The Data Buoy Cooperation Panel (DBCP) was established in 1985 as a joint WMO/IOC initiative. It was originally concerned only with drifting ocean data buoys, but in 1993 expanded its activities to also encompass moored data buoys on the open ocean. It addresses the requirements and needs for real-time or archival data from buoys, both drifting and moored, coordinates buoy deployments worldwide, and provides a forum for the exchange of technical and related information on buoy technology, communications systems and the applications of buoy data, to both operations and research.
The Panel coordinates its activities with other programmes such as the WWW, GOOS and GCOS. The implementation of buoy deployments is coordinated at the regional level through Action Groups.
The 24th session was held in Cape Town, South Africa, at the kind invitation of the South African Weather Service (SAWS). The Scientific and Technical Workshop preceded the annual session (13 October 2008).

- 1 - OPENING AND KEYNOTE ADDRESS
The Chairperson of the Panel, Mr David Meldrum, will open the Scientific and Technical Workshop with DBCP-XXIV at 0900 hours on Monday, 13 October 2008, Cape Town, Republic of South Africa. It is expected that the workshop will end at 1730 hours. The documentation, as well as the working language for this workshop, will be conducted in English only. - 10 - ISSUES FOR THE PANEL
DBCP-24-Doc-10 Issues for the Panel - 10.1 - Information Exchange
The Technical Co-ordinator will report on DBCP information exchange issues, including, in particular, the operation of the DBCP web server and the status of DBCP publications, as necessary. - 10.2 - Deployment opportunities and strategies
Panel members will be invited to report on the opportunities for the deployment of buoys they might be able to provide to other Panel members or other panels (e.g., Argo, SOOP). Air deployment opportunities should be considered as well. Deployment opportunities will eventually be listed on the JCOMMOPS web site. The Panel will also be invited to discuss how to practically submit information on deployment opportunities to JCOMMOPS, as such information is not always made available. The Panel is invited to discuss how to improve buoy deployment strategies and new tools which might be developed and used in the future in this regard, and propose revisions of its Implementation Strategy accordingly. - 10.3 - GTS delays
The Technical Co-ordinator will report on the present status, and possible future improvements in the network of delayed-mode (global) and real-time (regional) ground receiving stations for observations received via Argos. The present status of the GTS delays encountered by observations received by both Argos and Iridium will also be presented. - 10.4 - Vandalism
The Panel will review actions undertaken during the last intersessional period for preventing vandalism on data buoys (e.g., advertisement of data buoy use and education, vandalism-proof designs) and consider their effectiveness. - 10.5 - Metadata
The Technical Co-ordinator will report on progress of the buoy metadata collection scheme that is implemented at JCOMMOPS. The Technical Co-ordinator will report on actions undertaken to collect metadata from Panel members who were already collecting metadata in their own database and having concerns in using the JCOMMOPS system, because it would duplicate their efforts. Panel members are invited to encourage buoy operators and manufacturers to make use of the JCOMMOPS metadata collection scheme. A report will be presented to the Panel on the development of the Sea Surface Temperature Metadata Pilot Project (META-T PP), including the development of dedicated servers in USA and China. The Panel will be invited to discuss on ways to fully assist the Pilot Project in achieving its aims and particularly to help in facilitating distribution of the metadata to the pilot project data centres. - 10.6 - Technological developments in support of user requirements
The Panel will discuss recent technological developments or plans for new developments to support user requirements (NWP, ocean modelling, climate variability and predictability, climate forecast, ocean research). The aim is to optimize buoy design, deployment strategies and data management to maximize the usefulness of buoy data, in terms of both their impact on model forecasts and their value for money. The Panel will also review the requirements for distribution of high-resolution SST data expressed by OOPC. The Panel will be invited to discuss how to follow up regarding the development of cost-effective wave observing technology, and/or opportunities to organize other data users and technology workshops linked with the DBCP capacity-building activities.
DBCP-24-Doc-10.6 GHRSST Requirements - 10.7 - Instrument Best Practices
The Panel is invited to consider the possible actions related to the documentation on instrument calibration, best practices and standards for implementation of buoy networks, which will eventually benefit both global and coastal applications. The Panel will address these aspects in a way consistent with the approach proposed under the WMO Integrated Global Observing Systems (WIGOS) and suggest a mechanism for proposing required and relevant updates to the WMO Publication No. 8, Guide to Meteorological Instruments and Methods of Observation (See also agenda item 12.6). - 10.8 - Other issues to be discussed, as proposed by the Task Teams
Under this agenda item, the Panel may consider any other technical issues requiring international coordination or action. In particular, it will review issues proposed by the Task Teams in document 6 as required. - 11 - INFORMATION REPORTS
- 11.1 - Argo
A report will be presented on behalf of the Argo Steering Team. This report will present the Argo latest scientific results. A report will also be presented on the activities of the Argo Information Centre (AIC) which is part of JCOMMOPS.

