[Purpose of the Meeting]
- To review progress in the Phase 1 implementation of the CIFDP-I
- To discuss on the system implementation approach and the forecasting system setup, as defined in the CIFDPImplementation Plan (JCOMM Technical Report No.64)
- To decide on the next steps for project implementation
- Summary report of the meeting
- Review and (if necessary) update of the National Capacity Assessment (NCA)
- Review of user requirements so far identified; and update with input of later stage, for the documentation of the User Requirements Plan (URP)
- Discussion and agreement on the CIFDP-I communication plan
- An updated outline for a Coastal Inundation Forecasting System specification for Jakarta/Semarang

- 1 - OPENING
The Phase 1 review for the Coastal Inundation Forecasting Demonstration Project for Indonesia (CIFDP-I) will open at 0930 hours on Tuesday 7 October 2014, at the conference room of the Eastparc Hotel Yogyakarta (Jl. Laksda Adisucipto Km.6.5, Seturan, Yogyakarta, Indonesia). Dr Andi Eka Sakya, Director General of the Meteorological, Climatological and Geographical Agency (BMKG) and the Permanent Representative of Indonesia with WMO, will open the meeting.
The meeting will be chaired jointly by Mr Val Swail and Dr Don Resio, co-chairpersons of the Project Steering Group (PSG). The participants will be invited to adopt the meeting agenda, based on the provisional agenda provided by the Secretariat and with revision if required. The working arrangements and other practical information will be introduced by the Secretariat and the host. The meeting will be conducted in English.

A meeting of the CIFDP Steering Group (PSG) will precede the review meeting, on Monday 6 October 2014, on the review of CIFDP-I Phase 1 deliverables and a guidance on the project communication plan. - 2 - REVIEW OF PROJECT FRAMEWORK
(presentation by PSG co-chairs and members)
The co-chairs of the PSG will briefly introduce the decisions made at the 5th meeting of the CIFDP Steering Group (14 – 16 May 2014, Geneva, Switzerland; http://www.jcomm.info/CIFDP-PSG-5) with regard to the latest development on the framework of the CIFDP, including:- CIFDP Implementation Plan(JCOMM Technical Report No.64, 2014 update), with focus on the requirement for outcomes for each Phase of sub-project implementation;
- CIFDP Technical Recommendation for forecasting system concept (2014 update), with the introduction of the scope of CIFDP deliverables, and the operational target for a Coastal Inundation Forecasting (CIF) system;
- Guidance for communications plan, describing: 1) targets and goals of the communication within the context of CIFDP; 2) communication on benefits and impacts of CIFDP implementation; 3) strategic approach and plans for collecting and compiling user requirements and feedback to newly demonstrated system and products.
The guidance for communications plan is to become a part of the User Requirements Plan (URP), as part of the deliverables of the CIFDP-I at each Phase. The discussion will provide input to / be associated with agenda item 4. - 3 - REVIEW PROGRESS OF CIFDP-I PHASE 1 IMPLEMENTATION
The participants will review progress of the Phase 1 implementation for CIFDP-I, following the discussions and decisions made at the CIFDP-I Stakeholders Workshop (3 – 5 December 2013, Jakarta, Indonesia; http://www.jcomm.info/CIFDP-ISW), focusing on the required deliverable for Phase 1. - 3.1 - Definitive National Agreement (DNA)
(presentation by BMKG on behalf of NCT)
Based on the initial plan agreed at the Stakeholder Workshop, a definitive commitment is to be obtained from the national government, including the responsible national forecasting/warning agency (BMKG), to ensure a long-term coordination between the national agencies within the National Coordination Team (NCT).
The BMKG, as leading agency of the CIFDP-I implementation, will provide a brief summary on the status of the Definitive National Agreement (DNA), including the establishment of the NCT. - 3.2 - National Capacity Assessment (NCA)
(presentation by BMKG on behalf of NCT)
The National Capacity Assessment (NCA) is one of the key requirements for the CIFDP Phase 1 implementation; a review of existing technical capacity and capability within a country, as it will be applied to the development of a sustainable, operational coastal inundation forecasting system. In particular, the NCA is to address the gaps in the present capacity and what is required to implement a robust and accurate forecast system.
The participants will be informed of the progress of the CIFDP-I NCA, and where necessary, advise on required update and revision. Special attention will be given to the following subjects:- Assessment of the availability and accessibility of met-ocean, atmosphere and hydrology data – particularly access to real-time observations, bathymetry, Digital Elevation Model (DEM), Geographic Information System (GIS) and data related to coastal inundations past events;
- Inventory of vulnerability mapping data, products and practices in Coastal Flood Management;
- Assessment of existing marine meteorological, hydrological and oceanographic forecasting capacities, with the focus on compatibility with the operational systems that are currently in use.
The participants are requested to be actively engaged in and provide input to the discussion, particularly in identifying the gaps, for the consideration on the CIFDP-I System Design (SD) to be developed in Phase 2. - 3.3 - User Requirements Plan (URP): Progress for National Development
(presentation by BMKG on behalf of NCT)
Together with the NCA, the User Requirements Plan (URP) represents one of the key deliverables of Phase 1 of a CIFDP Sub-Project. The URP should identify and document the institutional and societal framework(s) of the country for emergency measures and disaster risk reduction, and describe the plans to continuously update the needs and requirements by relevant national, regional and international agencies (“users”) for the deliverables of the CIFDP-I.
