The Fourth GOOS Regional Alliances Forum will be held 25, 26, 27 November 2008 in Guayaquil, Ecuador.
The GRA Forum brings together representatives of all the GOOS Regional Alliances to plan the next biennium activities of the Coastal Component of GOOS.
The Forum fosters cooperation of the programs of the GRAs, builds GOOS and enhances regional activities.
Tuesday Morning a Bus will take us from the Hilton Colon to the days event at the Convention Center. The bus will leave the hotel at 8:15. Please meet in the lobby just before 8:15.

- 2.2 - GOOS Strategic Planning for GRAs, Keith ALVERSON, GOOS Project Office
I-GOOS, GSSC and PICO have ambitious goals for the GRAs and the GOOS coastal module. The IOC Medium Term Strategic Plan and Biennial 2008-2009 Strategic Plan set the Main Lines of Action, milestones and interactions with other IOC programmes which guide implementation of GRA support. Direct support from UNESCO, though the GPO, of GRA activities is limited to planning and organizational meetings and the activity support by GPO personnel. Additional GRA activities are supported through extra-budgetary sources, derived from the member states and the GRA organizations themselves. The GPO's role in assisting GRAs to solicit and obtain extra budgetary support through connectivity to the international community will be discussed.Presentación de GPO, de la Comisión Oceanográfica Intergubernamental – COI explicando en forma clara y directa apoyo económico y organizativo para las GRAs. Asimismo para el V Foro Mundial y siguientes de las GRAs. Igualmente para conocer cual es y cual va a ser la proyección de GOOS dentro de los planes de la COI, en su Plan Estratégico a Mediano Plazo 2008-2013 y en la Estrategia Bienal 2008-2009. A la vez, conocer cuales serán los eventos (formación y capacitación, cursos, seminarios, talleres) claves en la proyección del GOOS hasta el próximo Foro Mundial de GRAs. En el mismo sentido, cual va a ser el aporte económico, en capacitación, en comunicaciones y en divulgación a los “productos” de las GRAs (y en particular de los de la GRASP) que va a dar en adelante la COI. GPO indicará como será la proyección de aportes de la COI, para los próximos seis (6) años, es decir teniendo en cuenta el desarrollo hacía las tres (3) próximas Asambleas de la COI (y apreciando la correlación en periodo de gestión a nivel Regional de la GRASP cuyo periodo de Presidencia termina en marzo de 2009, y de otras GRAs, que se renuevan cada dos (2) años en su administración o Directorio (se planificaría así para los tres próximos periodos). Esta planificación también es aplicable a las Secretarías Técnicas de las GRAs, tal el caso de la Secretaría Técnica de la GRASP dentro de su labor básica Secretaria General de la Comisión Permanente del Pacífico Sur-CPPS, que termina en dos años, y el siguiente periodo de esa Secretaría cubre cuatro años (2010-2013).
- 2.3 - WMO strategic planning for GRAs, Edgard CABRERA, WMO
WMO/IOC cooperation has been fundamental to the growth of GOOS and GRAs. WMO priorities will support oceanographic-meteorological products of value to WMO and GOOS goals. GRAs play a vital role in providing regional and local expertise, data collection and dissemination of observation products. Mechanisms to support joint development and deployment of “operational products” will be of great importance to the strengthening of GRA Alliances and Networks of collaborative effortsPlanes de la OMM para reforzar el GOOS, y apreciaciones de la Organización sobre el futuro de este sistema y del apoyo que brindará a las GRAs durante los próximos tres (3) bienios para mantener sus procesos de crecimiento y mejora en productos oceanográficos-meteorológicos así como en los productos-pronósticos que generan las GRAs. Indicación y determinación de los mecanismos de coordinación, de apoyo (económico, organizativo, en consultorías, en diseño de “productos operacionales”, en desarrollo de redes de elaboración de los “productos operacionales” emitidos por las GRAs). Financiamiento directo ofrecido a las GRAs. En este sentido, la OMM, de acuerdo a su experiencia, capacidad de planeamiento, posibilidad de conformación de Comités Mixtos o Grupos de Trabajo Conjunto que incluyan a las GRAs dará las pautas para dimensionar las formas armónicas y prácticas de crecimiento de las GRAs como verdaderas “Alianzas” y “Redes” de integración de esfuerzos conjuntos.
- 2.4 - IOC Secretary Presentation: Patricio BERNAL, IOC ADG
Describe coordination and support mechanisms of the IOC for increasing the support of GRAs by increasing the involvement of users of the “operational products” issued by the GRAs. The IOC programmes work with academic institutions, national centres and international programmes to coordinate needs, capacity building and strengths of the member states and their regional associations.Indicación y determinación de los mecanismos de coordinación , de apoyo (económico, organizativo, en consultarías, en diseño de “productos operacionales”, en desarrollo de redes de elaboración de los “productos operacionales” emitidos por las GRAs, cómo se ayudará a su interacción y si habrá financiamiento directo, para que las GRAs crezcan integrando en su seno (en la Alianza) instituciones académicas y de investigación, de la industria, de los medios de comunicación, y a las Asociaciones de Usuarios (agricultores, transportadores, instituciones y empresas prestadoras de servicios médicos, de salud, y asistenciales, etc.) que necesitan de estos productos para prevención de riesgos y atención a la comunidad, y para que esas Asociaciones sean interlocutores de las GRAs, ayudando en la toma de decisiones políticas por los estamentos correspondientes, en las cuales se tengan en cuenta los productos generados por las GRAs. En este sentido, la COI, de acuerdo a su experiencia, capacidad de planeamiento, posibilidad de conformación de Comités Mixtos o Grupos de Trabajo Conjunto que incluyan a las GRAs dará las pautas para dimensionar las formas armónicas y prácticas de crecimiento de las GRAs como verdaderas “Alianzas” y “Redes” de integración de esfuerzos conjuntos.
