The seventh session of the Services and Forecast Systems Program Area Coordination Group (SCG) of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) will open at 0900 hours on Monday 4 March 2013, at the Conference Room of the Japan Meteorological Agency, Tokyo, Japan.
The main expected outcome of this session will be a detailed and harmonized SFSPA workplan for the current intersessional period (2013-2017), with a list of high priority activities, clear timelines and deliverables.
In doing so, the Group will decide on the step-by-step plans for priority issues/activities for the next intersessional period, which were notably agreed through the Recommendations at JCOMM-4 session under the relevant discussions to the work of SFSPA.
- Quality management implementation for JCOMM: marine meteorological and oceanographic services – Recommendation 5(JCOMM-4);
- Amendment to WMO-No.558, WMO-No.471 and related Manuals/Guides such as the WMO-No.485 (GDPFS Manual) – Recommendation-6(JCOMM-4); and related issues such as the procedure for designating Issuing Services / Preparation Services;
- Review SFSPA strategy and contribution for GFCS;
- Enhancement of JCOMM capability for marine environmental emergencies – Recommendation-4(JCOMM-4): an ad hoc task team led by the SCG vice Chairperson was tasked to develop the implementation strategy and plan to develop an international coordination framework to support response to marine environmental emergencies (with a focus on the maritime discharge of radioactive hazard). The Group will 1) review these strategy and plan; and, 2) agree on the plans for the endorsement of the documents (by the WMO-IOC governing bodies through JCOMM Management Committee) and for the implementation.

- 1 - Opening of the session
- 1.1 - Opening
The seventh session of the Services and Forecast Systems Program Area Coordination Group (SCG) of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) will open at 0900 hours on Monday 4 March 2013, at the Conference Room of the Japan Meteorological Agency, Tokyo, Japan. The session will be chaired by Dr Ming Ji, Services and Forecast Systems Program Area (SFSPA) coordinator.
The main expected outcome of this session will be a detailed and harmonized SFSPA workplan for the current intersessional period (2013-2017), with a list of high priority activities, clear timelines and deliverables. - 1.2 - Adoption of the agenda
The Group will be invited to adopt the agenda for the session on the basis of the provisional agenda prepared by the Secretariats. - 1.3 - Working arrangements
The Group will agree on the working hours and other practical session arrangements. The documentation, and the meeting itself, will be in English only.
The Coordinator or any other members of the Group may request the consideration of additional issues. In that case, they would be requested to prepare the relevant documentation and submit it to the Secretariat in due time. In addition, a few sub-items may require separate discussions and are identified as such. - 2 - Guidance and requirements from JCOMM-4 and WMO-IOC governing bodies
The Secretariat will report on the outcome of the decisions of JCOMM-4. The Group will review the relevant decisions and requirements by the Commission, with particular emphasis on actions that may need to be initiated, targets and priorities for the SFSPA and each Expert Team, taking into account cross-cutting issues among them.
Where necessary, the Secretariats will also report on any relevant decisions and recommendations of the WMO and IOC governing bodies, to the work of the Group.
SCG-7/Doc. 2 WMO Governing Body decisions relevant to JCOMM SFSPA - 3 - Review of the draft Services and Forecast Systems Program Area work plan for the current intersessional period
This is the main objective of this session. The goal is to review, update, and agree on the activities/projects to be implemented by the SFSPA Experts and Secretariat, which are expected to be completed by JCOMM-5 in 2017.
The Group will review the draft work plan (http://www.jcomm.info/SPAWP) and update it where required. In particular, the Group should identify; 1) expected outcomes; 2) key activities, 3) timeline/milestones; and, 4) responsible person(s) for each high priority activity. The workplan will remain as a dynamic document during the intersessional period.
During these discussions, the Group should also receive brief reports of Expert Teams on; 1) new/revised membership decided at JCOMM-4 and responsibilities for individual experts (in the context of intersessional workplan); 2) plans for cross-ET / cross-PA / cross-programme activities that requires a Group-wise coordination.
2012-2017 SFSPA Projects and Work Plans for the Intersessional Period - 3.1 - Maritime Safety Services (MSS)
- 3.2 - Waves and Coastal Hazard Forecasting Systems (WCH)
- 3.3 - Sea Ice (SI)
- 3.4 - Operational Ocean Forecasting Systems (OOFS)
- 3.5 - Other priority areas including Quality Management, Capacity Development and Global Framework for Climate Services
- 4 - Enhancement of JCOMM capability for marine environmental emergencies

- 7.1 - Adoption of the report
The Group should review, modify as necessary and approve the final report of the meeting. - 7.2 - Closure
It is expected that the seventh session of the JCOMM Services and Forecast Systems Program Area Coordination Group will close by 1700 on Wednesday 6 March 2013.
