Dr. Marinez Eymael Garcia Scherer holds a PhD in Marine Sciences and is a professor at the Federal University of Santa Catarina (UFSC), Brazil. She is also the Special Envoy for the Ocean at COP30 and the co-chair of the IOC/UNESCO Working Group on Sustainable Ocean Planning and Management. Her research focuses on Integrated Coastal Zone Management (ICZM), Marine Spatial Planning (MSP), Ecosystem-Based Management (EBM), and the ocean-climate nexus. She has experience in public policy and coastal and ocean governance, having served as ICZM and MSP Coordinator at Brazil’s Ministry of Environment and Climate Change in 2023 and 2024. As an experienced MSP trainer, she has trained teams across South and North America, the Caribbean, Africa, and the East Asian Sea Region. She also co-leads the Regional Training Center Cono Sur of the Ocean Teachers Global Academy (OTGA).
Marinez is fluent in Portuguese (mother language), English and Spanish.

Marinez Scherer is a marine scientist with expertise in sustainable ocean planning and governance, particularly Marine Spatial Planning (MSP), Integrated Coastal Zone Management (ICZM), and ocean-climate policy. She has extensive experience bridging science, policy, and practice, leading complex multi-stakeholder processes, facilitating international negotiations, and designing capacity development programs across Latin America, the Caribbean, Africa, and beyond. Her strengths include strategic thinking, consensus building, science-policy communication, participatory approaches, and translating scientific knowledge into practical governance solutions. She has a strong track record of coordinating international collaborations and supporting governments and organizations in developing integrated, ecosystem-based, and climate-smart ocean policies.