- 2.5 - New Cooperation Mechanisms, Work Projection and Common Products within GRAS:
GRASP experiences with new mechanisms and instruments of international cooperation between IOCARIBEGOOS and OCEATLAN. Memorandum of Understanding between these GRAs have formed “Horizontal and Complementary Level” and been advantageous to the development of international regional cooperation. The value of these bilateral and trilateral agreements between other GRAs and other cooperative mechanisms, such as the UNESCO IOC Perth Regional Programme Office experience in the context of the office being a facilitator, coordinator and sponsor of four GRAs (IO, SEA, PI and WA GOOSs) will be discussed.Nuevos Mecanismos de Cooperación y de Proyección de Trabajos y Productos Conjuntos entre GRAs: Se presentará por la GRASP los buenos y nuevos mecanismos e instrumentos de Cooperación Internacional que ha gestado entre la GRASP, IOCARIBEGOOS y OCEATLAN, tal el caso de los Memorandos de Entendimiento de la GRASP con IOCARIBEGOOS; un Segundo Memorando entre la GRASP y OCEATLAN, y un tercer Memorando Tripartito entre la GRASP, IOCARIBE-GOOS, y OCEATLAN. Descripción de mecanismos, bondades, ventajas e incentivos a la Cooperación Internacional Regional en estas formas de “Nivel Horizontal y Complementario”.Posibilidades de replicar estos modelos por las demás Alianzas Regionales.

Plenary introduction to the objectives and outputs of Working Groups - 3.1 - Working Group 1 (WG1) Oceanic and Atmospheric Modellation: Regional Centers, GRASP Case.
This topic is presented by WMO and IOC in order to indicate general objectives of these kinds of centres and WMO-IOC input and support. WMO will present how the Alliances could manage these regional centres. The GRASP Oceanic and Atmospheric Modelling Regional Centre will be discussed as an example for other Alliances to consider.La OMM presenta en este espacio específico como deben hacer las Alianzas, o como podrían hacerlo, los proyecto de “Centros de Modelación Oceanográfica y Atmosférica Regional y de Estudio del Clima”. En esta temática se abre la participación con una presentación de 20 minutos de la OMM y de la COI, presentando la proyección que tendría un Centro de este tipo en la Región de la GRASP, como idea sintética para aplicación a otras Regiones y sus respectivas Alianzas. El nombre (denominación específica) que se le da en la OMM a estos Centros, el marco conceptual en que se desarrollan, el espíritu y sentido de los productos oceanográficos y meteorológicos que se dan al público en general (modelos dinámicos de aplicación en la vida diaria). Es importante explicar como se integran los aspectos meteorológicos y oceanográficos para evitar duplicidad de esfuerzos. (Importance: Practical Exemplification of a this kind of Center in the GRASP (WMO and IOC co participation).
- 3.2 - Working Group 2 (WG2) GRA Operational and Research Products: Measures to Minimize Implications of Climate Change, and Multihazard Forecasting Systems
The topic of Climate Change will determine many of the Alliances' projected plans, future developments and funding opportunities. The topic is of vital importance when planning political and scientific objectives of oceanographic and meteorological research and observation systems at the regional and world level. The workgroup will conduct a discussion of the role of Climate Change mitigation and adaptation on strategic plans and activities of the institutions and entities who take part in the alliances.El tema de las GRAs y el Cambio Climático determina mucho de las proyecciones y próximos desarrollos de las Alianzas. Es un tema de vital importancia en las Agendas de investigación y de política oceanográfica y meteorológica a nivel mundial y regional. Los Planes Estratégicos y Planes de Actividades de las instituciones y entidades que participan en las Alianzas, al igual que el presupuesto que les es asignado o que obtienen y el direccionamiento de sus investigaciones y productos operacionales oceanográficos y meteorológicos e información que brindan al público en general; está orientado a minimizar las implicaciones y afectaciones que pueda ocasionar el cambio climático, a través de sus múltiples manifestaciones y formas fenomenológicas de irradiar sobre las actividades humanas y “vida natural”.
- 3.3 - Working Group 3 (WG3) GRA Operational and Research Products on Modelling, Prevention and Forecasting of El Niño-La Niña
“El Niño” is a well Known phenomenon in meteorological and oceanographic studies, but the models are not as exact as forecasters might desire. There are many forms of forecast products, none completely effective. Many oceanographic and meteorological products will be enriched with collective aids, in order to present better products to general public (normal citizens). Suggestion: Take GRASP like experiment on application of conclusions and recommendations of this Working Group, and evaluate results of this experiment in the V GRAs Global Forum. - 3.4 - Working Group 4 (WG4) Progress, Priorities and Plans for Implementation of the Coastal Module of GOOS – Global Coastal Network (GCN)
Participants to provide feedback on what they feel are the most important priorities for implementation of the Coastal Module of GOOS, particularly in the context of the GCN, toward development of a stepwise action plan, including efforts to revisit and update the provisional GCN common variables as well as identification of supporting regional pilot projects. - 3.5 - Working Group 5 (WG5) Challenges of Coastal GOOS Implementation for Developing States.
Sharing common problems, solutions and challenges that the developing world face in implementing ocean and coast observing systems, both at national and regional scales. The use of 'low-cost' observing techniques that would allow parameters to be monitored within national budget constraints. Developing countries need to ensure their coastal waters are clean, healthy, and productive, and need assistance with implementing assessment techniques that they can afford.
