The Eleventh Session of the Management Committee of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (MAN-11) will be held for 20 - 23 October 2014, in Geneva, Switzerland.
Focusing on the JCOMM deliverable to the 17th WMO Congress (June 2015, Geneva) and 28th session of the IOC Assembly (June 2015, Paris), the Committee will discuss and make necessary decisions regarding the intersessional activities of the Commission, including the following:
- Implementation of intersessional work plan by JCOMM Programme Areas (PAs);
- Cross-cutting activities coordinated by JCOMM, including satellite data requirements, Capacity Development, quality management approach and integrated data management for efficient metocean services;
- Key issues addressed for Commission's activities, such as the contribution to GFCS implementation, review of Technical Regulations;
- Joint activities of JCOMM with other Groups, Programmes and Projects associated with WMO-IOC priorities;
- Strategic and structural issues relating to the work of the Commission.

- 3.2.1 - Task Team on Satellite Data Requirements
The Committee will review progress by the JCOMM ad hoc Task Team on Satellite Data Requirements (TT-SAT), based on the Team’s adopted terms of reference at the MAN-10, and provide guidance on the implementation during the intersessional period.
MAN-11/BM.3.2.1 TT-SAT ACTIVITY REPORT - 3.2.10 - Joint Activities with GODAE OceanView
The Committee will receive a report prepared by the GODAE OceanView Steering Committee that should provide a framework for closer links between the JCOMM ETOOFS and GODAE OceanView Task Teams. The Committee will be asked to make recommendations on the follow-up actions.
MAN-11/BM.3.2.10 Joint activities with GODAE OceanView - 3.2.2 - Quality Management Approach
The Committee will recall its discussion at MAN-10 regarding the application of the ISO 9004 self-assessment Standard to the work of the Commission, and to start with, to assess the effectiveness of the MAN. The Committee will deliberate on an adapted process for the JCOMM/MAN self-assessment tool to make further decision on the relevant course of action.
MAN-11/BM.3.2.2 Quality Management Approach - 3.2.3 - Marine Weather Competence Standard Framework
The Committee is invited to review progress in the implementation of the WMO Resolution 26 (Cg-XVI) – WMO Quality Management Framework, as well as JCOMM Recommendation 5 (JCOMM-4) – Quality Management Implementation for JCOMM, led by the ad hoc Task Team on Marine Competency Requirements (TT-MCR). In doing so, Mr Boase will present the progress in developing a draft of the Marine Weather Competence Standard Framework, to be reviewed and approved by the 17th World Meteorological Congress in 2015.
MAN-11/BM.3.2.3 Marine Weather Forecaster Competencies Task Team On Marine Competency Requirements (TT-MCR) - 3.2.4 - Capacity Development
The Committee will review achievements, plans and expected deliverables for JCOMM Capacity Development (CD) activities during the intersessional period. Each PA coordinator is asked to prepare a one-page document on the PA's contributions to Capacity Development, as input for a report to Members / Member States on JCOMM contributions to CD.
The Committee will discuss and review the JCOMM Capacity Development Principles that were endorsed at JCOMM-4, and advise on any required amendment as appropriate.
MAN-11/BM.3.2.4(1) JCOMM MAN-11 CAPACITY DEVELOPMENT DRAFT REPORT
MAN-11/BM.3.2.4(2) WMO GLOBAL CAMPUS - 3.2.5 - Integrated Marine Meteorological and Oceanographic Data Flow and Services in WIS Framework
The Committee will review the status of establishing a Cross-cutting Task Team on integrated marine meteorological and oceanographic data and services in the framework of WIS (TT-IOSW), decided at MAN-10, and advise on the future course of action.
MAN-11/BM.3.2.5 INTEGRATED MARINE METEROLOGICAL AND OCEANOGRAPHIC DATA FLOW AND SERVICES IN WIS FRAMEWORK
TT-MOWIS ToRs Terms of Reference, Membership and Objectives of the JCOMM Cross-cutting Task Team for Integrated Marine Meteorological and Oceanographic Services within WIS (TT-MOWIS) - 3.2.6 - Operational Marine Data Processing and Forecasting System
The Committee will recall the core business of WMO to facilitate cooperation in data processing and forecasting among Members, through; 1) specifying obligations of Members in the implementation of operational systems, and; 2) ensuring adequate uniformity and standardization in practices and procedures. Building on the ongoing contribution of JCOMM to the Global Data Processing and Forecasting System (GDPFS) – technical regulations on the provision of meteorological Maritime Safety Information (MSI), operational wave forecasting and hindcasting, operational storm surge forecasting and warning – as well as the ongoing process of establishing the Guide to Operational Ocean Forecasting, the Committee will discuss the associated intersessional workplan for improving and extending the marine component of the DPFS in support of the operational service provision. - 3.2.7 - Ocean Data Portal - WIGOS/WIS
The Committee will review the progress of WIGOS development, as well as JCOMM involvement through interoperability of the IODE Ocean Data Portal (ODP) with WIS and other ocean data systems with ODP and/or WIS relevant to the MCDS and other areas of collaboration.
