The Third meeting of the Expert Team on Wind Waves and Storm Surges was held in Toronto, Canada.
The Team reviewed the work that has been done since JCOMM-III (November 2009, Morocco), identifying follow-up actions, and updated the intersessional workplan. Main outcome of this meeting include the following:
- The operational wave forecast verification project would continue with extended application of the ECMWF web products.
- The Team will continue to work with ETMC in establishing the template for extreme wave data base, and provide feedback to the US National Ocean Data Center (NODC) which will host the database. The Team will also seek participation of Oil and Gas Producers Met Ocean Committee, and coordination with the GLOBWAVE.
- The Team discussed on the follow-up to recommendations at JCOMM Symposium on Storm Surges (2007, Seoul), including storm surge climatology. On this particular issue, the definition and requirements should be further developed, possibly until MARCDAT-III workshop in early 2011.
- The Team will continue to lead the WMO Coastal Inundation and Forecasting Demonstration Project (CIFDP), by Val Swailand Don Resio, and support the implementation of WMO Storm Surge Watch Scheme.
- The Team will continue to provide advice to the UNESCO pilot project for Enhancing regional capabilities for Coastal Hazards Forecasting and Data Portal Systems, led by Kevin Horsburgh and involvement of other Team members. The Team will also continue provide input to the planning of ESA Storm Surge Project (eSurge).
- The Team initiated work to update the Guide to Wave Analysis and Forecasting (WMO No.72). A table of contents will be completed by the end of September 2010. The Guide to Storm Surge Forecasting will be published after final review by the Team.
- The Team reviewed wave measurement related sections of Part II, Chapter 4, Marine Observations, of the WMO Guide to Meteorological Instruments and Methods of Observation (WMO No. 8). The proposed changes have been submitted and included in the version submitted to CIMO for approval. The meeting also reviewed requirements for the encoding of wave information in BUFR, and discussed the proposals by the DMPA Task Team on Table Driven Codes in this regard.
- The Team discussed on two Pilot Projects on wave observations, PP-WET and PP-WMD. Further input from the Team were delivered to the project steering committees.
- Following the request at JCOMM-III, the Team worked with ETMSS to develop proposals for inclusion of information on complex sea states in weather and sea bulletins, and subsequently for amendment WMO Manuals No. 558 and 471.

- 3.7 - ESA R&D project on storm surge application
A presentation will be made to the Team by the ESA meeting co-chair, on the outcomes of the European Space Agency (ESA) Storm Surge User Consultation meeting held in Venice September 2009, and progress towards the subsequent development of a storm surge project. - 4 - Guides and relevant publications
- 4.1 - Guides
- 4.1.1 - Guide to Wave Analysis and Forecasting
The Chair and Dr. Thomas Bruns will provide a status report on the review of the contents of the Guide to Wave Analysis and Forecasting (WMO 702) undertaken during the past intersessional period. The Team will be invited to consider a recommendation to update the Guide, and suggest an approach to carry out this work. - 4.1.2 - Guide to Storm Surge Forecasting
The Chair will provide an update on the status of the JCOMM Guide to Storm Surge Forecasting, which was completed in the previous intersessional period, and will soon be published as part of the WMO Guide series. - 4.1.3 - Dynamic parts of the Guides
The Chair will introduce this item, on the creation and updating of dynamic content for both the Guide to Storm Surge Forecasting and the Guide to Wave Analysis and Forecasting. The Team will be invited to comment on the scope of the dynamic Guide, and on approaches which can be used to develop appropriate content, including, for example, the contents of the two special journal issues produced as a result of the JCOMM Storm Surge Symposium. - 4.2 - Technical Reports
The Chair and Dr. Hans De Vries will provide an update on the proposal to produce a Technical Report on downscaling techniques for wind field and its use in high resolution wave and storm surge models. In addition, the Chair will report on the recent completion of two Technical Reports on extreme value analysis of wind waves, and storm surges. Suggestions for new technical reports during the intersessional period will be discussed. - 4.3 - JCOMM Services Web Page
The Secretariat will provide an update on the status of the JCOMM Services Web Page. The Team will be invited to consider what additional content may be included on the web site, or linked to it, and how to manage the maintenance of the ETWS content. - 5 - Observations Requirements
- 5.1 - DBCP Pilot Projects
- 5.1.1 - PP WET
The Chair will make a presentation on this DBCP Pilot Project, established as an outcome from the JCOMM/OGP workshop on wave measurement evaluation held in New York, October 2008. In particular the Team will be informed of the recent progress in this Pilot Project, including the 2nd meeting of the Steering Committee in February 2010, and present intercomparison activities and plans. The Chair will make a presentation on this DBCP Pilot Project, established as an outcome from the JCOMM/OGP workshop on wave measurement evaluation held in New York, October 2008. In particular the Team will be informed of the recent progress in this Pilot Project, the goal of which is to assess the feasibility of making low cost wave observations from drifting buoys. The project details can be found at www.jcomm.info/WMD. - 5.2 - WMO Rolling Review of Requirements (Wave measurements)
The WMO Secretariat, will provide an update on the status of this rolling review of requirements and the updated version of the Statement of Guidance for Ocean Applications. The Team will be invited to review, and revise as necessary, the stated requirements.