The Panel will review the reports by the Responsible National Oceanographic Data Centre (RNODC) for drifting buoys, operated by the Canadian Marine Environmental Data Service (MEDS) and the Specialized Oceanographic Centre (SOC) for drifting buoys, operated by Météo-France.
DBCP-24-Doc-11.2 Buoy Data Management Centres - 11.3 - Argos operations and developments
The Panel will review the operation of the Argos system over the past 12 months, including, in particular: (i) status and plans for Argos satellite constellation; (ii) Global and regional network of receiving stations; (iii) recent developments with regard to the Argos GTS sub-system; (iv) Argos developments and the future Argos GTS data processing system which is being developed; and (v) future Argos requirements including for the next generation “Argos-4”. The Panel will be invited to adopt a common position for buoy operators with regard to the forthcoming Argos Joint Tariff Agreement meeting.

- 12.1 - JCOMM activities
The Panel will be presented with a report on other relevant activities under JCOMM during the past 12 months.

The IOC Secretariat will report on activities undertaken within IOC in support of the Panel, as well as on decisions, if any, by the IOC governing bodies with regard to the Panel during the intersessional period. It will report on the IOC Strategic planning process, and the Panel will discuss how its implementation strategy should be updated.

The WMO Secretariat will report on activities undertaken within WMO in support of the Panel, as well as on decisions, if any, by the WMO governing bodies with regard to the Panel, during the intersessional period. It will report on the WMO Strategic planning process and the Panel will discuss how its implementation strategy should be updated.

The Panel will be presented with up to date information regarding the process for developing an Observing Programme Support Centre (OPSC) to develop the capabilities and safeguard the future of the current JCOMMOPS. The Panel will also be invited to consider / investigate the optimal way for the future development of the DBCP through its Technical Co-ordinator in the context of this development.

The Panel will review the requirements expressed by the GOOS / GCOS Ocean Observing Panel for Climate (OOPC) requirements and their implications in terms of data buoy deployments, their instrumentation, sampling requirements, etc.
DBCP-24-Doc-12.5 Report by the Ocean Observing Panel for Climate - 12.6 - WMO Integrated Global Observing Systems (WIGOS)
The Panel will discuss the development of the WIGOS Pilot Project for JCOMM and the role that the DBCP should play in this framework. In particular, the Panel will review the project plan; its role with regard to establishing closer links with the WMO Commission on Instruments and Methods of Observations (CIMO), and make recommendations to the Pilot Project Steering Group, as appropriate.

The Secretariat will report to the Panel on the status of the DBCP accounts being managed by the joint Secretariat on behalf of the Panel, for approval.
DBCP-24-Doc-12.7 Financial Situation - 13 - REPORT AND RECOMMENDATIONS FROM THE EXECUTIVE BOARD SESSION
The Executive Board will report on the outcome of its discussions in separate session and make recommendations to the Panel as appropriate. Based on the Executive Board recommendations and input from Panel Members, the Panel will be invited to discuss and adopt the revised implementation strategy, operating principles, work priorities for the Technical Co-ordinator, and the DBCP work plan for the next intersessional period. The Panel will discuss the need for new Action Groups, and discuss the format for future DBCP Sessions. It will review the contracts for the employment of the Technical Co-ordinator and the JCOMMOPS logistical support provided by CLS, discuss employment issues, and address future commitments for the forthcoming intersessional period. Finally, the Panel will review and decide on recommendations to be made to the Argos JTA and other groups, as appropriate. - 13.1 - DBCP implementation strategy
Under this agenda item, the Panel will review, and update as necessary, its Implementation Strategy. This review will include, inter alia, any modifications to global requirements for buoy data in support, in particular, of operational meteorology and oceanography, major research programmes including the World Climate Research Programme (WCRP), the Global Ocean Observing System (GOOS), the WMO Integrated Global Observing Systems (WIGOS), and the Global Climate Observing System (GCOS) and Global Earth Observation System of Systems (GEOSS). The review will also encompass implementation aspects such as the deployment strategy.

