The Fifth Meeting of the Coastal Inundation Forecasting Demonstration Project (CIFDP) Steering Group will be held at the conference room 7L, Headquarters of the World Meteorological Organization (WMO), Geneva, Switzerland, from 13 to 15 May 2014.
During the meeting, the PSG will:
- Review progress of ongoing National Sub-Projects in Bangladesh (CIFDP-B), Fiji(CIFDP-F), Dominican Republic (CIFDP-DR) and Indonesia(CIFDP-I), against the CIFDP Implementation Plan (JCOMM Technical Report No.64) and the respective project plans;
- Review needs and requirements for new initiatives and activities, upon requests;
- Review and revise where necessary the Project Concept and Implementation Plan;
- Review the Group's Terms of Reference (ToR) and membership and make recommendation for future revision, as necessary.

- 1 - ORGANIZATION OF THE MEETING
- 1.1 - Opening
The fifth meeting of the Coastal Inundation Forecasting Demonstration Project Steering Group (CIFDP-PSG-5) will open at 0930 hours on Wednesday 14 May 2014, at the conference room 7L of the WMO Headquarters, Geneva, Switzerland.
The meeting will be chaired jointly by Mr Val Swail and Dr Don Resio, co-chairpersons of the Project Steering Group (PSG). - 1.2 - Approval of the agenda
The PSG will be invited to adopt the agenda of the meeting, based on the provisional agenda published on the meeting web site (http://www.jcomm.info/CIFDP-PSG-5). The PSG may request the consideration of additional issues, as necessary. In addition, a few sub-items requiring a separate discussion may be identified during the meeting. - 1.3 - Working Arrangement
The PSG will decide on its working hours and other arrangements for conducting the meeting. Background documents and material will be introduced by the Secretariat, which are available on the meeting web page. The meeting will be conducted in English only.
CIFDP-PSG-5/Doc. 1.3 CIFDP-PSG-5 Provisional Timetable - 2 - REVIEW PROGRESS OF SUB-PROJECTS
- 2.1 - Indonesia sub-project (CIFDP-I)
The PSG will review progress of the CIFDP-I, particularly the results of the Stakeholders Workshop (http://www.jcomm.info/CIFDP-ISW; 3 – 6 December 2013, Jakarta and Semarang, Indonesia). The PSG is invited to discuss in particular on the Year-1 workplan agreed during the Workshop, and advise on the potential gaps and issues in the implementation.
Discussion on proposed activities relating to the outcomes of the 16th session of the WMO Regional Association V (May 2014, Jakarta, Indonesia) is expected to take place under this agenda item, and under the agenda item 3.
Based on the Project strategy (agreed at JCOMM-4, May 2012, Republic of Korea), Concept and Implementation Plan of CIFDP, the PSG will advise the National Coordination Team (NCT) on the required update of the sub-project workplan, taking into account the following points:- Clear direction of technical plan;
- Clear identification of participating national stakeholders and national/international partners, and their respective roles and responsibilities;
- Guidance for user interaction and identification of requirements;
- Consideration on addressing user requirements for longer-term predication of coastal inundation (e.g. sea level elevation combined with land subsidence and tidal flooding), through linkage of CIFDP with relevant programmes/projects;
- Timelines and milestones for sub-project implementation.
- 2.2 - Fiji sub-project (CIFDP-F)
The PSG will review progress of the CIFDP-F, particularly the outcome of the Phase 1 implementation completed by the end of 2013 – including the National Capacity Assessment (NCA-F; JCOMM Report No. 71) and User Requirements Plan (URP) for Phase 1.
The PSG is then invited to review the results of the Interdisciplinary Experts Forum (http://www.jcomm.info/CIFDP-F-IEF; 7 – 10 October 2013, Nadi, Fiji) and the System Design for a Coastal Inundation Forecasting (CIF) system for Fiji (JCOMM Technical Report No. 74), and advise on potential gaps and requirements to be reflected in the implementation.
Related discussion on funding is expected to take place under agenda item 4.
Based on the Project strategy, Concept and Implementation Plan of CIFDP, the PSG will advise the National Coordination Team (NCT) on the required update of the sub-project workplan, taking into account the following points:- Guidance to implement technical development, based on the System Design;
- Guidance for user interaction and identification of requirements;
- Collaboration with regional partners;
- Timelines and milestones for sub-project implementation.