The Committee will also review the progress in JCOMM contribution to and participation in the implementation of WIGOS, particularly the progress in establishing and extending the network of WMO-IOC Regional Marine Instrument Centres (RMICs), as well as JCOMM’s participation in ICG-WIGOS.

MAN-11/BM.3.2.7(3) MARINE INSTRUMENT ISSUES (RMICs)
MAN-11/BM.3.2.7 OCEAN DATA PORTAL - WIS - 3.2.8 - JCOMM Contribution to Disaster Risk Reduction
The Committee will receive a report by the Project Steering Group (PSG) on the progress of the Coastal Inundation Forecasting Demonstration Project (CIFDP) and its Sub-Projects supported jointly by JCOMM and the WMO Technical Commission for Hydrology (CHy). Noting the importance of this demonstration project in visualizing JCOMM's value to national and regional implementation, the Committee is invited to advise on efficient ways to enhance collaboration with relevant global/regional/national programmes for the implementation of various Sub-Projects.
The Committee, recalling the decision made at JCOMM-4 to provide direct input to the WMO Disaster Risk Reduction (DRR) Programme through the JCOMM focal point for DRR (chair of ETWCH), will review the intersessional activities in this area and advise on the general direction if necessary. - 3.2.9 - Joint Activities with Other Groups and Programmes
The Committee will receive a report prepared by the members of the Joint CCl/CLIVAR/JCOMM Expert Team on Climate Change Detection and Indices (ETCCDI) on the ongoing JCOMM contribution to climate research and related activities, jointly with the WMO Commission for Climatology (CCl) and the Variability and predictability of the ocean-atmosphere system (CLIVAR), through the ETCCDI. The Committee will be invited to address any issues to strengthen this activity in harmony with other partners.
The Committee will review progress and achievements of the Joint CAgM-JCOMM Task Team on Weather, Climate and Fisheries (TT-WCF), in collaboration with the WMO Commission for Agricultural Meteorology (CAgM). In doing so, the Committee will be invited to note the relevant decisions made at the 16th Session of the Commission for Agricultural Meteorology (CAgM-16, Antalya, Turkey, 10 - 15 April 2014).
The Committee will recall the discussion made at the 66th session of the WMO Executive Council (EC-66; 18-27 June 2014, Geneva) regarding the service delivery requirements of different economic sectors, particularly the transport sector (including air, marine and land transport sub-sectors and their intermodal dependency). Noting that the relevant technical commissions (i.e. JCOMM, WMO Commission for Aeronautical Meteorology) and the appropriate service delivery oriented working groups (e.g. WMO Executive Council Working Group on Service Delivery; ECWG-SD) were requested to investigate the potential benefits from an innovative and holistic service approach that will meet the emerging needs of the transport sector, the Committee will be invited to consider and make recommendations on how JCOMM would identify best practices and provide appropriate technical advice for future development.
MAN-11/BM.3.2.9 JOINT ACTIVITIES WITH OTHER GROUPS AND PROGRAMMES - 4 - COLLABORATIVE PROGRAMMES, PROJECTS AND ACTIVITIES ASSOCIATED WITH WMO-IOC PRIORITIES
- 4.1 - Global Ocean Observing System (GOOS)
The IOC secretariat will report on progress made by the GOOS Steering Committee since the 10th Management Committee in 2013, focusing on those issues directly relevant to JCOMM: notably on how GOOS plans to encourage coastal observing networks, progress in reviews of observing systems under the Ocean Observations Panel for Climate (OOPC), linkage to the modelling/forecasting communities such as GODAE OceanView and JCOMM ETOOFS, and fundraising activities. The Committee will be invited to review and make recommendations for JCOMM contribution to and interaction with GOOS.
