- 1 - ORGANIZATION OF THE MEETING
- 1.1 - Opening of the session
The third meeting of the Coastal Inundation Forecasting Demonstration Project Steering Group (CIFDP-PSG-3) will open on Monday, 2 April 2012 at 0830 hours at the Conference Room #3606 of the University of North Florida, Jacksonville, USA. - 1.2 - Approval of the agenda
Based on the Documents 1.2(1) and 1.2(2), the PSG will be invited to adopt its agenda for the meeting. The PSG may request the consideration of additional issues, as necessary. In addition, a few sub-items requiring a separate discussion may be identified during the meeting. - 1.3 - Organization of the meeting
The PSG will decide on its working hours and other arrangements for conducting the meeting. Background documents and material will be introduced by the Secretariat, which are available on the meeting web page (http://www.jcomm.info/CIFDP-PSG-3). The meeting will be conducted in English only. - 2 - REVIEW PROGRESS OF SUB-PROJECTS
- 2.1 - Bangladesh sub-project (CIFDP-B)
The PSG will review progress of the CIFDP-B since the 2nd PSG meeting in September 2010, particularly the following items. The PSG will identify the gaps and pending issues in sub-project implementation (by each phase), and decide on the course of action:- Results of and follow-up to the Stakeholders Workshop (28 November – 1 December 2011, Dhaka, Bangladesh);
- Progress in Definitive National Agreement, and preparatory work of the National Coordination Team (NCT);
- Review of the assessment on national status, and identified technical requirements;
- Associated funding proposals so far submitted;
- Identification of other partners in the region (including RIMES, RSMC) and their roles. In particular, the PSG will review the role of RIMES in CIFDP-B, in view of its potential contribution to technical development, and revise the workplan accordingly.
CIFDP-PSG-3/Doc.2.1 Progress of Bangladesh Sub-Project (CIFDP-B) - 2.2 - Dominican Republic sub-project (CIFDP-DR)
The PSG will review progress of the CIFDP-DR since the 2nd PSG meeting in September 2010, particularly the following items. The PSG will identify the gaps and pending issues in sub-project implementation (by each phase), and decide on the course of action:- Results of and follow-up to the meeting results;
- Progress in Definitive National Agreement, and preparatory work of the National Coordination Team (NCT);
- Review of the assessment on national status, and identified technical requirements;
- Associated funding proposals so far submitted;
- Identification of other partners in the region (including RSMC-Miami) and their roles. In particular, the PSG will review the role of US National Hurricane Center (RSMC-Miami) in CIFDP-DR, in view of its potential contribution to technical development, and revise the workplan accordingly.
CIFDP-PSG-3/Doc.2.2 Progress of Dominican Republic Sub-Project (CIFDP-DR) - 3 - RESOURCES IDENTIFICATION AND MANAGEMENT
Under this item, the PSG will be invited to consider the following items, and to identify gaps and further requirements. The PSG will be requested to provide input on the potential donors and partners to CIFDP (global and regional), and make suggestions for possible actions:
- Potential and identified national resources (both human and financial), primarily within the NMHSs, for each sub-project implementation;
- Potential and identified funding sources for implementation of each sub-project;
- Identified funding within WMO for CIFDP support.
CIFDP-PSG-3/Doc.3 Resource Indication and Management - 4 - FUTURE DEVELOPMENT OF THE PROJECT
- 4.1 - Project concept, implementing strategy and implementation plan
The PSG will note that the JCOMM at its 4th session (23 – 31 May 2012, Yeosu, Korea) will adopt a strategy for CIFDP as follows:- The Project would be implemented under each regional/national sub-project, launched for a country that meets the essential requirement for initiating a national agreement between national institutions with relevant responsibilities, and the provisional establishment of a National Coordination Team (NCT) that includes operator(s) of the NMHS;
- The Project would be designed based on users’ perspectives and requirements, considering only existing and available open source techniques. Final products of the Demonstration Project should be operated and maintained by a national operational agency which has the responsibility/authority for storm surge warning and flood warning;
- The developed procedure/best practice through a sub-project should be applicable to other (neighbouring) countries with common issues and interests, and should be closely linked to and cooperating with related projects and activities, such as the regional Severe Weather Forecasting Demonstration Project (SWFDP) in building a “cascading forecasting process” to produce services for coastal zones.
Taking it into account, the PSG will review, and update as necessary, the concept of CIFDP which was developed during and after the CIFDP-B Stakeholders Workshop (28 November – 1 December 2011, Dhaka, Bangladesh).