- 2.3 - Dominican Republic sub-project (CIFDP-DR)
The PSG will review progress of the CIFDP-DR since the 4th PSG meeting in February 2013, against the progress review and request for supplementary actions by PSG.
The PSG will discuss, in particular, on the general direction of this sub-project, relating to the outcome of the WMO RA V Hurricane Committee (7-11 April 2014, Cancun, Mexico) on technology transfer and associated training for storm surge/coastal inundation modelling, as well as on the recent requirements of “one-island approach” to be applied to the sub-project implementation. - 2.4 - Bangladesh sub-project (CIFDP-B)
The PSG will review progress of the CIFDP-B since the 4th PSG meeting (February 2013), particularly the following items. The PSG will identify the gaps and issues to further pursue during Phase 2, and revise the workplan accordingly:- Published outcome of Phase 1, including the National Capacity Assessment for Bangladesh (JCOMM Technical Report No.73) and User Requirements Plan for Bangladesh for Phase 1;
- System Design for a CIF System in Bangladesh (JCOMM Technical Report No.75);
- Outcome of the National Coordination Team (NCT) meeting for CIFDP-B (http://www.jcomm.info/CIFDP-B-NCT; 16-18 February 2014) and associated training on coastal inundation forecasting modelling;
- Guidance for NCT and System Developer as to the Phase 2 implementation and system verification, based on the System Design;
- Guidance for user interaction and identification of requirements;
- Partnership and joint activities, including those with the EU FP7 Resilience-Increasing Strategies for Coasts - toolKIT (RISC-KIT) and the Associated Programme on Flood Management (APFM);
- Timelines and milestones for sub-project implementation.
CIFDP-PSG-5/Doc. 2.4 Progress Report for CIFDP-B (Bangladesh) - 2.5 - Newly proposed sub-projects
The PSG will review proposals/requests for formation of new sub-projects, if any, and advise on their feasibility and priority. In doing so, the PSG is invited to review the current arrangement for distributed responsibilities among the current PSG members for each sub-project’s implementation, taking into account the priority issues in each sub-project. - 3 - REVIEW OF AND FUTURE DEVELOPMENT FOR THE PROJECT
- 3.1 - Project concept, implementing strategy and implementation plan
The PSG will review and update, as necessary, the current version of CIFDP Implementation Plan (JCOMM Technical Report No.64, 2013 update) and the CIFDP Concept (2013 update).
In particular, the PSG will carefully review the part of the CIFDP Implementation Plan regarding the established process for phased review of each sub-project, including the requirement for outcomes, and decide on following measures as to the proceeding of each sub-project according to the decisions at PSG’s review.
CIFDP-PSG-5/Doc. 3.1 CIFDP Concept and Implementation Plan - 3.2 - Technical Recommendation: Forecast System Concept for CIFDP
The PSG will review and revise, as necessary, the current version of the CIFDP Technical Recommendation for forecasting system concept (2013 update). In doing so, the PSG will discuss and provide the NCTs of different sub-projects with advice on goals and general direction for operational development (including recommendations on potentially suitable forecasting tools), based on the identified conditions and requirements in each country.
CIFDP-PSG-5/Doc. 3.2 CIFDP Technical Recommendation: Forecasting System Concept for CIFDP - 3.3 - Guidance on Interaction with Users
It is recalled that, upon the current CIFDP Implementation Plan, the User Requirement Plan (URP) is a basic document for each sub-project regarding the dialogue with users and identification for user requirements. The URP is compiled based on the results of the CIFDP User Requirements questionnaire, and updated through subsequent user consultations on an opportunistic basis.
The PSG is invited to discuss and provide advice to the NCTs of all sub-projects, on consistent and harmonized ways for interaction with users in the CIFDP context. A proposed action is to develop a guidance for user interaction, as a “handbook” for; 1) communicating benefits and impacts of CIFDP implementation; 2) collecting and compiling user requirements and feedback to newly demonstrated system and products, and; 3) strategic means for dialogue with users (immediate users and end user). This may be reflected in the update of all URPs for sections on “Communication Plan”. - 3.4 - Linkage with related programmes
Taking into account the respective status for each country implementing the national sub-projects of CIFDP, the PSG will discuss on establishing/enhancing linkages with related programmes and projects with CIFDP. They include:- WMO Storm Surge Watch Scheme (SSWS) and Tropical Cyclone Programme (TCP)
- WMO Severe Weather Forecasting Demonstration Project (SWFDP)
- ESA eSurge
- Associated Programme on Flood Management (APFM)
- EU FP7 Resilience-Increasing Strategies for Coasts - toolKIT (RISC-KIT)
- Other research projects.
