[Summary]Phase 1 of CIFDP-I was formally be launched in December 2013 through the National Stakeholders Workshop, from 3 to 5 December in Jakarta, Indonesia. The Indonesia Meteorological Climatological and Geophysical Agency (BMKG) has led the national coordination, and a number of national stakeholders participated in the process, including; National Agency for Water Resources (PUSAIR), National Agency for Geospatial Information (BIG), Agency for the Assessment and Application of Technology (BPPT), Ministry of Marine Affairs and Fisheries (KKP), State Ministry of National Development Planning (BAPPENAS), Indonesian Institute of Science (LIPI), and universities.
The outcomes of the Workshop included an agreed draft for the Definitive National Agreement (DNA) and Terms of Reference for the CIFDP-I National Coordination Team (NCT), as well as the agreed work plan for the first year (Phase 1) of the project. The DNA will be formally approved by the government of Indonesia, signifying the commitment of the responsible national agencies for the implementation of the project and sharing data and products. Participants in the Workshop enjoyed the in-depth discussion on the requirements and existing gaps (technical / institutional / legal) in develiping a Coastal Inundation Forecasting (CIF) system for Jakarta and Semarang regions, in particular. The general outcome of the discussion would provide the basis in developing the National Capacity Assessment (NCA) for CIFDP-I, as well as the User Requirements Plan (URP) for Indonesia, during the CIFDP-I Phase 1 implementation.

The Stakeholders Workshop for WMO Coastal Inundation Forecasting Demonstration Project in Indonesia (CIFDP-ISW) will be held in the Indonesia’s Meteorological Climatological and Geophysical Agency (BMKG), Jakarta, Indonesia.
This is the kick-off of the national sub-project of CIFDP in the country (CIFDP-I), meeting the initial CIFDP requirements described in the Implementation Plan (see also the Project web site: http://www.jcomm.info/CIFDP). The objectives of the Workshop include:
- Introduction of CIFDP-I(Indonesia) activities to all relevant stakeholders
- Assessment of national capacity based on survey results and discussion
- Discussion about who is doing what on Coastal Inundation Forecasting/Warning System
- Drafting the National Agreement for establishing and supporting the CIFDP-I
- Development of a CIFDP-I Project Plan

- 1 - OPENING

The Indonesia Stakeholders Workshop for the WMO Coastal Inundation Forecasting Demonstration Project (CIFDP-ISW) will open at 0930 hours on Tuesday 3 December 2013, at the conference room of Indonesia Agency for Meteorology, Climatology and Geophysics (BMKG)., Director General of BMKG and the Permanent Representative of Indonesia with WMO will open the Workshop.
Opening Presentation - 10 - ASSESSMENT OF TECHNICAL AND MANAGEMENT GAPS
(Moderation by PSG Co-Chairs)
Building on the precedent discussion, participants will review identified gaps – technical and social – for coastal inundation forecasting and warning services in Indonesia, including delivery and communication to the disaster management community. Focus will be given to the review against the available technical options, taking into account the operational environments of Fiji, and to agree on the technical options to be used for the CIFDP implementation. Special attention will be given to the information collection for the following subjects:- Assessment of the availability of met-ocean, atmosphere and hydrology data, including access to real-time observations, bathymetry, Digital Elevation Model (DEM), Geographic Information System (GIS) and data related to coastal inundations past events;
- Assessment of existing marine meteorology, hydrology and tropical cyclones forecasting capacities, with the focus on compatibility with open-source modelling software packages;
- Data collection and establishment of a storm surges/coastal floods events database, in coordination with storm surge climatology initiatives;
- Procedure to produce and deliver forecasting services to immediate/primary users.

- 11 - PLANNING FOR IMPLEMENTATION OF THE CIFDP NATIONAL SUB-PROJECT FOR INDONESIA (CIFDP-I)

Under this agenda item, Participants will devote to establish a road-map for an operational end-to-end coastal inundation forecasting system, to be demonstrated through the CIFDP-I. All Participants in the Workshop, including the PSG and national stakeholders, will:- Discuss on the further steps to develop (or finalize) the organizational framework for collaborative arrangement between national agencies, through a national agreement. It is an essential step to establish the CIFDP national sub-project for Indonesia (CIFDP-I), particularly to clearly define the scope and role of the National Coordination Team (NCT) responsible for implementing the CIFDP-I, through an agreement among national stakeholders for CIFDP implementation;
- Agree on a collaborative workplan, and;
General Direction & Timeline for CIFDP-I Implementation - 11.1 - Establishment of CIFDP-I National Coordination Team (NCT) and Framework / Agreement
Preparation for CIFDP-I Definitive National Agreement (DNA) - 11.2 - Integration and Collaboration within Regional and Global Framework (and Identification of potential partners for CIFDP-I implementation at the regional and global level)
- 11.3 - Recommendations for CIFDP-I implementation, both on technical development and end users aspects
- 11.4 - Timetable for planning and development of a CIFDP-Iproject plan, and its implementation