Under this item, the Team will discuss BUFR encoding requirements and template development status for wave data, including the work by the DMPA Task Team on Table Driven Code Forms. The Team will also be invited to comment on the requirement for and approach to propose revisions to WMO and IOC guidance documents related to waves, including CIMO #8, IODE #26 and IOC #18. - 5.3.1 - Wave Measurement Issues - BUFR

The Chair will provide an overview of the major outcomes of the OceanObs’09 Conference held in September 2009, and the potential implications for ETWS. - 6 - Workshops and Capacity Building
- 6.1 - Technology Transfer
- 6.1.1 - Storm Surge Symposium (Follow-up)
The Chair will review activities undertaken as a follow-up to this Symposium, with particular reference to the collaboration with ESA referred to in Agenda item 3.7, the UNESCO project discussed in Agenda item 3.6, the forthcoming Storm Surge Congress 2010 in September. Plans for organizing a second JCOMM Storm Surge Symposium will also be discussed. - 6.1.2 - JCOMM Training Workshops
The Secretariat(s) will report recent and planned wind wave and storm surge training workshops. - 6.1.3 - Development of e-learning modules (Ocean Teacher, Bilko)
The Chair will introduce this item related to the status and suggestions for the development of training modules for wind waves and storm surges in the Ocean teacher and Bilko systems, and with the COMET program of UCAR - 6.2 - Other workshops and conferences
The Team will provide information on known upcoming workshops and conferences which may be of interest to members. - 7 - Cooperation with other JCOMM Bodies
- 7.1 - Expert Team on Maritime Safety Services (ETMSS)
The Chair will provide an update on the work of this ET following the meeting of the Services Coordination Group (SCG-V) and the ETMSS workshop in May 2010. In particular, ETWS will be invited to consider how it can contribute to ETMSS activities in support of the GMDSS, including development of forecast guidance on rogue waves, crossing and complex sea states, and review and update as appropriate to WMO Manuals n°471 and 558. - 7.2 - Expert Team on Marine Climatology (ETMC)
The Chair will provide an update on the work of the ETMC, in particular the recent ETMC-III meeting in February 2010. This will focus on areas of joint interest, including the items on the extreme waves data base and storm surge climatologies discussed previously in agenda items 3.2 and 3.3 respectively. Other areas of ETWS/ETMC cooperation include the possibility of including wave summaries in ICOADS, development of marine climate indices in support of the CLIVAR/CCl/JCOMM Expert Team on Climate Change Detection and Indices (ETCCDI), and the co-organization of the MARDCAT and CLIMAR workshops with respect to wind waves and storm surge issues.

The Team will be invited to propose revisions of the Terms of Reference (ToR) of the Expert Team on Wind Waves and Storm Surges, as appropriate.