As a priority, the PSG is invited to review the recent discussion on requirement for improved forecasting and warning service for storm surges, in the wake of Tropical Cyclone Haiyan. A technical workplan will be agreed by PSG to support the post-Haiyan activities to assist technical development of storm surge and coastal inundation warning services and their delivery, to assist countries affected by Haiyan and other severe storm surges. The PSG, in doing so, will consider the plans of potential partners (national, regional and global), and seek ways of extending collaboration for synergies.
The PSG will also receive a brief report on the results and conclusions made at the JMA/WMO Workshop on Effective TC Warning in Southeast Asia (11-14 March 2014, Tokyo, Japan) as well as at the WMO RA IV Hurricane Committee (7-11 April 2014, Cancun, Mexico), which are relevant to the improved storm surge forecasting and impact-based warning. Associated with the discussion under agenda item 2.5, the PSG will consider immediate actions to assist concerned countries in need of technical support for the related efforts. - 3.5 - Communication and outreach
The PSG will be invited to review and advise for update, as necessary, on the related communication and outreach activities including the project website (http://www.jcomm.info/CIFDP) and the CIFDP Brochure (2013 update). The PSG will also review activities introducing the CIFDP at scientific and technical fora, such as those planned at the World Weather Open Science Conference (WWOSC2014, 16 – 21 August 2014), and advise on the points of future improvement and opportunities. The PSG will also be invited to discuss on requirements/commitments for capacity development materials including online training modules, to be developed out of the progress/outcome of sub-projects targeting the operational agencies and end-users of the respective region, and to advise on the future course of action. - 4 - MANAGEMENT ISSUES
- 4.1 - Funding: resources for general management and sub-project implementation
Under this item, the PSG will review the status of funding and in-kind support for each national sub-project implementation, as well as for the general management of the CIFDP. In doing so, the PSG will identify gaps and further requirements in implementing the workplan for overall CIFDP and for each national sub-project, in particular, as to:- Identified and potential national resources (both human and financial), primarily within the NMHSs, for each sub-project implementation;
- Identified and in-kind resources, particularly experts involvement, for implementation of each sub-project;
- Strategy and approach for communication with identified and potential donors and partners.
- 4.2 - Work of PSG
The PSG will be invited to review its Terms of Reference (ToR) and make recommendations for amendment, based on the document prepared by the WMO Secretariat. The revision should reflect the latest development and newly identified requirements.
In doing so, the PSG will also review the general rules for terms and rotation of the membership, of the Group, and respective roles and responsibilities of each member against the ongoing activities. The revision should also consider the clear linkage with the groups of JCOMM, CHy and WMO that are directly providing support for CIFDP activities, including the JCOMM Expert Team on Waves and Coastal Hazard Forecasting Systems (ETWCH) and the WMO Working Group on Societal and Economic Research Applications (WG-SERA).
The PSG is invited to consolidate the recommendations for the revised ToR and membership by the end of the meeting.
CIFDP-PSG-5/Doc. 4.2 Proposed Amendment to the ToR of the CIFDP Steering Group - 5 - ANY OTHER BUSINESS
The PSG will be invited to raise any additional issues for consideration regarding CIFDP. - 6 - CLOSING
- 6.1 - Adoption of the action items and decisions of the meeting
The PSG will review and approve a list of decisions and actions, as well as a list of recommendations to each sub-project, prepared by the Secretariat. The final report of the meeting will be consolidated by the Secretariat, for review and approval of the PSG, after the meeting is closed. - 6.2 - Dates and place of the sixth PSG meeting
The PSG will be invited to consider the date and place of its sixth meeting, taking into account the plans and timeline of each sub-project implementation, in order to ensure efficient and timely project implementation. It is recommended that the PSG, while the frequency of its own meeting will be limited to not more than once a year, will ensure its engagement in the sub-project implementation to the maximum extent through co-locating its meetings with occasions for related consultation/advisory. - 6.3 - Closure of the meeting
The fifth meeting of the CIFDP-PSG is scheduled to close on Friday 16 May 2014.
