The sixth session of the Services and Forecast Systems Program Area Coordination Group (SCG-VI) took place in Seoul, Republic of Korea from 8 to 11 November 2011, at the kind invitation of the Korea Ocean Research and Development Institute (KORDI).
The focus during this session was to the preparation of JCOMM-IV (23-31 May 2012, Yeosu, Korea), in particular, to documenting the achievements and future priorities of the Programme Area. Each Expert Team chair and Activity Leader will be requested to introduce draft input to the reports to JCOMM-IV that are under his/her responsibility, and to work with other Group members to coordinate them.

- 1 - Organization of the session
SCG-VI/Doc. 1.3 Provisional Timetable - 1.1 - Opening
The sixth session of the Services and Forecast Systems Program Area Coordination Group (SCG) of the Joint WMO-IOC Technical Commission for Oceanography and Marine Meteorology (JCOMM) will open at 0900 hours on Tuesday 8 November 2011, at a confeerence room of the Rexington Hotel, in Seoul, Republic of Korea. The session will be chaired by Dr Ming Ji, Services and Forecast Systems Program Area (SFSPA) coordinator. The focus during this session will be given to the preparation of JCOMM-IV (23-31 May 2012, Yeosu, Korea), in particular, to documenting the achievements and future priorities of the Programme Area. - 1.2 - Adoption of the agenda
The Group will be invited to adopt the agenda for the session on the basis of the provisional agenda prepared by the Secretariats. - 1.3 - Working Arrangements
The Group will agree on the working hours and other practical session arrangements. The documentation, and the meeting itself, will be in English only.The Coordinator or any other members of the Group may request the consideration of additional issues. In that case, they would be requested to prepare the relevant documentation and submit it to the Secretariat in due time. In addition, a few sub-items may require separate discussions and are identified as such. - 2 - Guidance and requirements from the Governing Bodies and JCOMM Management Committee
SCG-IV/Doc.2 Guidance and Requirements from WMO-IOC Governing Bodies and JCOMM Management Committee - 2.1 - Guidance and requirements from WMO Congress and IOC Assembly – impacts on Services Programme Area priorities and work plan
The Group will review outcomes of the decisions of the 16th WMO Congress (May 2011, Geneva) and the 26th IOC Assembly (June 2011, Paris), with particular emphasis on actions that may need to be initiated, targets and priorities for the SPA and each Expert Teams (ETs), taking into account cross-cutting issues among them. - 2.2 - Outcomes of the actions arising from the JCOMM Management Committee
The JCOMM Co-president will present a brief report on the outcomes of and actions arising from the 9th session of the JCOMM Management Committee (September 2011, Geneva), in particular those issues requiring action and/or discussion by the Group. - 3 - Review of the SFSPA Workplan for the current intersessional period
The Group will review the status of its intersessional work plan, and agree on specific actions still required to be completed in the lead-up to JCOMM-IV. In doing so, the Group will pay particular attention to review the status of the SPA high priority projects that were expected to be completed by JCOMM-IV.
During these discussions, the Group should briefly review the work of each Expert Team, focus on identify any follow-up actions which might be required of the SFSPA Coordinator or the Expert Team chairs until JCOMM-IV.
SCG-IV/Doc.3 SFSPA Work Plan Review - 4 - Discussion on priority issues in Ocean/Marine services
Under this agenda item, the Group will focus on identifying priority issues/activities for the next intersessional period, and on documenting associated proposals and plans. If necessry, the Group will arrange a breakout session for documenting input to the SPA report to JCOMM-IV on particular issues. - 4.1 - Global Framework for Climate Services (GFCS)

SCG-IV/Doc.5 SFSPA Workplan for the next intersessional period - 5.1 - Proposed SPA work plan for the next intersessional period
Based on the discussions under the previous agenda items, and the relevant decisions at WMO and IOC Governing Body sessions, the Group will advise on the future actions and work plan for SPA. - 5.2 - Documentation for JCOMM-IV
The Group will be expected to agree on the documentation and the outline of the PPT presentations relating to the SPA reporting which should be prepared for presentation to JCOMM-IV, based on the agenda for the session and overall documentation plan which will have been agreed previously by the JCOMM Management Committee at its nineth session. - 5.3 - Draft Resolution/Recommendations for JCOMM-IV
The Group will be expected to review the current structure of the SPA, taking into account the delivaration of the Management Committee on this issue, including the terms of reference of the SCG and the Expert Teams, with a view to proposing possible amendments to JCOMM-IV.
The Group will draft and review draft recommendations on key issues for the next intersessional period, as identified and agreed through the discussion under agenda item 4 and others. These should include; 1) amendments to existing manuals and guides as other WMO mandatory publications, 2) possible proposals for new publications, and, 3) any other new activities to propose to and endorsed by JCOMM-IV. - 6 - Any Other Business (AOB)
Under this agenda item, the Group may consider any other issues requiring actions or discussion by the Group. - 7 - Closure of the session
- 7.1 - Adoption of the list of action
The Group should review, modify as necessary and approve the final report of the meeting. - 7.2 - Closure
The sixth session of the JCOMM Services and Forecast Systems Program Area Coordination Group will close in the afternoon of Friday 11 November 2011.