MAN-11/BM.4.1.1 THE TROPICAL PACIFIC OBSERVING SYSTEM - 4.2 - Global Framework for Climate Services (GFCS)
The Committee will receive a briefing on the evolution of the Global Framework for Climate Services. The Committee will discuss JCOMM’s role in and expected contributions to the ongoing development of the GFCS. Recalling the discussion at JCOMM-4 regarding clearly documenting the JCOMM contribution to the implementation of GFCS along with fulfilling its core mandates, the Committee will be invited to clearly identify and document existing and/or planned JCOMM activities directly related to the GFCS implementation
MAN-11/BM.4.2 GLOBAL FRAMEWORK FOR CLIMATE SERVICES (GFCS) - 4.3 - Interagency Collaboration for Metocean Information Services
The Committee will review the status of implementation of the IMO/WMO Worldwide Metocean Information and Warning Service (WWMIWS) in collaboration with the International Maritime Organization (IMO), the International Hydrographic Organization (IHO) and their relevant programmes/groups (e.g. General Bathymetric Chart of the Oceans; GEBCO), to meet requirements for marine meteorological warnings and relevant information. In doing so, the Committee will be reported on the results of the 2nd Maritime Safety Services Enhancement Workshop, held in Wellington, New Zealand from 18 to 22 August 2014, that was organized for the first time jointly with the 6th Meeting of the World-Wide Navigational Warning Service Sub Committee (WWNWS-6) of IHO.
As follow-up to the decisions made at MAN-10, the Committee will review and make recommendations on the plans to enhance collaboration with the IMO, IHO and other relevant authorities for possible future working arrangements in further developing Maritime Safety Information Services as well as in identifying associated user requirements.
MAN-11/BM.4.3 INTERAGENCY COLLABORATION FOR METOCEAN INFORMATION SERVICES - 4.4 - Polar Initiative Activities
The Committee will consider the ongoing efforts for the International Polar Partnership Initiative (IPPI) as the follow-up to the International Polar Decade (IPD), and relevant activities under way by the World Climate Research Programme (WCRP), WMO Executive Council Panel of Experts on Polar Observations, Research, and Services (EC-PORS), Global Cryosphere Watch (GCW), etc., and provide guidance on JCOMM contribution to this line of activities.
MAN-11/BM.4.4 INTERNATIONAL POLAR PARTNERSHIP INITIATIVE - 4.5 - Coordination with Regional Bodies
The Committee will review the results of an analysis of the priorities and capacities of GOOS Regional Alliances, in view of building better connections with all three JCOMM Programme Areas.
The Committee will also take note of the discussion made at the joint meeting of the presidents of WMO Technical Commissions / Regional Associations, and adjust the related intersessional workplans where necessary.
The Committee will review, taking into account preceding discussions, the issues and priorities of the coordination with the regional bodies of WMO (i.e. Regional Associations) and IOC (i.e. GOOS Regional Alliances), through JCOMM activities, and advise on ways to enhance regional activities of JCOMM. - 4.6 - Submarine Cables Network for Climate Monitoring and Disaster Warning
The Committee will recall the effort of the International Telecommunication Union (ITU), the UNESCO/IOC and the WMO established a Joint Task Force to develop a roadmap for enabling future submarine repeaters equipped with scientific sensors for disaster warning system (i.e. tsunamis), and the monitoring of some essential climate variables. The Committee will review the published strategy and roadmap developed by the Task Force, and advise on the potential contribution by the JCOMM community and its societal benefit. - 4.7 - 2nd International Indian Ocean Expedition
The Committee will be informed of the Resolution adopted by the IOC Executive Council (July 2014, Paris) on the 2nd International Indian Ocean Expedition (IIOE-2), proposed for the period 2015–2020 and being coordinated by IOC, the Indian Ocean Global Ocean Observing System (IOGOOS) in collaboration with the Scientific Committee for Oceanic Research (SCOR). This resolution, inter alia, calls on IOC primary subsidiary bodies to determine ways in which they will contribute to the IIOE-2, and report on this to the IOC Assembly in 2015. The Committee will be informed of the status of the IIOE-2 research plan being prepared by SCOR, and advise on an approach for JCOMM to participate in / contribute to the process through the activities coordinated in each Programme Area of JCOMM.
MAN-11/BM.4.7 SECOND INTERNATIONAL INDIAN OCEAN EXPEDITION
MAN-11/BM.4.7 SCIENCE PLAN SECOND INTERNATIONAL INDIAN OCEAN EXPEDITION - 5 - STRATEGIC AND STRUCTURAL ISSUES
- 5.1 - Review of JCOMM Strategy
The Co-presidents will introduce the finalized Strategy for JCOMM 2012-2017, in line with WMO Strategic Plan and the IOC Medium-Term Strategy as well as the guidance and decisions at JCOMM-4, and revise it as appropriate.
The Committee will be invited to consider and provide comments to the Co-Presidents on the Strategy, to; 1) ensure that the Commission’s priorities during the intersessional period will respond to those of WMO and IOC; and, 2) efficiently use available resources to meet the requirements of the Members/Member States.
MAN-11/BM.5.1 A Strategy for JCOMM 2012-2017 - 5.2 - JCOMM Operating Plan and Secretariat Resources
The Secretariats will present an update of the corresponding Operating Plans of WMO and IOC to JCOMM, including information on expected human and financial resources available during the intersessional period, taking account of financial implications for the plan and challenges.