The BMKG, on behalf of the CIFDP-I NCT, will report on the progress in developing the CIFDP-I URP. The following topics, to be parts of the URP, will be discussed for the consideration and advice of the participants:- (National) legal and organizational framework
- Integration of local knowledge on coastal inundation and associated hazards
- Requirements for training and education, both for information producers and users, and stakeholder participation
Considering that the URP is a dynamic document to be regularly updated throughout the CIFDP-I implementation, the participants will be invited to discuss. - 4 - DIRECTION AND OUTLINE FOR CIFDP-I PHASE 2
- 4.1 - Review of Relevant Projects and Programme Activities
(Presentation by Secretariat and PSG members)
In the deliberation on the direction of the CIFDP-I Phase 2 (system implementation), the Participants will firstly review related activities that are closely linked to the development of a CIF system for Jakarta and Semarang, including the Associated Programme on Flood Management (APFM) in the framework of the Flood Forecasting Initiative (FFI), as well as the Regional development of the Severe Weather Forecasting Demonstration Project (SWFDP).
The participants will also discuss possibilities to engage national and local activities in specific activities of CIFDP (e.g. training and education, technology sharing, capacity assessment), and will include specific actions/activities, as necessary, within the relevant part of the project implementation plan for next Phases.
The participants will also briefly review the latest discussion relating to the WMO Service Delivery, particularly to enhance the provision of a seamless, multi-hazard impact-based forecast and warning services, and discuss on possible ways to maximize synergies and avoid duplication in the implementation of CIFDP-I and related activities in Indonesia. - 4.2 - Update of User Requirements and Communication Plan
(Moderation by PSG)
CIFDP emphasises the importance of users’ participation throughout all stages in the process, so that the outcome / operational systems developed at the end of the Project would provide the optimum balance between technical capabilities of the forecast systems and the information required by the emergency management authorities in the country.
Based on the discussion under agenda item 2 and 3.3, the participants will be invited to discuss specifically on the activity plans for the next Phases to collect users’ input and feedback in order to update the User Requirements Plan at the following Phases. - 4.3 - Capacity Development and Training
(Moderation by PSG)
Technology transfer and on-the-job training will be important elements in all Phases of CIFDP-I implementation, to ensure that the developed system will be autonomously operated and maintained by the responsible national forecasting agency (BMKG). Training activities to assist (institutional) users’ understanding on and application of CIF products will also be taken into account as a key component of the CIFDP-I deliverables. The participants will discuss the activity plans for the next Phases in this regard, in consideration of the ongoing and planned activities in the relevant fields as well as the guidance for communication plan. - 4.4 - PSG Advice for the Phase 1 Completion and the Scope of Phase 2
(Moderation by PSG co-chairs)
The PSG co-chairs, on behalf of the PSG members, will present the recommendations for the CIFDP-I NCT with respect to the requirements to complete Phase 1 and the continuation of the project toward Phase 2, with proposed timeline on the delivery of outcomes.
The PSG co-chairs will then present information on the scope, key activities and required deliverables of the Phase 2 of a CIFDP sub-project, as outlined in the CIFDP Implementation Plan. - 5 - OUTLINE OF SYSTEM DESIGN FOR INDONESIA COASTAL INUNDATION FORECASTING (CIF) SYSTEM
(Presentation and discussion by all participants)
Building on the discussion so far, the participants will discuss an outline for System Design (SD) for Indonesia’s CIF system, to be implemented during Phases 2 to 4 of the project. All participants are requested to discuss and provide input on the available models for wave, surge and hydrological modelling, including their hardware and software requirements, run time issues, and integration of the models into an operational inundation forecasting system.
The objective of this stage is to review options for forecasting components of a CIF system and agree on the outline for the SD, while the detailed project plan for the system implementation is to be specified in Phase 2. In the process of establishing a CIFDP-I Project Plan, the responsible operating agency (BMKG) should designate (a) responsible system developer(s) who will play the key role in the actual development from Phase 2, in consultation with the PSG and the WMO Secretariat. As part of the system implementation, the set-up of formalized communication platforms for data management and project coordination will be worked out.
Experts, stakeholders and partners who may have proposed solutions or candidate models may also be invited to give short presentations on their perspectives, under this agenda item. - 5.1 - Overview of proposed System Design and usable national/regional resources, including Options for Forecasting Tools and Technologies
- 5.2 - Discussion on interconnectivity of tools
- 5.3 - Consideration on Service Products
- 5.4 - Platform for User Interaction, Feedback and Continuous Evaluation
- 5.5 - Training, Education and Outreach
- 6 - UPDATE SUB-PROJECT PLAN FOR CIFDP-I
(Presentation and discussion by BMKG/NCT and PSG)
Based on the preceding discussions and the agreed course of actions, the sub-project plan will be updated, to provide a clear description of the work to be carried out. It should include a timeline (including the target for the completion of Phase 2), key milestones and deliverables identified, as well as roles and responsibilities of all participants include the members of the NCT, in particular the lead agency BMKG. - 7 - CLOSING
The participants will review and agree on the decisions and recommendations made at the meeting, including those for the Phase 1 deliverables as well as for the outline of the CIFDP-I SD.
The meeting is expected to close at 1700 hour of Thursday 9 October 2014.
