Principal Investigator for the Great Ships Initiative. President of the Northeast-Midwest Institute.Over 15 years of experience in ballast water management system (BWMS) testing in the ship, land-based, barge-based and laboratory settings, and conducted the first shipboard trials of a BWMS (using filtration) on an operating vessel in the Great Lakes. Served on the U.S. delegation to the IMO Marine Environment Protection Committee’s (MEPCs) Ballast Working Group, the International Convention for the Exploration of the Sea (ICES) Ballast Working Group, and the U.S. government’s Invasive Species Advisory Committee (ISAC). Staffed and Coordinated for US Congress the development and enactment of national legislation to address ballast-mediated introductions of exotic species (the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990, and the National Invasive Species Act of 1996).