- 1.1 - Opening
The Third Session of the Expert Team on Wind Waves and Storm Surges (ETWS) will open at 0930 hours on Tuesday, 18 May 2010, at the Hyatt Regency Hotel, Toronto, Canada. The meeting will be chaired by Mr Val Swail, Chairperson of the Expert Team. - 1.2 - Adoption of the agenda
The Team will be invited to adopt the agenda for the Session on the basis of the Provisional Agenda prepared by the Secretariats. - 1.3 - Working arrangements
The Team will agree their hours of work and other practical arrangements. The documentation will be introduced by the Secretariats. It is expected that the documentation, and the meeting itself, will be conducted in English only.

A draft work plan for the up-coming intersessional period will be reviewed and accepted by the Team. - 11 - Any Other Business (AOB)
Under this agenda item, the Team may consider any other issues requiring actions or discussion by the Team. - 12 - Review of ETWS-III session report and action items
The Team will be expected to review, modify as necessary, and approve action items and recommendations. The final report of the Session will be circulated to the Team Members shortly after the Session for review and approval. - 13 - Closure of the session
The Third Session of the JCOMM Expert Team on Wind Waves and Storm Surges (ETWS-III) is expected to clost at 1200 hours on Saturday 22 May 2010. - 2 - Reports
The Team will be presented with the reports by the Chairperson of the JCOMM Services and Forecast Systems Coordination Group (SCG), the Chairperson of the Team, and the Secretariats, including actions taken since the Second Session of ETWS (ETWS-II; Geneva, Switzerland, 20-24 March 2007). The Team will be informed on the activities of the JCOMM Observations Programme Area (OPA), the Services and Forecasting Systems Programme Area (SFSPA), and the Data Management Programme Area (DMPA), of interest to ETWS. Of particular interest will be outcomes of the Fifth Session of the Services Coordination Group (SCG-V, Melbourne, Australia, 7-8 May 2010), and the Third Session of JCOMM (JCOMM-III, Marrakech, Morocco, 4-11 November 2009), as well as actions taken since these sessions. - 3 - Activities
- 3.1 - Operational wave forecast verification project
Dr Jean Bidlot will make a presentation to the Team on the status of the operational wave forecast verification project. In particular, Dr. Bidlot will report on the collaboration of the ETWS with the European Space Agency (ESA) GlobWave project, and the development of spatial validation techniques. He will also describe the interests of the Team to expand the verification activity to include the use of satellite data and the possibility to validate wave spectral forecast information. The Team will be invited to consider how the verification scheme might be extended to additional global and regional participants, and how to develop further verification measures. - 3.2 - Extreme wave database
The Team will be invited to review the progress on this project and to consider how they can contribute to the population of the database with information on extreme wave occurrences. The Team will also be invited to provide guidance to ETMC on how the scope of the database can be expanded to include additional sources of wave information, in particular from satellite. - 3.3 - Storm Surge Climatologies
The Chair of the Expert Team will introduce this item. The development of global storm surge climatologies was a recommendation of the 1st JCOMM Scientific and Technical Symposium on Storm Surges, Seoul Korea, October 2007. JCOMM-III requested that ETWS and ETMC work jointly to produce a plan for the development of storm surge climatologies. ETMC-III agreed to participate in this activity and to work on a proposal for such a climatology pending the results of ETWS-III, with a target of a proposal by the time of the MARCDAT-III workshop in early 2011. - 3.4 - WMO Coastal Inundation and Forecasting Demonstration Project
The WMO Secretariat, will provide a report on this Project noting, in particular, the outcomes of the first meeting, report (June 2009) and the draft implementation plan.

The WMO Secretariat, will provide a report on the development plans for this Scheme. - 3.6 - UNESCO-IOC Enhancing regional capabilities for Coastal Hazards Forecasting and Data Portal Systems
A presentation will be made to the Team by the Project Director, on the status of this project, in particular the outcomes of the July 2009 workshop at the Indian Institute of Technology Delhi and the resulting action plan. The team will be informed of progress towards enhancing storm surge forecasting capabilities in the North Indian Ocean, and invited to review plans for a follow on workshop to be held at IIT-Delhi in February 2011.
