The Technical Regulations of WMO are determined by Congress in accordance with Article 8 (d) of the Convention. In the area of marine meteorology, WMO guidance and regulation documents, including the Manual on Marine Meteorological Services (WMO-No.558) and the Guide to Marine Meteorological Services (WMO-No.471), are considered as ISO documents by NMHSs.
The WMO Executive Council at its 64th session (2012) decided to review and revise the WMO Technical Regulations (WMO-No. 49), Volume I: General Meteorological Standards and Recommended Practices, to which the WMO-No.558 has notified as the status of Technical Regulations, as Annex VI.
Accordingly, The WMO Executive Council at its 65th session (2013) endorsed the proposal by JCOMM to review the overall structure of the WMO-No.558 and WMO-No.471, in view of new structures for those mandatory publications avoiding duplication and/or potential conflict in contents.

- 1 - OPENING AND WORKING ARRANGEMENTS
The ad hoc Working Session on Review of WMO Manual on Marine Meteorological Services (WMO-No.558) will open at the conference room of the MetService of New Zealand at 0900 hours on Monday 25 August 2014. The session will be chaired by the chairperson and vice-chairperson of the Expert Team on Maritime Safety Services (ETMSS).
This session will be convened in conjunction with the Second Maritime Safety Services Enhancement Workshop, which would be held prior to the working session, in order to ensure participation of some METAREA Coordinators and key ETMSS members.
The session will be held in English only, and will focus on practical discussion in an informal setting, in order to agree on an outline for a revised structure of the Manual on Marine Meteorological Services (WMO-No.558) and subsequently the Guide to Marine Meteorological Services (WMO-No.471) before the end of the session. All participants are requested to contribute to all discussions and follow-up activities.

- 2.1 - Background on the review of WMO Technical Regulations
Participants will be presented with background information related to the required review / revision of the Manual on Marine Meteorological Services (WMO-No.558) and the Guide to Marine Meteorological Services (WMO-No.471).
Noting that the Technical Regulations of WMO are determined by Congress in accordance with Article 8 (d) of the Convention, the participants will be introduced the relevant decisions of the WMO Governing Bodies (Resolution 45(Cg-16), 2011, and Resolution 26(EC-64), 2012). This includes the recent efforts to review and revise the WMO Technical Regulations (WMO-No. 49), Volume I: General Meteorological Standards and Recommended Practices, to which the WMO-No.558 has notified as the status of Technical Regulations, as Annex VI. - 2.2 - Status of WMO-No.558 and WMO-No.471
WMO guidance and regulation documents, especially the Manual on Marine Meteorological Services (WMO-No.558) and the Guide to Marine Meteorological Services (WMO-No.471), are considered as ISO documents by NMHSs. Participants will review those documents, including the amendments agreed at JCOMM-4 (2012) and thereafter.
The WMO Executive Council at its 65th session (2013) endorsed the proposal by JCOMM to review the overall structure of the WMO-No.558 and WMO-No.471, in view of new structures for those mandatory publications avoiding duplication and/or potential conflict in contents. Participants will consider the progress made by the ETMSS in this regard, including the discussion made at the precedent workshop on Maritime Safety Services Enhancement (18-22 August 2014, Wellington, New Zealand).
MSS2/BM.2.2 Case Study: Contents on High Seas in WMO-No.558 and WMO-No.471 - 3 - REVIEW DRAFT OUTLINE FOR THE REVISED MANUAL ON / GUIDE TO MARINE METEOROLOGICAL SERVICES
Participants will deliver and draft outlines for the revised structure of WMO-No.558 and WMO-No.471, taking into account the decisions and requirements identified in the precedent governing body meetings and discussions of the ETMSS experts and METAREA Coordinator. In doing so, participants will take into account the purposes of the WMO Technical Regulations, to:- facilitate cooperation in meteorology and hydrology between Members;
- meet, in the most effective manner, specific needs in the various fields of application of meteorology and operational hydrology in the international sphere; and,
- ensure adequate uniformity and standardization in the practices and procedures employed in achieving (a) and (b) above.
- 4 - PLAN FOR PUBLICATION AND TRANSITION IN IMPLEMENTATION OF THE NEW MANUAL AND GUIDE
Participants will recall that the WMO Technical Regulations comprise standard practices and procedures and recommended practices and procedures, and their preparation and promulgation follow the guidelines described in the WMO-No.1127.
Participants are invited to discuss and agree on a proposal to the JCOMM/ETMSS, regarding the procedure and schedule for publication of revised WMO-No.558 and WMO-No.471, following the WMO guidelines (WMO-No.1127), as well as the continuous.
Recalling that the meteorological Maritime Safety Information (meteorological MSI) part of the Joint IMO/IHO/WMO Manual on Maritime Safety Information (the Joint Manual; currently in effect through IMO MSC.1/Circ.1310) is in reference to the WMO-NO.558, participants will be invited to discuss and make a proposal to JCOMM/ETMSS for a regular interaction and update of the Joint Manual in view of robust and efficient implementation of the IMO/IHO World-Wide Navigational Warning Services (WWNWS). - 5 - ANY OTHER BUSINESS