The Panel will discuss and agree on its recommendations to the Argos JTA, and other groups, as appropriate. - 13.11 - Discussion and agreement by the Panel on agenda items 13.1 to 13.10
The Panel will address additional issues as required or arising from previous Panel’s discussions and make decisions accordingly, if needed. - 13.2 - New Action Groups
The Panel will discuss whether any proposal for the formation of new regional or programmatic action groups of the Panel should be considered. - 13.3 - Operating principles
The Panel will review and update the DBCP operating principles, which were agreed upon at the DBCP-XXIII.

A report on the arrangement of the IOC employment for the Technical Co-ordinator will be presented to the Panel. The agreement between IOC and CLS / Argos on the logistic support for the position of the Technical Co-ordinator will also be considered for approval.

The Panel will review the current status of its Technical Co-ordinator and carefully consider which options for future employment might best serve the interests of both the Panel and its Technical Co-ordinator. In this context, and considering the continuing discussion on the future development of JCOMMOPS, the Panel will also review the current Terms of Reference (TOR) of the Technical Co-ordinator, and the arrangements for overall supervision, guidance, training, evaluation and promotion, both now and in the future.
DBCP-24-Doc-13.5 Future Employment of the Technical Coordinator - 13.6 - Workplan, budget and priorities for the next year
The Panel will discuss and agree on its priorities for the next intersessional period. The Panel will consider whether new Pilot Project projects might be established (the conditions for their possible funding will be discussed under agenda item 13.8). Based on the financial situation presented to the Panel under agenda item 12.7, and on foreseen DBCP activities and priorities for the forthcoming intersessional period, the Panel will adopt a budget for the next year. - 13.7 - Work priorities for the TC
Under this agenda item, the Panel will review the Technical Co-ordinator's working priorities for the next intersessional period. - 13.8 - Future commitments and the future OPSC
The Panel will be invited to confirm current arrangements for the employment and logistic support for the Technical Co-ordinator. Referring to discussions under agenda item 11 and 13.6, respectively, the Panel will discuss future budgeting procedures, and – on behalf of Member countries – and will be invited to make forward commitments for the support of the Technical Co-ordinator's position in 2009-2010, as well as for funding other Panel activities. The Panel should establish a budget for 2009-2010 based on the aforementioned review and of these commitments, as well as of expenditure estimates provided by the joint Secretariat.

Under this agenda item, the Panel will be invited to elect its Chairperson and Vice-chairpersons for the next intersessional period. - 15 - DATE AND PLACE OF THE NEXT SESSION

The Panel will review the draft session report prepared by the Secretariat, make comments or provide suggestions, as appropriate, approve the report, as well as the decisions, recommendations, and action items that will be arising from this Panel Session. - 18 - CLOSURE OF THE SESSION
The Twenty-fourth session of the Data Buoy Co-operation Panel is expected to close on Thursday, 16 October 2008 at 17:00. - 2 - SCIENTIFIC AND TECHNICAL WORKSHOP
This workshop is a key element of DBCP annual activities, in that it maintains and stimulates dialogue between the research and operational communities. This has proven crucial to the success of the Panel over the past years. The Panel will briefly review the results and recommendations arising from the workshop, and decide on the theme and structure for a similar workshop for the upcoming DBCP-XXV. - 3 - OPENING OF THE SESSION
The Chairperson will open the Twenty-fourth session of the DBCP at 0900 hours on Tuesday, 14 October 2008. As decided by the Panel, the working language of the session will be English only. The joint Secretariat will introduce the documentation in accordance with the provisional agenda. Based on the provisional agenda, the Panel will be invited to adopt its agenda for the session. The Panel will then also decide on its working hours and other arrangements for conducting the session. - 3.1 - Introduction by the Chairperson

