommended standard). - 4.5 - Countries

Mr. Roy Lowry will introduce this item and moderate discussions. Mr. Lowry will review the various lists of platform types that exist and so are available for adoption. He will present a case for selecting one. Tasks: The meeting will discuss the merits of choosing a single representation or perhaps adopting a limited number. The meeting will provide its advice on the optimum solution for our community (recommended standard and justification). - 4.8 - Quality Control: Temperature and Salinity Profiles
Mr. Loic Petit de la Villeon will introduce this item and moderate discussions. Mr. Petit de la Villeon will briefly review the various quality control procedures that exist for verifying temperature and salinity profiles. He will draw attention to the commonalities that exist, and highlight what he considers major differences. He will present a case for resolving these differences. Tasks for topics 4.8 – 4.12: For all quality control topics the meeting will be requested to : (i) identify existing practices for determining data quality; (ii) identify where practices (QC tests) are common across standards; (iii) provide a recommendation for standard QC tests. The consideration of « hybrid » solutions may be appropriate for some of these topics : quality control practices can vary among the standards. Therefore practices common among all proposed standards may fall into a « required » category whereas other tests may be « recommended » or « optional » category. - 4.9 - Quality Control: Surface T&S
Mr. Loic Petit de la Villeon will introduce this item and moderate discussions. Mr. Petit de la Villeon will briefly review the various quality control procedures that exist for verifying surface (and near surface) observations of temperature and salinity. He will draw attention to the commonalities that exist, and highlight what he considers major differences. He will present a case for resolving these differences. - 5 - REVIEW OF RESULTS
Mr. Keeley will review the recommendations formulated at the meeting. He will also address those topics for which no agreement was decided. He will present his view of the nature of the disagreement and seek confirmation or clarification from the meeting. - 6 - WORK PLAN FOR FOLLOW-UP ACTIVITIES
Mr. Keeley will review the solution reached about how to proceed with agreed results from this meeting. He will also review the discussions and solutions agreed for those topics for which agreement was not reached (ref Agenda Item 4). Finally, the meeting will provide its recommendation on the need for further sessions. - 7 - CLOSURE
The meeting will close by 1700 on 25 January 2008.
