- 1 - Welcome
The Chairperson of the JCOMM Data Management Coordination Group, Mr Bob Keeley will open the meeting at 9:00 am on the 26 March 2008 at the Project Office of the IOC International Oceanographic Data and Information Exchange (IODE) in Ostend, Belgium. After the opening remarks, and receiving information on local arrangements, the participants will review the agenda for the Session and adopt it - 1.1 - Introductions

The Data Management Coordination Group (DMCG) will review the work assigned by the Second Session of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM), Halifax, Canada, 19-27 September 2005, as well as the actions arising from the last Session of the DMCG, Geneva, Switzerland, 10-12 October 2006.

The DMCG Chairperson, Mr Bob Keeley, will present a report on his activities on behalf of the Group during the last intersessional period. He will in particular address (i) the work that has been conducted by him, Group Members, and the Expert Teams with regard to the development of plan for defining a standards accreditation and a standards development process for ocean data management under JCOMM and IODE, (ii) the rationalization of templates for table driven codes, (iii) plans for developing a DMPA web site and documentation, (iv) the development of a JCOMM Pilot Project for the integration of marine and other appropriate oceanographic data into the WMO Global Observing System (GOS) in the framework of the WMO Integrated Global Observing Systems (WIGOS), and (v) Computer model ouput and related data management.

- 5 - ETMC activities
The Chairperson of the ETMC, Mr Scott Woodruff, will report on the activities of the ETMC since the last DMCG meeting. He will particularly report on the outcome of the second meeting of the ETMC, Geneva, Switzerland, 26-27 March 2007. This report will include a discussion of ETMC linkages with the JCOMM Services Programme Area, especially regarding the development of an Extreme Waves Database, as well as with the joint CCl/CLIVAR/JCOMM Expert Team on Climate Change Detection and Indices (ETCCDI). An update will also be provided on the status of historical data rescue, including the RECovery of Logbooks And International Marine data project (RECLAIM). - 5.1 - Chairperson's report
ETMC Chairperson's report - 5.2 - TT-DMVOS (GCCs, IMMT, IMMA) and TT-MOCS (membership)
The Group will be informed about the process to restructure the Marine Climatological Summaries Scheme (MCSS) under two new Task Teams, (i) the Task Team on Delayed Mode Voluntary Observing Ship data (TT-DMVOS) which will be looking at the functions of the Global Collecting Centres (GCCs) and the International Maritime Meteorological Tape (IMMT) and International Maritime Meteorological Archive (IMMA) formats, and (ii) the Task Team on Marine Meteorological and Oceanographic Climatological Summaries (TT-MOCS) which membership is still under discussion.

The Group will review the status of the marine quality control scoping document and address a number of other issues of interest to the ETMC, including impact of the masking of ship’s call signs from GTS reports, the development of BUFR templates and use of table driven codes and their impact on the International Comprehensive Ocean-Atmosphere Data Set (ICOADS).

The Group will discuss recent developments with regard to the Water Temperature instrumental metadata Pilot Project (Meta-T) and the collection and distribution of Ocean Data Acquisition Systems (ODAS) metadata.

The Group will be briefed on the status of the organization of the Third Workshop on Advances in Marine Climatology (CLIMAR-III), Gdynia, Poland, 6-9 May 2008.
CLIMAR-III - 6 - ETDMP
The Chairperson of the ETDMP, Mr Nick Mikhailov, will report on the activities of the ETDMP since the last DMCG meeting. He will particularly report on the status of the End to End technology development and involvement of the ETDMP with recent initiatives such as the JCOMM Pilot Project for WIGOS, the IODE Ocean Data Portal (ODP), and other Pilot Projects. The Group will review and address the future role of the ETDMP and discuss the renewal of its membership in view to make recommendations to JCOMM-III with regard to the ETDMP Terms of Reference. - 6.1 - Chairperson's report

The future role of the ETDMP will be discussed in light of recent discussions at the IODE Officers meeting, Ostend, Belgium, 27-30 November 2007, and of the first IODE/JCOMM Forum on Oceanographic Data Management and Exchange Standards, Ostend, Belgium, 21-25 January 2007, where it has been recommended that the ETDMP should take a more active and leading role in the future process for standards development and accreditation related to ocean data management under JCOMM and IODE.

The Group will review coding issues for the exchange, and archiving of oceanographic data, and in particular the netCDF Climate and Forecast (CF) convention and the use of XML. - 7.1 - netCDF and CF use

The Group will address cooperation and cross cutting issues with the JCOMM Observations Programme Area (OPA) and the JCOMM Services Programme Area (SPA). It will review its activities linking with WMO activities such as the WMO Information System (WIS), the Quality Management Framework (QMF), and the Commission for Instruments and Methods of Observation (CIMO). The Group will review its activities linking with the IOC International Oceanographic Data and Information Exchange (IODE), such as Ocean Data Portal, the development of the Marine Community Profile. Finally, the Group will discuss its activities that are relevant to the Global Earth Observing System of Systems (GEOSS). - 8.2 - WMO (WIS, QMF, CIMO, etc.)
