Stuart J. Green is an internationally recognised ocean systems specialist with more than three decades of experience designing and delivering transformational programmes across fisheries, marine biodiversity, blue economy development, and ocean governance throughout Asia and the Pacific.
His work sits at the convergence of science, technology, governance, finance, and institutional reform. He advises governments, multilateral development banks, UN agencies, philanthropic foundations, and the private sector on building resilient ocean systems capable of addressing biodiversity loss, climate change, food security, and sustainable economic development.
During a career spanning more than 30 years, Stuart has supported programmes in over a dozen countries, working from community-based fisheries management through to national policy reform and regional investment programmes. He has advised organisations including the Asian Development Bank (ADB), the Global Environment Facility (GEF), USAID, the UK Foreign, Commonwealth & Development Office (FCDO), The David and Lucile Packard Foundation, the Walton Family Foundation, Bloomberg Philanthropies, Oceans 5, and numerous national governments.
His technical expertise spans fisheries governance, marine protected areas and OECMs, ecosystem-based fisheries management, sustainable aquaculture, blue economy strategy, marine spatial planning, seafood systems, coastal resilience, and institutional strengthening.
More recently, Stuart has become recognised for integrating converging technologies into ocean governance. His work includes the application of artificial intelligence, digital twins, Earth observation, satellite monitoring, cloud computing, geospatial analytics, electronic catch documentation and traceability systems, decision-support platforms, predictive analytics, and digital public infrastructure to improve fisheries management, biodiversity conservation, transparency, and investment planning.
Rather than viewing technology as an end in itself, Stuart focuses on how emerging technologies can strengthen governance, improve institutional performance, accelerate evidence-based decision making, and create more equitable outcomes for coastal communities. His work combines technological innovation with practical implementation, recognising that successful digital transformation depends equally on people, institutions, incentives, and policy.
Alongside his advisory work, Stuart supports innovation ecosystems connecting governments, research institutions, technology companies, investors, and development partners. He has advised early-stage ocean technology ventures, blue finance initiatives, and programmes commercialising digital solutions for sustainable fisheries and marine conservation.
Stuart holds a Bachelor of Science in Biology (Fisheries Science) from the University of Hull, a Master of Science in Coastal Zone Management from Ulster University, and a Master of Business Administration from the University of Leicester. He has completed executive education in Artificial Intelligence for Business Strategy at MIT Sloan School of Management, Competitive Strategy and Innovation at the London School of Economics, Artificial Intelligence Startups and Innovation at Imperial College London, and Singularity University programmes focused on exponential technologies.
He has authored more than 35 technical publications and reports and is recognised internationally for translating complex scientific, technological, governance, and investment challenges into practical strategies that deliver measurable environmental, economic, and social outcomes.
