Dr Roberto Betancourt A. is a Venezuelan specialist in research policy in engineering, science and technology, with a professional trajectory situated at the intersection of scientific governance, seismological monitoring, institutional leadership and international technical cooperation. His work combines strategic public-policy design with operational experience in scientific institutions, particularly in areas where science serves national resilience, disaster-risk reduction, public safety and peaceful international cooperation.
His principal area of expertise is the formulation, implementation and evaluation of science, technology and innovation policies. As President of the Observatorio Nacional de Ciencia, Tecnología e Innovación (Oncti), he has led work related to national R&D indicators, research-information systems, evidence-based policymaking, institutional performance metrics and the strengthening of Venezuela’s scientific and technological capacities.
A second area of expertise is applied seismology and the management of geophysical monitoring networks. A fourth area of expertise is the integration of artificial intelligence, deep learning and high-performance computing into seismic and hydroacoustic analysis. His recent work has focused on the development of AI-enabled workflows for waveform preprocessing, quality control, phase picking, event association, plausibility analysis and tsunami-relevance assessment.
A fifth area is science diplomacy and international scientific-technical cooperation. Dr. Betancourt has worked to transform institutional relationships into practical technical capabilities, particularly through cooperation with the CTBTO, UNESCO-IOC and other international organisations. Finally, Dr. Betancourt has extensive experience in academic and institutional leadership. In his role as Secretary of the Universidad Nacional de las Ciencias Dr Humberto Fernández-Morán, he contributes to the design of a new university model oriented toward frontier science, advanced training, research coordination and the articulation of higher education with the national science, technology and innovation system.
