The fourth meeting of the Expert Team on Waves and Coastal Hazards Forecasting Systems (ETWCH), formerly the Expert Team on Wind Waves and Storm Surges (ETWS), will be held in UNESCO, Paris, from 3 to 6 April 2013.
The newly appointed members of ETWCH through the 4th session of JCOMM (JCOMM-4, May 2012, Yeosu, Korea) will review the JCOMM-4 decisions, in particular the JCOMM priorities and strategies to pursue further development of marine meteorological and oceanographic services in contribution to WMO and IOC's long-term goals. The Team will review and agree on the intersessional Work Plan (2012-2017).

- 1 - OPENING OF THE SESSION
- 1.1 - Opening
The fourth session of the Expert Team on Waves and Coastal Hazards Forecasting Systems (ETWCH, formerly named as the Expert Team on Wind Waves and Storm Surges) of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) will open by Dr Kevin Horsburgh, Chairperson of the Expert Team, at 0930 hours on Wednesday 3 April 2013, at the Conference Room VII of the UNESCO Headquarters (7 place de Fontenoy, 75007 Paris, France).
The newly appointed members of ETWCH through the 4th session of JCOMM (JCOMM-4, May 2012, Yeosu, Korea) will review the JCOMM-4 decisions relevant to the Team’s work, in particular the JCOMM intersessional workplan (2012-2017) in contribution to WMO and IOC's long-term goals.
- 1.2 - Adoption of the Agenda
The Team will be invited to adopt the agenda for the session on the basis of the provisional agenda prepared by the Chairperson and the Secretariat. - 1.3 - Working Arrangements
The Team will agree on the working hours and other practical session arrangements. The documentation, and the meeting itself, will be in English only.
The Chairperson or any other members of the Team may request the consideration of additional issues. In that case, they would be requested to prepare the relevant documentation and submit it to the Secretariat in due time. In addition, a few sub-items may require separate discussions and are identified as such.
- 2 - GUIDANCE AND REQUIREMENTS FROM JCOMM AND WMO-IOC
The Team will be presented with the reports by the Chairperson and the Secretariat on the decisions of JCOMM-4 that are relevant to the intersessional work of the Team, of which specifics were discussed in details at the seventh meeting of the Services and Forecast Systems Program Area Coordination Group (SCG-7, 4-6 March 2013, Tokyo). Noting that those priority activities of the Team are documented within a SFSPA workplan in an agreed format (http://www.jcomm.info/SPAWP), targets, priorities and required actions (according to the agreed milestone and timeline) of those relevant workplans will be reviewed by the Team members. The discussion will be related to team activities under agenda item 3.The Team will also review the cross-cutting activities across the Programme Areas, which require the Team’s input. Detailed discussion will take place, as appropriate, under agenda item 3.
Where necessary, the Secretariat will also report on any relevant decisions and recommendations of the WMO and IOC governing bodies, to the work of the Group.
ETWCH-4/Doc. 2 WMO Governing Body decisions relevant to JCOMM SFSPA - 3 - KEY INTERSESSIONAL ACTIVITIES
Under this agenda item, the Team will review the intersessional plans for the priority activities (“projects” in the SFSPA workplan) that are identified by the decisions at JCOMM-4 and subsequent meeting of the SCG (March 2013). Further details on the implementation will be discussed under agenda item 4. - 3.1 - Technical advice for marine meteorological and oceanographic services
Recalling that the ETWCH is in charge of review and update for the WMO Manuals and Guides dealing with the Team’s areas of expertise, the Team will create a plan for revising Guide to Wave Analysis and Forecasting (WMO-No. 702), including a plan to establish its dynamic (online) part. The Team will carefully review the proposed actions (including a questionnaire on wave modeling and data) and timeline, and decide on the individual responsibilities of the Team members based on the agreed table of contents.