The Committee is invited to review the proposed intersessional activities in the draft OP against the resources available at WMO and IOC Secretariats, as well as identified volunteer contributions, and advise on means and approaches to manage the Commission’s activities in responding to the requirements of Members / Member States. - 5.3 - Resource Identification
The Co-Presidents will lead a discussion on how to identify resources required for JCOMM intersessional activities for the Committee’s consideration on future course of actions for fund-raising.
Taking into account the discussion under agenda item 3.2.2, the Committee will be invited to consider the role of JCOMM Management Committee in this area, and if necessary, make recommendations on revising its Terms of Reference to clearly define the direction and responsibilities. - 5.4 - Management of Teams/Groups and their Intersessional Activities
Recalling the decisions made at JCOMM-4 and MAN-10 regarding the succession planning for JCOMM teams and groups, the Committee will review the status of office bearers and TT members, and take steps to ensure that a succession plan is in place to safeguard future JCOMM capacity and capability.
The Committee will also consider the prospect for membership for those JCOMM teams and groups regarding potential vacancies that might occur within the intersessional period, and reaffirm the general principles and procedure for selection of the members/experts within the established rules and procedure of WMO and IOC. - 5.5 - Preparation for and Recommendations to the WMO Congress and IOC Assembly
Based on the preceding discussions and decisions, the Committee will review and agree on the key issues and deliverables to be addressed to the 17th World Meteorological Congress (Cg-17, 2015) and the 28th IOC Assembly (2015), and agree on the plans to completed required work within the given timeline. - 6 - ANY OTHER BUSINESS
The Committee will be invited to raise any additional issue for consideration in the remaining intersessional period. - 7 - CLOSURE OF THE SESSION

The Committee will review, modify as necessary and approve the final report of the Session prepared by the Secretariat. - 7.2 - Closure
It is expected that the Eleventh Session of the JCOMM Management Committee will close at 17:00 on Thursday 23 October 2014. - 1 - ORGANIZATION OF THE SESSION
- 1.1 - Opening
The Eleventh Session of the Management Committee of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (MAN-11) will open at 09:30 on Monday 20 October 2014, in Room 8J, Headquarters of the World Meteorological Organization in Geneva, Switzerland. The two Co-Presidents of JCOMM, Mr Johan Stander and Professor Nadia Pinardi will chair the Session jointly. - 1.2 - Adoption of the Agenda
The Committee will be invited to adopt the agenda for the Session based on the provisional agenda prepared by the Secretariat. - 1.3 - Working Arrangements
The Committee will agree its hours of work and other practical details of the Session. The Secretariat will introduce the meeting documents, which are available on the JCOMM web page (http://www.jcomm.info/MAN11), as well as other information. The documentation, and the meeting itself, will be in English only.
The Co-Presidents or any other members of the Committee may request the consideration of additional issues. In that case, they would be requested to prepare the relevant documentation and submit it to the Secretariat in due time. In addition, a few sub-items requiring a separate discussion may be identified during the Session.
MAN-11/BM.1.3 Provisional Timetable - 2 - REPORTS BY CO-PRESIDENTS AND SECRETARIAT
- 2.1 - Reports by Co-Presidents
The Co-Presidents will present a report on their activities in support of JCOMM since the MAN-10, as well as any cross-cutting issues not covered under other agenda items. They will also review relevant decisions of the WMO and IOC governing bodies and constituent bodies, with particular emphasis on actions that may need to be initiated, including the corresponding responsibilities and time schedules for such actions.
MAN-11/BM.2.1 Report by Co-presidents - 2.2 - Reports by Secretariats
The Secretariats will present a brief report on intersessional activities including the review of status for the implementation of actions agreed at the previous session (MAN-10; May 2013, Paris, France), based on the Commission’s workplan for the period 2012-2017. Other activities of the WMO and IOC requiring JCOMM contributions will also be addressed. - 3 - IMPLEMENTATION OF JCOMM INTERSESSIONAL WORKPLAN (2012-2017)
- 3.1 - Programme Areas (PAs)
The three Programme Area (PA) Coordinators - Observations, Data Management and Services and Forecasting Systems - will report on the achievements in implementing the PA workplans since MAN-10, and plans for the remainder of the intersessional period. Discussion will be based on the “dashboards” for all PAs, documented for each activity with particular details of deliverables, timeline and leading/engaging experts.
The Committee is invited to consider challenges and obstacles to achieve the workplans, as well as additional issues within their PAs that need action or discussion by the Committee. The Committee will also be invited to advise all PAs on any additional opportunities to facilitate further implementation of the workplans. - 3.1.1 - Services and Forecasting Systems Programme Area (SFSPA)