The PSG will also review the existing implementation plan and update it according to the latest development. In particular, the PSG will consider setting up a review process for each phase of a sub-project to decide on whether the sub-project should proceed.

CIFDP-PSG-3/Doc.4.1(2) CIFDP Implementation Plan - 4.2 - Requirements and plans for technical development in sub-projects
The PSG will be invited to discuss and provide the NCTs with advice on technical development (including recommendations on potentially suitable forecasting tools) in each sub-project, based on the identified conditions and requirements in each country.
In doing so, the PSG will review technical capabilities and requirements, particularly those expressed by the key regional bodies including the RSMC-TC Miami and the RIMES, and agree on the specific plans to meet the needs of each country.
CIFDP-PSG-3/Doc.4.2(1) CIFDP-B: Key Elements for Technical Development - 4.3 - Workplans and timelines for sub-projects
Based on the Project strategy, concept and implementation plan, the PSG will review the established implementation of two ongoing sub-project (CIFDP-B and CIFDP-DR), and advise the respective National Coordination Team (NCT) on the required update of the sub-project workplan. The PSG, in particular, will advise on the following points to be included in the workplan:- Clear direction of technical plan;
- Clear identification of participating national stakeholders and partners (e.g.regional bodies such as RSMC), and their respective roles and responsibilities;
- Timelines and milestones for sub-project implementation.
- 4.4 - Linkage with related programmes
The PSG will discuss on establishing/enhancing linkages with related programmes and projects with CIFDP, including:- Storm Surge Watch Scheme (SSWS) and WMO Tropical Cyclone Programme (TCP)
- Northern Indian Ocean Storm Surge Forecasting project (IIT-D)
- ESA eSurge
- WMO Severe Weather Forecasting Demonstration Project (SWFDP)
- Integrated Coastal Area Management (ICAM)
- Establishment of storm surge climatology (coordinated by JCOMM Expert Team on Wind Waves and Storm Surges)
- Other research projects
The PSG will also consider possibilities to engage with risk assessment activities, i.e. UNESCO Coastal Cities at Risk program.
- 4.5 - Communication, outreach and capacity building
The PSG will be invited to review the related communication and outreach activities, including the project website (http://www.jcomm.info/CIFDP) and presentations/briefings at scientific and technical fora, and advise on the points of future improvement and opportunities.
The PSG will also be invited to discuss on requirements/commitments for capacity building materials including online training modules, to be developed out of the progress/outcome of sub-projects targeting the operational agencies and end-users of the respective region, and to advise on the future course of action.
- 4.6 - Consideration on proposals/requests for new sub-projects (if any)
The PSG will review proposals/requests (if any) for formation of new sub-projects, and advise on their feasibility and priority. In doing so, the PSG explore existing mechanisms / potential partners (e.g. RIMES for Bay of Bengal region, HNC for Caribbean) who can provide resource and technical support – directly or indirectly – to a sub-project, besides the (potential) submission of initial national agreement from (a) country(ies). - 5 - GENERAL MATTERS
- 5.1 - Review and renewal of the PSG membership and Terms of Reference
The PSG will be invited to review its Terms of Reference (ToR) and make recommendations for amendment, as necessary, to reflect the latest development and newly identified requirements. The PSG will also review the membership of the Group, in view of relevant and balanced representation of the areas of expertise, and make recommendations for amendment, as appropriate.
In doing so, the PSG is invited to identify respective roles and responsibilities of its members (until the next review and renewal of ToR and membershio), in order to maximize efficiency in project implementation.
- 5.2 - Adoption of the Session Report
The PSG will review the draft meeting report prepared by the Secretariat, make comments or provide suggestions, as appropriate, and approve the report including the decisions and action items. - 5.3 - Dates and place of the fourth PSG meeting
The PSG will be invited to consider the date and place of its fourth meeting taking into account the plans and timeline of each sub-project implementation, in order to ensure efficient and timely project implementation. It is recommended that the PSG, while the frequency of its own meeting will be limited for not more than once a year, will ensure its engagement in the sub-project implementation to the maximum extent through co-locating its meetings with occasions for related consultation/advisory. - 6 - ANY OTHER BUSINESS
The PSG will be invited to raise any additional issue for consideration regarding CIFDP.
- 7 - CLOSURE OF THE MEETING
The fourth meeting of the CIFDP-PSG is scheduled to close on Wednesday 4 April 2012.