Regarding the Guide to Storm Surge Forecasting (WMO-No.1076), the dynamic part of this guide (http://www.jcomm.info/SSguide) is largely based on the survey on storm surge models and data, conducted in 2005. The Team will discuss plans for a new survey on storm surge models, data and operations, taking into account the proposed timeline and milestones in the SFSPA workplan. This plan for a new survey (for Members/Member States) should also take into account the need for providing basis to develop storm surge climatology.
The Team will also take into consideration requirements for Team’s input to other Manuals, Guides and other reference documents (e.g. RRR and SoG), and decide on Team’s actions as necessary, including the White Paper on forecasting dangerous sea states.
ETWCH-4/Doc.3.1(1) JCOMM Worldwide Survey on Storm Surge Operational Models and Basic Data
ETWCH-4/Doc.3.1(2) Updating the Guide to Wave Analysis and Forecasting - 3.2 - Contribution to climate services for waves and surges
Recalling the request at JCOMM-4 to continue developing an Extreme Wave Dataset (significant wave height exceeding 14 metres), the Team will discuss a revised plan to establish the in situ and satellite components of the data set, in coordination with the JCOMM Expert Team on Marine Climatology (ETMC), and other related activities/programmes such as ICOADS and GlobWave. The Team will also discuss ways to relate this result to the ongoing work of the JCOMM Operational Ocean Forecasting Systems (ETOOFS) to establish the scope and methodology for identifying extremes in ocean conditions.
The Team will review progress of the joint JCOMM-WCRP project Coordinated Ocean Wave Climate Projections (COWCLIP). Noting that these results would directly contribute to GFCS, through coordinated intercomparison on global wave projections between international research groups, as well as through better understanding uncertainty within the community ensemble of wave climate projections, the Team will discuss plans to continue leading this activity, with a view to including wave information in greater detail in the IPCC Fifth Assessment Report (AR5).
ETWCH-4/Doc.3.2(1) Plans to Establish a JCOMM Extreme Wave Dataset
ETWCH-4/Doc.3.2(2) COWCLIP progress and plans - 3.3 - Operational wave forecast verification
The Team will review the status and plan for the operational wave forecast verification that has been routinely conducted through the ECMWF since 1995. Taking into account the collaboration of the Team with the European Space Agency (ESA) GlobWave project, the Team will discuss the progress of the activity to develop spatial verification techniques, and the plan for expansion of the verification scope to include the use of satellite data and also the validation of wave spectral forecast information. The Team will also be invited to consider how the verification scheme might be extended to additional global and regional participants.
The Team will review wave measurement requirements based on the lessons leaned from the verification project, and also provide feedback to the joint ETWCH-DBCP activity for Wave measurement Evaluation and Test (WET).

ETWCH-4/Doc.3.3(2) Wave Forecast Verification Scheme - 3.4 - Support for storm surge research and development, including follow-up to the JCOMM 2007 Scientific and Technical Symposium on Storm Surge
The Team will be presented with progress of the eSurge project (http://www.storm-surge.info) funded by the European Space Agency (ESA), of which objectives and goals were developed following the first JCOMM Scientific and Technical Symposium on Storm Surges (JCOMM2007SSS, http://www.surgesymposium.org), and will discuss potential applications of the project outcomes.
The Team will review plans for organizing the series of International Workshops on Wave Hindcasting and Forecasting, and Coastal Hazard Symposia (http://www.waveworkshop.org), which have been co-sponsored by Environment Canada, US Army Corps Engineers and JCOMM, and discuss on future plans and potential co-sponsorship.
At JCOMM-4 (May 2012), the Members / Member States requested ETWCH to consider partnerships with the IOC Working Group on Tsunamis and Other Hazards related to Sea-Level Warning and Mitigation Systems (TOWS-WG) and the International Tsunami Partnership (ITP) of DBCP and the Indian Ocean Tsunami Warning System (IOTWS) in dealing with the full spectrum of multi-hazard monitoring, warning and preparedness issues. The Team will discuss actions in response to this request.