Mr Sid Thurston (or his designated person), will report on Capacity-Building activities to be promoted by the Panel, or in which the Panel or its Members should be invited to participate. He will make recommendations with regard to the development of a Capacity-Building Task Team, including Terms of Reference (TOR) and Membership, as well as an embryo workplan for the forthcoming intersessional period. - 6.2 - Data Management Task Team
Ms Mayra Pazos (or her designated person), will report on the Panel’s Data Management activities undertaken during the last intersessional period and that need particular attention by Panel Members. She will make recommendations with regard to the development of a Data Management Task Team, including Terms of Reference (TOR) and Membership, as well as an embryo workplan for the forthcoming intersessional period. The Technical Co-ordinator and joint Secretariat will report on the status of code developments for distribution of buoy data. - 6.3 - Quality Management Task Team
Mr Bill Burnett (or his designated person), will report on the Panel’s Quality Management activities undertaken during the last intersessional period and that need particular attention by Panel Members. He will make recommendations with regard to the development of a Quality Management Task Team, including Terms of Reference (TOR) and Membership, as well as an embryo workplan for the forthcoming intersessional period. The Panel will advice on future requirements for platform and instrument evaluations. The Technical Co-ordinator will report on quality of buoy data, as well as on the continuing operation of the QC guidelines and seek advice on further actions in this field, as necessary. - 6.4 - Technology Developments Task Team
Mr Jean Rolland (or his designated person), will report on the Panel’s Technology Development activities undertaken during the last intersessional period and that need particular attention by Panel Members. He will make recommendations with regard to the development of a Technology Development Task Team, including Terms of Reference (TOR) and Membership, as well as an embryo workplan for the forthcoming intersessional period. - 6.5 - Moored Buoys Task Team
Mr Jon Turton (or his designated person), will report on the Panel’s Moored Buoy activities undertaken during the last intersessional period and that need particular attention by Panel Members. He will make recommendations with regard to the development of a Moored Buoy Task Team, including Terms of Reference (TOR) and Membership, as well as an embryo workplan for the forthcoming intersessional period. - 7 - PILOT PROJECTS The Panel will review the development of the Iridium Pilot Project, evaluate the effectiveness of the Iridium satellite data telecommunication system based on the results from the data collected from Iridium drifter deployed so far, and make recommendations to the Pilot Project Steering Team, as appropriate.
- 7.1 - Iridium Pilot Project
DBCP-24-Doc-7.1 Iridium Pilot Project Update - 7.2 - PMT Pilot Project The Panel will review a proposal by CLS to establish a Platform Messaging Transceivers (PMT) Pilot Project for evaluating the Argos downlink capability. Any decision by the Panel in this regard will be discussed under agenda item 13.6.
DBCP-24-Doc-7.2 Proposed PMP Pilot Project (Argos-3 Data Buoy Evaluation Pilot Project) - 7.3 - Wave observing technology developments
The Panel will review the recommendations from the JCOMM Technical Workshop on Wave Measurements from Buoys that was organized jointly between the DBCP and the JCOMM Expert Team on Wind Waves and Storm Surges (ETWS) in USA, which will be held a couple of weeks before this Panel Session. The objectives of the workshop will be to: (i) provide a forum for the exchange of ideas and information related to wave measurement from moored and drifting buoys, taking into consideration the users requirements; (ii) to discuss priorities for the development of cost-effective wave observing technology; and (iii) to develop a technical work plan for implementation of enhanced global wave measurements, for consideration by the DBCP and its Action Groups. The results of the workshop will provide the basis for the Panel’s discussions with a technical work plan for implementation of enhanced spatial and temporal coverage of wave measurements on a global basis and assessment of existing and future wave measurement technology.

Pilot project proposals - 8 - REPORTS FROM THE ACTION GROUPS
The Panel will be presented with reports from its action groups, i.e., the Surface Marine programme of the Network of European Meteorological Services (E-SURFMAR), the International Arctic Buoy Programme (IABP), the WCRP-SCAR International Programme for Antarctic Buoys (IPAB), the International South Atlantic Buoy Programme (ISABP), the International Buoy Programme for the Indian Ocean (IBPIO), the Global Drifter Programme (GDP), the Tropical Moored Buoy Implementation Panel (TIP), the DBCP-PICES North Pacific Data Buoy Advisory Panel (NPDBAP), and the Ocean Sustained Interdisciplinary Timeseries Environment observation System (OCeanSITES). Proposals for formation of new regional or programmatic action groups of the Panel will be considered under agenda item 13.2.