Participants will be invited to raise any additional issue for consideration in the CIFDP-I implementation. - 13 - CLOSING
Based on the results of discussions under the preceding items, participants will consider requirements for further interactions among PSG and NCT members, firstly for the next 1 year (for Phases 0 and 1 of the CIFDP framework), and beyond. Emails, teleconferences and other means of virtual meeting will be considered where possible.
The workshop is expected to close in the afternoon of Thursday 5 December 2013. - 2 - ORGANIZATION OF THE WORKSHOP

The programme for the workshop will be adopted by participants, based on the provisional programme prepared by the Secretariat. Participants will then be introduced with the hours of work and other practical arrangements. The workshop will be conducted in English only.
Participants may request the consideration of additional issues. In this case, they are requested to prepare the relevant documentation and submit it to the Secretariat (blee@wmo.int) ahead of the Workshop. Participants will briefly review the status of Indonesia, in terms of damage and loss on the national scale (particularly in the coastal lowlands) by coastal flooding caused by natural hazards such as heavy rainfall, wave and storm surges and hydrological causes.
National Institutions responsible for coastal disaster management will present on the present practices for emergency management based on the information delivered from the forecast centres. The presentations, as well as the following discussion will focus on the social aspects and needs/requirements in terms of delivering the final forecasting products, and subsequently the gaps in the current status. - 4.1 - Review Status of Indonesia – Damage and Loss by Coastal Inundation

Initiation of CIFDP-Indonesia - 7 - DISCUSSION OF END USER PERSPECTIVES/REQUIREMENTS

Based on the collected responses to the User Survey for CIFDP, Participants will briefly review on the end users engagement.
The following discussion, which will be convened as a parallel session with agenda item 8 (attendance by national users of forecasting/warning information for coastal zones) will review the survey results, and complement / update information required to clearly identify user requirements for a future coastal inundation forecasting system. The summary of discussion at this parallel session shall be reported to the whole Workshop, to the Workshop Day 2.
Participants are invited to discuss specifically on requirements emerging from Indonesia’s status, to define the issue of national requirements in terms of social needs under item 10.
It should be noted, in particular, the importance of active participation by users from the initial stage in the process, so that the outcomes of the Demonstration Project / operational systems developed at the end of the Project would be the optimum balance between technical capabilities of the forecast systems and the information required by the emergency management authorities in the country.

Based on the collected responses to the Survey for CIFDP on technical capabilities, and on the summary of discussion at Day 1, Participants will briefly review the status of Indonesia, in terms of damage and loss on the national scale (particularly in the coastal lowlands) by coastal flooding associated with heavy rainfall, and tropical cyclones causing waves / storm surges. Discussion will follow for cross-checking and complete the Survey, and to clearly document the technical requirements, infrastructure, modelling, format of information to be conveyed to users.
Discussion on technical capabilities and gaps should be reported back to the Workshop Day 3, in terms of:- the existing operational forecasting practices for coastal inundation including models for waves, storm surges and hydrological flooding;
- a description of the observational systems, both real time and delayed mode (for verification and validation),
- associated data including bathymetry and digital elevation data, river flow data (either real time or climatological averages):
- access where appropriate to multi-scale numerical weather prediction products, either deterministic or probabilistic;
- use of regional advisory products.
- Specification of forecasting model components, forecasting system and hardware requirements;
- Definition of organisational setting - assessment of responsibilities structure & personnel capacity (training requirements, technical implementation approach);
- Inventory of vulnerability mapping data and products and practices in Coastal Flood Management.

Based on the collected responses to both surveys (Technical / Users), as well as on information gathered during Days 1 and 2, Participants will review the established procedure for national decision-making against the coastal inundation, and on the defined respective authorities of national institutions. The discussion will aim for convergence on future arrangements that will optimise the national process for coastal inundation detection and response, by using an improved system through CIFDP-I.