The Team will review progress and outcome of the regional activities relating to enhancing capabilities for coastal hazard forecasting (e.g. North Indian Ocean) and discuss related intersessional plans.
Finally, the Team will discuss on the need and feasibility of a follow-up event to the JCOMM Scientific and Technical Symposium on Storm Surge during this intersessional period, and reflect it to the Team’s workplan, if required.
- 3.5 - WMO Coastal Inundation Forecasting Demonstration Project
The Team will be updated on the status of the WMO Coastal Inundation Forecasting Demonstration Project (CIFDP: http://www.jcomm.info/CIFDP) and its ongoing and planned national sub-projects (including Bangladesh, Dominican Republic and Fiji). Noting that a number of Team members are providing the leadership to this project, the Team will discuss integrating and relating the CIFDP activities to the ongoing and planned work of the Team in order to implement the intersessional work of the Team in an efficient manner. The Team will also provide advice, where necessary, on the CIF system development for each national sub-project.
ETWCH-4/Doc.3.5 WMO Coastal Inundation Forecasting Demonstration Project - 4 - PLANS FOR ACTIVITIES DURING THE INTERSESSIONAL PERIOD
Under this agenda item, specific deliverables, milestones, responsible Team members and timelines in implementing the intersessional activities (under agenda item 3) will be reviewed and accepted by the Team. The sub-items below categorise different types of deliverables and milestones (which may address multiple activities described under item 3):
2012-2017 SFSPA Projects and Work Plans for the Intersessional Period - 4.1 - Coordination for system/information development
(a) CIFDP project implementation, according to the agreed plan for each national sub-project;
(b) Extreme wave dataset;
(c) (Plan for) a storm surge climatology data set;
(d) Support for ESA eSurge development, and potential applications. - 4.2 - Guides and relevant publications
(a) Outline and updated contents for a revised Wave Guide;
(b) Questionnaire for Members / Member States on wave models/data, to compose the dynamic part of Wave Guide;
(c) Questionnaire for Members / Member States on storm surge forecasting models, measured and hindcast storm surge data bases, to be included in the dynamic Storm Surge Guide;(d) Input to wave forecasting/hindcasting part of the GDPFS guide;
(e) Input to RRR and SoG;
(f) White paper on recommendations for including hazardous seas information in GMDSS;
(g) Contribute analysis results in support of the IPCC AR5 (COWCLIP)(Suggestions for new technical reports during the intersessional period will be discussed.)
(h) Improved information sharing through the JCOMM web page. The Team will be invited to consider how to manage the maintenance of the ETWCH content. - 4.3 - Capacity Development and related training
(a) JCOMM-TCP workshop series (SSW-9, 2013, and the following);
(b) Input to e-learning module, as required. - 4.4 - Workshops, conferences and meetings
(a) 13th/14th Waves Workshop and 4th/5th Coastal Hazard Symposium (October 2013, and 2015, respectively);
(b) 2nd JCOMM Storm Surge Symposium;
(c) MARCDAT-4, to be coordinated with ETMC.(The Team will also be invited to provide information on known upcoming workshops and conferences which may be of interest to members.)
- 5 - INTERACTION WITH OTHER JCOMM TEAMS/GROUPS, AND EXTERNAL PROGRAMMES
Under this agenda item, the Team will consider the required collaboration and cooperation with other JCOMM Teams and Groups, as well as external programmes, in order to efficiently implement the agreed work plan while maximizing synergies among related activities. In doing so, the Team will try to identify priorities to be achieved during the intersessional period through the partnership, in order to focus efforts and limited resources to achievable tasks. - 5.1 - Teams and Groups of JCOMM
(a) ETMSS (development of forecast guidance on rogue waves, crossing and complex sea states, and review and update as appropriate to WMO Manuals n°471 and 558);
(b) ETOOFS (ocean extremes monitoring system);

(d) ETMC (extreme wave dataset including wave summaries in ICOADS);
(e) ETCCDI (development of marine climate indices, and related projects);
